Transformation of Employment in the Advanced Information Economy Countries (p. 7 - 12)
The aim of the article is to determine trends in the transformation of employment in advanced information economy countries. The paper analyzes the current state and dynamics of the labor market of countries with the development of information and computer technologies. Based on the analysis the trends in the transformation of employment in advanced information economy were revealed. It was shown that information and computer technology do not affect the level of employment, while significantly raise the level of productivity. In countries with developed information and computer technologies already existing forms of precarious employment are widely used, which are adapted to the modern requirements of the labor market. Electronic forms of employment appear and are widely used, in particular, electronic freelancing. The workforce that performs frequently repeated mediation computer technologies are replaced. Relevant changes in the content and the nature of work in the information economy were found. The innovative forms of human capital were characterized. The features of virtual labor migration were defined. A definition of virtual labor migration was suggested.

Evaluation of Efficiency of Implementation of Functions of the State Regulation of Investment and Innovation Supporting to Ensure the Economic Security of the Real Sector of Economy of Ukraine (p. 13 - 18)
The article is aimed at the analysis of efficiency of implementation of functions of the State regulation of investment and innovation to ensure the economic security of the real sector of economy of Ukraine and uncovering of its weaknesses. The article analyses the efficiency, advantages and disadvantages of realization from the state authorities of such functions as analysis, planning, organization, motivation, and control in the system of activity for enhancement of investment and innovation supporting to enhance the economic security of the real sector of the national economy. Using the grouping method, logical analysis and expert interviews the main shortcomings which require correction were identified. It was revealed that the principal defects in the functions of information, monitoring, analyzing and detecting are the absence of the holistic periodic monitoring system for analysis and diagnosis of investment-innovative supporting to ensure the economic security of the real sector, its inconsistency, lack of focusing on the early identification of negative trends, risks and threats, changes in the quality of the business environment and the insufficient providing of information. As to the planning function, such weaknesses were identified as lack of concrete measures and means to achieve the policy objectives in the strategic and tactical governmental planning documents, incoordination and absence of linkage with the development of related economic activities. It was proven, that the regulatory shortcomings regarding the functions of the organization are failure of the initiating function of creation and development of new institutional infrastructure, of cooperation locations, of forming of the investment resources, of starting the new practices and of the creation of subjects of implementing of the investment and innovation activity. It was determined that the disadvantages of implementing of the motivation function are failure to provide motives for the authorities on all levels of the active improvement policy, as well as deficit of subjects of infrastructure and directly of enterprises to increase the amount of the investment and innovation supporting in the basic branches. It was proven, that the deficiency as to the control function is the non-use of monitoring practice in order to control the efficiency of the state policy to improve the efficiency of investment and innovation supporting to ensure the economic security of the market participants.

Theoretical and Methodological Framework for the Assessment of the Level of Financialization of the Economy (p. 19 - 24)
The article deals with some aspects of interpretation and evaluation of financialization of the economy. Systematic approach to the evaluation of financialization of the economy in different economic conditions was provided. The indexes to evaluate the financialization of the economy in the context of its impact on investment decisions were given. Approaches to the assessment of financialization of the economy in terms of the impact on income inequality were grouped. A list of indicators to measure the level of financialization of the economy of developed countries that have experienced the negative effects of excessive growth of the financial sector was made. The system of indicators to measure the level of financialization of the economy was suggested, which built an integrated indicator of the level of such financialization. The integral indicator of financialization of the economy in a group of selected countries was calculated. A differentiation of a group of selected countries in terms of financialization of the economy (low, adequate, medium, high) was implemented.

Characteristic Features of the Development of the World Financial Market at the Current Stage (p. 25 - 31)
The objective of the article is analysis of the development of the world financial market and determination of its trends and lines of development of nonbank financial institutions. Basic developmental trends of the world financial market are singled out and analyzed on the basis of reports of the US Economic Security Council, the European Central Bank, the International Organization of Securities Commissions. The role of nonbank financial institutions in the world financial market is determined. The effect of economic reforms in the countries of Eastern and Central Europe is studied with a view to applying their experience in Ukraine. Thus, primary developmental trends of the world financial market are: increasing volume of trade in financial services; increasing share of financial services in the international service turnover; increasing employment in the financial services sector; establishment of a single mega-regulator of the financial market; integration of information technology and financial services; high merger and acquisition activity in the nonbank financial institutions sector; expansion and utilization of outsourcing on the world financial market; inception of the disintermediation and deglobalization processes. Further study prospects in this field consist in the establishment of tendencies in the development of the financial market, in particular, nonbank financial institutions of Ukraine and their conformity with the world financial market.

The Effect of Globalization on Formation of the Consumer Market in Transitional Economies (p. 32 - 37)
The article studies the effect of globalization on formation of the consumer market in transitional economies in the pre-crisis and post-crisis periods. Positive and negative aspects of influence of globalization on economies of countries with varying development levels are singled out. Post-Soviet countries are established to be implementing market reforms and integrating into the international division of labor, with globalization processes intensifying structural disproportions in the national economy. Factors of influence of globalization on the consumer market are singled out and combined into two groups: internal (consumer needs, resources, consumer incomes, the state economic policy) and external (the economic structure formed in the previous economic system, transformational processes (formation of the market economy), new integration processes, intensification of the effect of globalization processes). It is proven that within the context of intensification of globalization processes, the state economic policy should be formed in pursuit of transition from the export-oriented development strategy where raw material production dominates to internally-oriented development strategy with saturation of the domestic consumer market. A general conclusion is drawn that globalization as an objective process directly influences the development of the national economy in general and the domestic consumer market in particular. However, this process requires that governments pursue a reasonable economic policy to the advantage of the state.

Analysis of Disadvantages of the International Rating “Doing Business” Methodology (p. 38 - 44)
The article demonstrates analysis of the methodology of the international rating “Doing Business” which characterizes entrepreneurship control norms, evaluates the terms of registration, business operations and liquidation of small and medium-size business entities. The essence of rating indicators is determined, and some indices are proposed for implementation in the system which reflect the favorableness of the business environment. Basic rating requirements for business entities participating in the study are considered. Principal disadvantages of the “Doing Business” rating are substantiated which interfere with international comparative analysis of the external business environment of enterprises and result in making incorrect managerial decisions by both business entities concerning the choice of the country where operations will be carried out, and states concerning correction of the strategy of regulating operations of business entities.

Analysis of the Socioeconomic Development of Problematic Regions of the European Union Countries (p. 45 - 53)
The work is an analysis of problems of the socioeconomic development of regions of EU countries, in particular Poland, which is a prerequisite to effective management and prevention of crises in various activities of a region. The conducted analysis demonstrates that regions of EU countries (NUTS 1 level – state level) are quite different in terms of administrative-territorial organization. In addition, EU countries are quite varied in terms of both population and territory size and primary socioeconomic development indices (GDP per capita, unemployment rates, R&D spending). Still greater variances in the socioeconomic development of regions in EU countries are observed while analyzing NUTS 2 and 3 level indices, which is a consequence of significant differences in the administrative-territorial organization of the countries and their socioeconomic development driven by spiritual and moral, historical, cultural, ethnic, social, economic, and other factors. Using regions of Poland as an example, significant variance and irregularity of socioeconomic development are revealed both within the country and in comparison with average European Union indices. Significant gaps in the territory development levels are capable of causing political disunity and instability, as well as economic disintegration and crisis. This problem is especially significant for the countries of Eastern and Central Europe which used to be a part of the socialist space, in particular, for Ukraine.

Ways to Improve State Regulation of the Agricultural Sector (p. 54 - 59)
The article highlights the features of the current state of state support in the agricultural sector; the main problems in the agricultural sector were identified; justified by the value of state support for the stable operation of agricultural enterprises, to increase their profitability and competitiveness. The ways to improve the mechanism of state regulation of the agricultural sector of Ukraine in dynamic changes in the economic environment were identified. Relevance of the issue of state regulation of economic relations in the agricultural sector was the purpose and goals of the scientific article. In particular, they identified the problematic issues in the sector of agribusiness, substantiated ways to improve the mechanism of state regulation of the agricultural sector at the present stage of its development. Such research methods were used: the abstract logic (in the process of theoretical reasoning and drawing conclusions); statistical and economic (to study the mass economic phenomena and the establishment of relevant trends); prediction (in the process of calculating the expected performance of production costs (cost-effectiveness) of the main types of commercial products. According to the survey the main ways to improve the mechanism of state regulation of agro-industrial complex was identified, which will have a theoretical and practical significance for the further development of the agricultural sector. Special attention should be paid to the reform of the price system through the introduction of regulated prices for basic products; formation of integrated agricultural systems; budget improvement, tax, insurance and credit policies.

Prospects for Reforming the Tax System of Ukraine under Conditions of European Integration (p. 60 - 70)
The article is aimed at comparative analysis of the European and the Ukrainian legislation on taxation and at providing practical recommendations on improvement of the domestic tax system, taking into account the results of the present study. When reviewing, analyzing and summarizing the works of numerous scientists, changes in the tax legislation of Ukraine were examined under conditions of European integration. In the results of the study the place of Ukraine in the international rankings was defined and a trend towards improvement of indicators to characterize the tax system was revealed; the current tax legislation of Ukraine, embodied in the norms of the Tax Code, was analyzed compared with the tax legislation of the Euro area member states and with the prospective model of reforming the tax sphere, which was proposed by the Government of Ukraine and is explicated in the «Conception for reforming the tax system of Ukraine» and a particular detailed analysis of the value added tax, income tax, property tax, environmental tax and excise tax was carried out; tax systems of the several EU member states were studied and on the basis of the obtained results practical recommendations on improvement of the domestic tax system using the positive experience of European countries were given. Prospective for further research in this area is the development of measures to improve the domestic tax system.

Principal developmental trends of the Ukrainian pharmaceutical market are considered as well as its primary deterrents. Similar trends are singled out in the development of post-Soviet pharmaceutical markets which are also characteristic of the pharmaceutical market of Ukraine. Worldwide trends are demonstrated which have an effect on the Ukrainian pharmaceutical market. Major issues associated with functioning and development of the pharmaceutical industry are pointed out which affect the indices of the domestic market. Improvement of the Organization of Administrative Services as a Way to Prevent Corruption (p. 81 - 88)
The aim of the article is to study the major problems faced by the population in the process of obtaining administrative services, and offer solutions to these problem areas in order to improve the organization of administrative services to meet the needs of the population. The article describes the main problems in obtaining administrative services that were illustrated by a separate administrative services "Adding to the state land cadastre information (amendments thereto) of land within the boundaries of administrative-territorial units." The emphasis is on the need to simplify the procedures for obtaining administrative services by eliminating unnecessary and redundant documentation, reducing visits to entities that provide administrative services through the provision of powers between the Centers for the provision of administrative services (CPAS). The necessity of more active CPAS branch network, expanding the functions and powers of the administrators who work there was grounded. All proposed activities are designed to meet the quality needs of the population and prevent the risks of corruption.

Opportunities and Hazards Posed by the Membership of Ukraine in the WTO for the Metallurgical Industry of the Economy in the Context of Collaboration with the Countries of the EU and the EurAsEC Customs Union (p. 89 - 99)
The article establishes that in 2012 the metallurgical industry remained one of the leading industries of Ukraine (accounting for 16% of the industrial production volume and 27.5% of goods export), its scale and importance for the economy of the country reduced after entering the WTO. Evidence is given that the period of 2007-2012 witnessed reduction in the volume of metallurgical output exported from Ukraine both by volume and by value: in 2012 compared with 2007 the share of metallurgic output in Ukraine dropped both in terms of export (1.53 times) and import (1.26 times). Data are provided showing that metallurgical output exported from Ukraine has significantly lower value added than the same imported, and prevalence of the import price over the export price shows a negative growing trend. It is proven that after entering the WTO there generally was a significant decrease in the tariff rates and liberalization of access to world markets for Ukrainian output, simultaneously the domestic market of Ukraine became more open for imported products. It is demonstrated that after entering the WTO the share of Ukrainian metallurgical output exported to third countries which are not members of the EU and the CU in total exports (by value), increased by 1.4% in 2012 compared with 2007, which means that reorientation towards trade with other countries is taking place. The conducted analysis shows that the period of 2007-2012 witnessed reduction in the production output of principal types of metallurgical products, since imbalance in production capacities and the range of manufactured products contributed to an increase in the dependency of the industry on import and its export orientation with growing home market capacity, and due to the low technology level of domestic production and low competitiveness, enterprises of the industry are losing both foreign and domestic markets. The proposed forecast shows that in 2014 surplus capacities on the world metallurgical output market and intense competition will have their effect, yet demand can increase due to recovery of the Eurozone economy, as well as stabilization and growth on North American markets.

Financial Support of the Social Functions of the State: the Condition, Trends and Directions of Optimization (p. 100 - 107)
The purpose of the article is to identify trends in the budgetary policy of the government for the financing of its social functions and identify areas to optimize budget expenditures with available macroeconomic and institutional factors of influence. Analyzing the structure of expenditures of the consolidated budget of Ukraine for the functional classification, in comparison with budget burden in the European Union, it has been proven that the transformation of the public sector in this country are in line with European trends and contribute to filling the new content of the concept "welfare state." The study revealed that in increasingly adverse trends in socio-economic development of the country comes the growth of budget expenditures for the implementation of the social functions of the state. The reserves of decline in social spending due to the introduction of compulsory state social insurance for the self-determination of the citizens of the maximum level of funding for public services was identified, which will in the long run reduce the fiscal stress in Ukraine and at the same time enhance the effectiveness of state institutions. The prospect of further research in this direction is the proof of the necessity of legislative consolidation of procedures for the development of the budget strategy as a tool to balance the budget in terms of adverse long-term trends that will allow the government to carry out more effective correction of volumes of public goods and services, taking into account the possible demographic shifts and other changes in the economy.

Contemporary Problems in Ensuring Energy Efficiency of Residential Construction in Ukraine (p. 108 - 114)
The objective of the article consists in studying problems associated with ensuring energy efficiency of residential construction in Ukraine. It is indicated that energy efficiency in the housing sector can be increased through construction of new energy-efficient residential houses and thermal modernization of already existing housing stock. The concept of energy efficiency is considered. As part of the study, energy balance of Ukraine is examined, the structure of final consumption of fuel and energy resources is analyzed, in particular in the housing sector. The difference between the building energy classification under European norms and the domestic legal framework is established. The results of analysis of the European experience in state support of measures aimed at thermal modernization of residential houses are described. Basic routes to solving the problem of ensuring energy efficiency of residential construction at the state level are formulated, as well as principal tasks for construction enterprises.

Macro-financial Provision of Economic Development: Priorities, Strategy, and Risks (p. 115 - 123)
The objective of the article consists in studying theoretical foundations of priority economic sectors, development of an improved system of their selection in order to ensure macro-financial stability in the state and contribute to recovery of the national economy by determining potential areas for acceleration of Ukraine’s economic development rates. The article analyzes theoretical approaches to interpretation of the “priority sector” concept, establishes up-to-date criteria according to which a sector is regarded as a priority, and develops its own criteria according to which economic sectors are to be selected as priority ones from the viewpoint of budget funding. In the process of the study, relevance of state support for the development of priority economic sectors is substantiated, and it is established that the major driving force of economic development will be provision of financing for innovations and projects concerned with the development and modernization of priority sectors rather than financing current problems and investment projects whose objectives and targets change annually, whereas the objectives they were created to meet remain unachieved.

Methodological Approach to the Evaluation of the Flexibility of Fiscal Policy in the Context of Cyclical Development of the Economy (p. 124 - 138)
The paper considers the improvement of the methodological approach to the evaluation of the flexibility of fiscal policy in view of its different orientation at different stages of the macroeconomic business cycle and defined on this basis the three types of flexibility (flexibility to fiscal expansion, restriction and consolidation). Assessment of the flexibility of fiscal policy is based on the evaluation of three characteristics: the estimates of fiscal space, functional space and components of uncertainty of trends. Indicators of fiscal space: the ability to generate a positive indicator of cyclically-adjusted budget balance, government debt, interest differential and GDP growth, the current funding requirements, the necessary size adjustments of the state budget balance to GDP, the value of the stabilization fund. The flexibility of fiscal policy or the capacity of its maneuverability in accordance with changes in the economic situation in Ukraine during the 2003 - 2013 periods was evaluated. Its reactivity, inability to carry out counter-cyclical impact, primarily due to the lower level of the generated function space was determined.

Evaluation of Sustainable Development of Regions of Ukraine (p. 139 - 150)
The article discusses the problem of evaluation of sustainable regional development. Existing methodological approaches to evaluation are studied, and it is established that, despite their considerable amount, there is currently no single systemic approach ensuring comprehensive and well-founded assessment with a view to further selection of objectives and strategic directions of sustainable development of regions. A methodological approach to evaluation of sustainable development of regions of Ukraine is proposed where the overall evaluation of its level is conducted by using an integral index constructed on the basis of the rank method (additive convolution of ranks of the social, economic, and ecological components of the development of regions of Ukraine). The proposed approach is used as the basis for integral evaluation of sustainable development of regions of Ukraine, and problematic lines of development of the country regions are singled out in the social, economic, and ecological spheres.

Conceptualization of a Demographically Stable Model of the Pension System and Economic Activity of “Third Age” People: Interaction Context (p. 151 - 158)
The objective of the article consists in studying the problems in the domestic pension system within the context of contemporary demographic imbalances. Proceeding from the correlation of the economically active population and the population having lost the earning capacity (as the basis for its financial balance), it is indicated that the pension insurance mechanism is susceptible to financial instability risks due to a growing trend towards population ageing. The study focuses on the availability of economic and personal prerequisites to extension of the limits of economic activity of people throughout their lifetime and during the “third age” period, as well as formation of a demographically stable model of pension insurance. Analysis of contemporary studies shows that transformation of the final (production) output from the material to the information and knowledge form has occurred within the context of domination of the innovative economic development vector and establishment of a “knowledge-driven economy”, and its generation requires formation of a corresponding specialist training level. Collection, compilation and grouping of results of a survey conducted for the purposes of the study among 3.0 thousand Donetsk oblast residents representing varying age categories, education levels and occupations, have demonstrated that the primary incentive for continuation of labor activity to the vast majority of respondents is insufficiency of means to provide for vital needs. Problems and negative trends in pension insurance functioning found in the plane of overlying systemic imbalances in the demographic, labor, and pension spheres are singled out by analyzing legal framework provisions and scientific research. As a result of theoretical generalization and on the basis of the abstract and logical method, a conclusion is made concerning practicality of forming a demographically stable framework of pension system functioning by realizing professional abilities of people considering the present-day development requirements. Propositions are developed aimed at improvement of the modern pension system framework by realizing economic activity of “third age” people. Implementation of the listed propositions will allow ensuring improvement in the demographic and financial stability of the pension system and senior citizens’ social security level within the context of innovative economic development. Prospects for future studies in this area consist in the development of an integral pension system framework resistant to imbalances and risks of an instable social environment.

Methodological Approaches to Evaluation of Developmental Rigidity of Higher Education (p. 159 - 163)
The article discusses the problems of increasing effectiveness of higher education by means of improving its management. Primary instruments of higher education quality assurance in Ukraine and developed countries are considered, among them accreditation, audit, monitoring, and evaluation. It is proven that developmental rigidity of higher education can be viewed as a criterion for assessment of graduates’ training quality. A method of its calculation on the basis of ratings and statistical data is proposed. It is based on the comparison of principal indices of system functioning with the so-called reference ones. Groups of indices describing education rigidity constituents are used as indicators, namely: economic weight, external influences, and temporal parameters. Such evaluation is justified by factual comparison of education systems and clarity of utilization of relative values. A scheme of evaluation procedures is developed. The credibility of the obtained value is determined by the accuracy of original assessed values and data sources. The proposed approaches to evaluation of activities of higher education establishments through calculation of rigidity of the educational system allow establishing its numerical value and using it in the analytical efforts aimed at optimization of higher education management.

Utilization of Foreign Experience for Management of the Development of Regional Educational Systems of Ukraine (p. 164 - 170)
The article outlines and gives account of principal directions for adaptation of foreign experience with a view to ensuring transformation of regional educational systems. Rationale is provided for acceptability of pluralism of ownership forms of educational institutions, including private education, in accordance with the experience of developed countries. Priorities are singled out for ensuring accessibility of education in terms of physiological and financial capabilities of the individual receiving education which are practiced in developed countries. Variability of adaptation of foreign experience in transforming regional educational systems to the national institutional environment is determined. Principal directions for adaptation of foreign experience within the context of ensuring transformation of regional educational systems are studied. Individual steps aimed at increasing competitiveness of Ukrainian education and methods of stimulating cooperation among educational, scientific research institutions and business entities are considered. The key role of ensuring continuity of the educational process and revitalization of the modern university education of Ukraine is singled out in the process of ensuring development of regional educational systems.

Statistical Analysis and Evaluation of the Solvency Level of Forestries (p. 171 - 176)
The aim of this article is to study the solvency of forestries with assistance of the system of interrelated statistic indicators and by using the sampling method (the sampling frame based on the criterion of the forest coverage in the regions of Ukraine). The article examined the solvency of Ukrainian forestries for the years 2007-2013, using the financial reporting of the forestries, which forms a system of information and analytical support to statistical analysis and assessment of solvency level of the forestries. The results of statistical analysis and assessment of solvency level of the forestries under the conditions of self-financing and commercial calculation were generalized and systematized. The procedure of comprehensive statistical analysis of the solvency of the forestries with use of an appropriate algorithm was grounded, that is relevant in the context of a market economy and meeting the needs. The system of interrelated statistical indicators is offered, with absolute and relative indicators of solvency included.

Possibility of Progressive Dynamics of Ukraine on the Basis of Structural Changes of the National Economy (p. 177 - 181)
Scientific and practical studies related to the determination of conditions for sustainable economic development of Ukraine, are extremely relevant. In the context of political and economic destabilization of direct vector dynamics possibility (ensuring macroeconomic growth by attracting resources and investments) is severely limited. The purpose of this publication is to identify opportunities of macroeconomic development based on the structural changes in the national economic system. The analysis showed that due to the influence of these factors of destabilization for the development of Ukraine, the importance is obtained by not direct structural changes in the economy due to innovations, and those which are due and are mediated by the action of the demand. Taking this into account, the growth of the national economy can be achieved by using regulators which are incomes of the population. As a result, the effective demand for domestically produced goods (with a lower share of imported goods in consumption), in the short time interval tends to raise production, and further innovation activity of enterprises. In the future, this assumption will let to restore the more typical for modern civilization development procedure for structural changes in the economy (resources ? innovation) and in the long run change to higher technological structures in Ukraine.

Development of the Creative Economy under the Conditions of Cross-border Cooperation (p. 182 - 186)
The article analyzes the role of cross-border cooperation in the promotion and implementation of creative development. The evaluation of the prospects and possibilities of cross-border co-operation programs in the context of the creative development of the border regions was made, and on this basis, the priority of areas for international cooperation was identified. The authors note that the deepening of cross-border cooperation in the development of the creative economy should contribute to the comprehensive promotion of new forms of business, enhance investment potential of the region, the creation of new jobs, the formation of high-quality infrastructure, ensuring a high standard of living.

Modern Mechanisms for the Implementation of Budget Policy of Development: Regional Vector (p. 187 - 193)
The paper analyzes the budgetary mechanisms to support regional development, which sources of funds are local budgets. Much attention is paid to the issues of expansion of revenue sources of local budgets, budgeting development, interregional cooperation as an alternative system of financial support and municipal borrowing as a source of budget revenue development. The study established the features and contradictions of innovations introduced by changes to the Budget and Tax Codes, in the financing of regional development, discussed the pros and cons of interregional cooperation, and studied the work of the municipal bond market and municipal credit institution as a significant source of funding for local investment programs. It is proved that budget policy has a lot of issues that should be sought in the expansion of the revenue base of their own financial resources and capacity building, access to credit by strengthening the local market borrowings.

International and Domestic Experience of Defining a Financial Result as an Object of Monitoring in a Trade Enterprise (p. 194 - 201)
The purpose of this article is to present the results of examination of the essence, characteristics of calculating and directions for control of the financial performance of a commercial enterprise. The essence of the financial results of the company as a result of the financial evaluation of the company was shown, representing the difference between the revenues and expenditures of the current activities of the company in accordance with the regulations of the accounting system. A comparison of the profit and financial performance was made, taking into account the nature and valuation models, as well as the degree of identification of elements that are taken into account in determining the income and financial results. The features of the definition of financial results under different accounting systems and reporting were given. The views of financial results of an outlet with the sequence of their formation and the interests of stakeholders were shown. As objects for monitoring the following types of financial results were outlined: gross profit (loss), the financial result from the sale, other operating revenues, operating activities, EBITDA, NOPAT, the financial result of the investment, financial, other conventional and other types of ordinary operations, the financial result before tax, the net financial result, the capitalized earnings.

Approaches to Accounting Policy when Displaying Information on Intangible Assets (p. 202 - 207)
The purpose of this work is a critical evaluation and systematization of information on intangible assets when they are displayed on the dictate of accounting policies in accordance with the laws of Ukraine, with a view to their more rational organization that would create accurate and truthful information about such assets in the enterprise. This paper analyzes alternatives for displaying information on intangible assets on the dictate on accounting policies, which are regulated at the legislative level. Additional elements for the dictate of accounting policies when displaying information about intangible assets were suggested.

Evaluation of Efficiency of the Financial Resources Management in Retail Trade Enterprises in Ukraine (p. 208 - 219)
The purpose of this paper is the implementation of a comprehensive evaluation of the effectiveness of financial management in retail through a systematic approach that provides a holistic view of the level of effectiveness of such control in the process of movement and transformation of financial resources at the stages of formation, distribution, reproduction and use; on operational, tactical and strategic levels of management of the company with the help of a reasonable system of economic indicators. The analysis of the effectiveness of financial resources for the enterprises of Ukraine was conducted; the main economic activity is the wholesale and retail trade, repair of motor vehicles and motorcycles for the 2008 - 2012 years period; as well as on the basis of the generated and surveyed selective sum-total of retail food trade. The influence of factors on the levels of local performance indicators (profitability, turnover) in a selective sum-total of commercial enterprises to target groups in the study of the relationship between the stochastic and productive factor variables using regression analysis was found. The criteria was defined and the system of indices of the developed methodological tools of the complex integral evaluation of the effectiveness of financial management in the retail outlets at different stages of the movement and transformation of financial resources, taking into account the hierarchical levels of the organizational structure of the enterprise management: operational, tactical and strategic.

Theoretical and Methodological Framework and Application Recommendations for Evaluating the Performance of Commercial Enterprises under Economic Development Conditions (p. 220 - 226)
The effectiveness as an economic category was clarified, the process of measuring the effectiveness of trading activity on the basis of the implementation of functions was justified, the problem of its specification and parameterization based on the law of the descending marginal product were solved. It was proved that the criterion for measuring the effectiveness of acts of static and dynamic assessment of the effectiveness of trading activity that takes into account changes in applicable assets (resources), to increase the safety margin of the enterprise, and testifies to the merger (integration) and a downward impact of economic fluctuations in the current economic macro-and micro systems. For the methodology used an algorithm was produced and directions forecasting gross value indicators on the basis of the pessimistic scenario were suggested, given the current dynamism of the domestic economic system. Comparison of global standards for reporting (IFRS / US GAAP / FAS) and assessments (F7, F9, P3 ACCA) of the financial and economic activities of commercial enterprises.

Relevance of Accounting Information Appropriate for Management of Reproduction of Biological Assets of Perennial Plantings (p. 227 - 233)
The article discusses the questions of the essence of relevance of accounting information appropriate for making managerial decisions during the processes of reproduction of biological assets of perennial plantings. The need for development and implementation of methods of forming accounting information taking into account managerial needs and requirements is substantiated. An accounting and analytical system for managing reproduction of biological assets of perennial plantings is proposed which is based on the systemic approach, varying approaches to the development of individual managerial decisions, comprehensiveness of formation of managerial decisions, taking into account particular features of an organization. The following elements of the accounting and analytical system are singled out: subjects and objects of the reproduction management process; reproduction objective within the context of stages and sources of funding; methods and ways of provision of accounting information; effectiveness assessment of reproduction of biological assets of perennial plantings; evaluation of reproduction risks; making managerial decisions. The proposed accounting and analytical system implies effectiveness assessment of reproduction of biological assets of perennial assets, and allows obtaining information on the efficiency and practicality of agricultural operations. A crucial component of the proposed accounting and analytical system is evaluation of risks, and the result of its functioning is making managerial decisions during the process of reproduction of biological assets of perennial plantings in the long term.

Assessment of the Internal Audit of a Budget Institution (p. 234 - 239)
The purpose of this paper is to develop a system of indicators for assessing the state of the internal audit of a budget institution. To develop a system of indicators for assessing the state of the internal audit of budget institution the results of assessment of the effectiveness and quality of functioning of internal audit departments in some ministries and central bodies of executive power, where internal audit departments were established, were analyzed and summarized by the bodies of the State Financial Inspection. The authors have identified the main areas of internal audit assessment of the state budgetary institution, as reflected in the performance assessment of the internal audit of the budget institution, which includes: HR component, showing the number of staff of internal auditors, their work load and the quality of the qualification; productive component, which determines the number of identified internal auditors and redressed violations, the number of the recommendations of the internal auditors, which were introduced in the budget after the establishment of their provision, and organizational component, disclose the relevant amount of internal audit plan, the timing of the implementation. The prospect of further research in this direction is the development of a methodological approach to assess the state of the internal audit budget institution.

Foreign Experience in Engineering Activities (p. 240 - 245)
The objective of the article consists in studying foreign engineering experience and comparing it with the domestic experience in order to reveal the strengths and weaknesses of the latter, determining the primary lines of its development and establishing the possibility of utilization of the world engineering achievements in the domestic national economy. A general description is provided for the world engineering market, characteristics of its structure are presented. The geographical pattern of demand and supply of engineering products is considered. Evolution stages of engineering companies are singled out. Legal aspects of regulating legal relations in the engineering sphere in economically developed countries are described. Primary international engineering company consolidations are listed as well as the largest individual representatives of this business. Considering the foreign experience, the importance of forming engineering consortia is emphasized. The role and importance of foreign engineering companies in the sphere of innovative economic development is described, as well the range of their activities. Examples of formation of engineering clusters are listed. Distinctions between the domestic and foreign engineering are elaborated on concerning the subject matter of the texts of engineering agreements, approaches to conducting working operations while providing engineering services, making managerial decisions, as well as utilization of business intellectualization tools. Principal competitive advantages of foreign engineering companies in comparison with the domestic ones are listed, and explanation is provided for low diversity of the former on the domestic engineering market. The prospects of further studies in this field should consist in determination of top-priority tasks for domestic engineering in the short term taking into account foreign experience.

Factor Model of the Significant Factors in the Macro Environment of Tourism Enterprises (p. 246 - 254)
The article is aimed at developing of a factor model based on significant factors in the macro environment of tourism enterprises. In the article the evaluation and analysis of the factors in the macro environment of tourism enterprises are conducted using the principal components method. The actuality of registration of the macroenvironment factors influences for the purpose of the effective operation of tourism enterprises is grounded. The main types of region's potentials are proposed, by which a reliable determination of the most influential factors in the macro environment can be facilitated, among them demographic, socio-economic, infrastructural (common and recreational), natural-ecological, historical and cultural factors. Using the correlation analysis a preliminary selection of the most influential factors in the macro environment is carried out. By using the principal components method the reduction of the influential factors in the macro environment is conducted and formation of the latent, principal components with the important elemental composition is grounded. Based on the calculated coefficient of the information content of the principal components, the interpretation with such content as «development of the material base of tourism», «paying capacity of the consumers», «marketing network of the tourist enterprises» is accomplished. With consideration for the obtained results a factor model of the significant factors in the macro environment with minimal loss of the information content was developed.

An Algorithm for Constructing a Balanced Business Portfolio of the Holding Company (p. 255 - 261)
The purpose of this paper is the creation of an algorithm of a balanced portfolio of a holding business. We propose an algorithm of the process of restructuring the business portfolio in order to achieve its balance. The creation of an algorithm is based on a systematic approach involving a comprehensive study of external and internal environment of the holding in their mutual influence and relationships. Balance indicators serve two basic principles of portfolio structure and combination of profitability and sustainability of the portfolio, which must follow the proportion of "golden section". The use of the basic strategic and tactical selection criteria and monitoring businesses in the business portfolio holding was suggested. Tactical criteria help to assess the capabilities of the existing businesses, strategic – opportunities of the industry in which this business is growing. A typical set of criteria to the ground and providing businesses of the holding was developed. Tactical criteria include: raw materials inventory turnover; pace of sales that evaluates the opportunity to make periodic payments to the turnover; availability of sufficient quantities of turnover; the possibility of monopolization (or capture of a bigger share of the market). Strategic criteria include: the profitability of the industry; stability of the industry; low level of risk in the industry; environmental cleanliness industry; prospects of the industry. An original set of criteria to provide business within the system, on the open market and the general criteria to provide business. The proposed set of criteria provides top management convenient and effective tool in the construction and subsequent monitoring of a balanced portfolio of businesses. The algorithm was used in the practice of the corporation "Ukrpodshipnik." Since each holding is a unique formation, the proposed algorithm and criteria for businesses can serve as a template for the practical application in each case. The originality of the approach lies in the fact that the author has outlined the boundaries of balance, the limited proportions of the "golden section"; the proposed algorithm and the basic criteria and providing businesses are universal for all of the business portfolio: from specialized holdings to diversified.

Potential for the Development of Productive Agricultural Cooperatives on the Basis of Business Planning (p. 262 - 267)
The evaluation of status indices and dynamics of personal peasant farms in Ukraine was made: the proportion of households containing cattle and poultry, with privately owned agricultural equipment; the proportion of the area of land owned by the farms intended for personal and commercial farming. It was concluded that there is a high business activity of personal peasant farms and significant potential for development of production of agricultural cooperatives. The analysis of the distribution of personal peasant farms in regions of Ukraine was conducted, its normal character was established, and regions with low, medium, and large number of farms were identified. The key factors of creating an agricultural production cooperative, and its success were identified. Two stages of business planning in the agricultural production cooperative were proposed. At the first stage, the purpose of creation, the potential business, operations, financial costs, sources of financing are determined. In case of the positive conclusion, a detailed feasibility study is carried out: description of the business activities, market research and a plan for their implementation, management plan, technical and operational plan, financial plan.

Paperwork as a Component of E-business Infrastructure (p. 268 - 273)
The aim of the article is to analyze the current trends in records management as a component of e-business infrastructure, as well as justification for the need for the implementation of information systems and technology in the organization of documents of business entities. Systematizing and summarizing the scientific achievements of scientists and specialists the features of information systems that are used to automate document-business needs of business entities were analyzed; the shortcomings of the current regulatory framework which regulates the electronic records management processes in Ukraine; the necessary and sufficient conditions for the introduction of electronic documents were covered; the basic requirements for the electronic documents intended for the storage for life were detailed. Based on the regulatory and law framework, by relative comparisons the concepts of "electronic document management" and "electronic document" were elaborated; the concepts of "digital signature" and "electronic document" were defined. The directions for the development of various spheres of e-business infrastructure were suggested: e-Government, e-Health, e-Learning, e-Commerce, and others. Expediency of implementation of the technical regulations to ensure the establishment of IT-foundation for the development of e-business infrastructure was grounded and the quality of services was assured.

Approach to the Management of the Services of an Enterprise Information System Based on the Data Envelopment Analysis (p. 273 - 278)
This article discusses the problems of increasing the efficiency of information management systems in large and medium-sized companies. The most progressive methods of management for such systems involve the service approach, within the framework of which the system's efficiency can be considered as the overall efficiency of different services provided by other units of the company. Using this approach, it is proposed to evaluate the efficiency of services with use of data envelopment analysis (DEA). The method involves estimating of the relative technical efficiency costs for organizing the information services in terms of proximity to planned indicators of the quality of the services. Despite some difficulties of the implementation, the offered method of efficiency evaluation will help to identify poorly performing services and the origins of such inefficiency.

The objective of the article is studying and systemizing theoretical aspects of assessment of effectiveness of enterprise management. The article considers assessment of enterprise management effectiveness as a unity and interrelation of its procedural and criteria-based aspects which require development of a corresponding procedure and establishment of quantitative and qualitative characteristics of the assessed object which correspond to certain criteria. Approaches to description of the essence of the term “enterprise management effectiveness” are studied, and an integrated resource-target approach is proposed which allows expanding the ontological limits of the studied category. A classification is proposed for enterprise management effectiveness. Objects and assessment criteria of enterprise management effectiveness are singled out, and an assessment procedure is proposed. Groups of criteria for assessment of enterprise management effectiveness enable comprehensive analysis and characterization of the assessed objects. It is proposed to use a management effectiveness coefficient along with a system of traditional indices for assessment of enterprise management effectiveness.

Formation of Organizational Support for Implementation of the Outsourcing of Logistics Functions in the Enterprise (p. 286 - 293)
The aim of the article is to develop theoretical and practical recommendations to assist the formation of the organizational support for the implementation and fulfillment processes of the outsourcing of logistics functions. In the research process the abstract-logical and structural-logical analysis was used – in the theoretical generalizations and in forming proposals on the content of the organizational preparations for outsourcing; a systematic approach was applied for the purpose of working out scheme of the outsourcing of logistics functions. The necessity to develop theoretical and practical recommendations to harmonize the tasks of the implementation stages of the outsourcing of logistics functions with the relevant organizational measures was grounded. The conducted study made it possible to develop a scheme of organizational support for iterative stages of the implementation process of the outsourcing of logistics functions, application of which displays the goal of the organizational measures and will determine the organizational conditions for achievement of the basic objectives of an enterprise. The designed approach to optimization of the organizational structure of the enterprise management and to the definition of areas of responsibility and organizational authority of the outsourcing members is appropriate for domestic industrial machine-building enterprises during the preparation process for implementation of the outsourcing of logistics functions.

Credit and Investment Innovations of a Commercial Bank: Performance Evaluation and Strategic Segment (p. 294 - 298)
The purpose of this paper is to develop a theoretical platform of methodology for assessing the cost-effectiveness of credit and investment activities of a commercial bank and its adaptation to modern depository institutions, which are the representatives of the banking sector. By analyzing, systematizing and summarizing the scientific work of many scientists, the existing relationship between the definitions of "efficiency of credit and investment bank innovation" and "innovation bank" were discovered, which allows us to consider the problems posed in the field of innovative development of modern banking institutions in more detail. The study was presented to the author's position regarding the estimation algorithm of additional financial flows of the bank, formed on the basis of the implementation of credit and investment innovation. It was justified from the point of view of measuring the cost-effectiveness of innovative processes in the bank that it is important to analyze the financial flows resulting from the implementation of banking innovation. The prospect of further research in this direction is to identify the main types of basic strategies in the implementation of bank credit and investment innovation. Further development of credit and investment innovations will enable modern banks to win positions in the market of banking products and services in a more confident way.

Banking Business under the Reform of the Financial System (p. 299 - 304)
The aim of the article is to study the features of the world economy today. The global financial crisis has diagnosed the most problematic aspects of the development of the economies of individual countries and the relationships between them, which proves the relevance of the revision of the conceptual foundations of the structure and functions of the economic system in the world. The paper analyzes the features of modern reform of the existing and the creation of a new world (international) financial architecture. The basic characteristics of the development of the global banking system were highlighted, dominated by the functioning of the banking business under the conditions of financial globalization. Factors, which in the context of globalization form a strategy for the global banking system are the international nature of banking activities, the liberalization of financial markets, the emergence of global markets, strengthening of the global resource competition, increasing demand for larger loans, the development of the global information market. Among the factors promoting financial globalization authors suggest: uneven economic development of countries and the disproportionate allocation of financial resources; the deficit of own resources for the implementation of investment projects and financing of social and economic programs in most countries; significant potential of the markets in developing countries, which attracts high-yield operations; reduction of legal and regulatory restrictions on financial transactions between the countries; virtualization of financial transactions.

Simulation Modeling of the Progressive Scale of Individual Income Tax Rates in the Ukraine (p. 305 - 311)
The article suggests a different approach for the choice of the tax rates on the income of natural persons, based on the simulation modeling, which unlike the other approaches makes use of both indicators of social security and of taxation burden rates, so that the irregularity in the distribution of income, in form of wages and of the tax burden on individuals will be reduced and budget revenues will be increased. It has been proven that the most appropriate progressive scale for the implementation in Ukrainian tax practice is as the following: 10% for wages up to 3 minimum salaries, 15% of the wages ranging between 3 to 10 minimum salaries and 25% for excesses of more than 10 minimal salaries.

Integrated Financial Intermediaries as a Form of Interaction between Banks and Nonbanks (p. 312 - 318)
The paper investigates the activity of the integrated feature of financial intermediaries as a result of interaction between banks and non-bank institutions. The scientific works of Ukrainian and Russian scientists were analyzed, on the basis of which the ordering and clarification of the terms of “financial supermarket" and "financial conglomerate" in relation to the term "integrated financial intermediary" were made. The author's interpretation of the term "integrated financial intermediary" was suggested. The main difference between the integrated financial intermediaries from the traditional specialized financial intermediaries (banks and nonbanks) were defined, which is to provide a wide range of financial services in one place and in the mode of non-stop, that is, around the clock for weeks. The study identified three forms of co-specialized financial intermediaries in an integrated financial intermediary (bancassurance as an association of banks with insurance companies; assurfinance as an association of insurance companies with banks; allfinance as the interaction of financial intermediaries, the banking, insurance and investment markets). The examples of integrated financial intermediaries in Ukraine were considered.

Dialectical Interrelation between Economic Relations and Activities in the Employment Sphere (p. 319 - 323)
The objective of the article is consideration of the employment category and its presentation as an aggregate of interrelated concepts, definitions in order to expand the possibility of using it to analyze the reality associated with intellectualization of labor and employment, realization of the intellectual capital of society. While analyzing the category of “employment”, the interrelation between economic relations and activities is established at the conceptual level. The essence of employment is defined as a unity of economic relations and activities aimed at human development and development of human capacities. The capacity for work is manifest in its characteristic features: immanence, mobility, individualization, involvement of certain contingents, multifunctionality, motivation, whose interaction determines the characteristic ontological features of the employment relations. Elaboration on employment as relations of forming socially necessary behavior provides an objective explanation for the positions of participants which relies on intention and capacities as well as the system of established social relations, on the roles that participants perform in it. Contradictions between employment as relations and an activity are resolved within the market context through alignment of demands of labor market participants with employment terms. Economic relations as a sphere of social relations determine activities from the perspective of realization of particular socioeconomic advantages and objectives, which allows singling out subsystems, providing an explanation for the nature of innovative processes in the employment sphere.

Modeling Relationships between Factors of Regional Competitiveness and Its Development Potential (p. 324 - 334)
The aim of this article was studying the fundamental relationships between factors of regional competitiveness in its formation process, with consideration of the spatial structure of the economy. The article analyzes the concept of regional competition and grounds the urgency of definition of the potential of regional competitiveness with application of the theory of gravity. The potential of regional competitiveness is considered as a complex of synthesized factors of economic nature in their relationships with other determinants of the region development. Elements of cartographic modeling of regional competitiveness potential were used as one of the methods of latent variable analysis of cross-sectional data, which had made possible to identify and recognize the hidden latent factor groups with immanent structure of regional competitiveness according to the sources of their forming. Statistical method was applied for this purpose, considering the need for analysis of relationships between synthesized multi-dimensional variables, with construction of new variables by means of different indicators. The proposed modeling apparatus was evaluated for the case of regions of Ukraine. The results of the study revealed significant differentiation of regional competitiveness factors with increasing of imbalances due to the influence of latent variables for the individual regions.

The Spatial Model of Unification and Competition in the Regional Tourism Sector (p. 335 - 340)
The article draws attention to accounted communication of regional tourism entities in combination with their inner potential, which is currently of particular relevance and of scientific interest in the aspect of modeling such relationships to form competitiveness of tourism facilities and the entire regional system of tourism. The article was aimed at building a model of spatial competition, taking into account interactions of regional tourism entities in the form of information exchange through partnership, co-operation, and coproduction. Considering the source for changes of competition level, the factors were grouped in the form of internal and external levers. The generalized measure tool of the efficiency of a complex of internal factors, is the development potential of the regional tourism entities, which is to be regarded as a resulted internal lever of the chosen price policy of such entities itself. A measurer of the effectiveness of external factors is the level of communication between the environmental subjects. In this study it is proposed to complete the model of Hotelling spatial competition, which includes centrifugal force (price competition), with centripetal forces (external factors). It is shown, that equilibrium prices and locations of tourist entities are determinated by the standardization and competition. Particularly, the balance can be achieved in a wide range of minimum to maximum differentiation depending on the relative strength of the external effect (unification) as compared with the internal effect (price competition). It is found, that the condition of the minimum differentiation is fulfilled, when co-operation (centripetal force) becomes the dominanting factor.

Modeling the Threshold Level of the Internal Debt in Interrelation with Budget Deficit and the External Component of the Government Debt (p. 341 - 347)
The objective of the article is construction of a model for assessment and prediction of the internal government debt considering the trends and consistent patterns of its external component, as well as provision of a rationale for conversion of the external government debt into the internal debt. The article elaborates on the essence of the theoretical model of assessment and prediction of the internal government debt considering the trends and consistent patterns of its external component. The behavior of the total government debt of Ukraine from 2007 till 2013 is analyzed. The structure of the government debt of Ukraine as of 01 January 2014 is considered in terms of repayment currencies. A technical approach is proposed for modeling the relations connecting the external, internal government debt, aggregate output, budget deficit. A study of the effect of the size of budget deficit, the external component of government debt on the internal debt of a state is conducted, which, unlike the known values, allows determination of the threshold level of the internal debt and the influence exerted on it by interest rate indices, exchange rate and GDP change rates, forgiveness of the external debt. A model is proposed for determination of the threshold level of the internal debt depending on its “loading” created by the external component, and conditions are formulated determining practicality of conversion of the external debt into the internal debt.

Multifunctional Simulation of Optimization Solutions to Provide the Resource and Environmental Security Taking into Account the Regional Perspective (p. 348 - 356)
Modern intensification of the pace of development of the raw materials based national economy, which is accompanied by an increase in pollution, inefficient use of natural resources potential, triggers the need for resource and environmental security as the basis for a balanced development of the regions of Ukraine. Therefore, this article developed and scientifically grounded the methodological principles of resource and environmental security in the region on the basis of multi-objective optimization of environmental, economic and technological characteristics and the criteria of this system from a regional perspective, on the basis of which the decision-making algorithm was formed to ensure the resource and environmental security in the region. In order to study the effectiveness of investment in environmental facilities, a criterion for evaluating the performance management system resource and environmental security in the region was suggested, which accounts for the effect of environmental factors, the level of impact on the environment, as well as market conditions for the functioning of enterprises involved in this area. The feature of this criterion is that it takes full account of the impact of environmental risks on economic performance. The ecological and economic model to ensure the resource and environmental security in the region was designed; it has a set of feasible solutions and, therefore, offers a selection of the best of them, taking into account the objective functions. The theoretical and methodological basis of the study were the results of fundamental and applied research in the field of economics and regional studies, environmental economics, research and development of domestic and foreign scholars on the management of the resource potential of the region. The results obtained allowed the study to determine the direction of improving the system of environmentally sound development of the regions of Ukraine, aimed at more efficient use of natural and economic potential of the territory and resource.

Modeling in Assessing the Level of Logistics Service (p. 357 - 362)
The article deals with the problem of estimating the actual level of logistics service of companies. It is shown that, despite the rather large number of scientific and practical literature on the subject, there are a number of issues that require further investigation and clarification. Logistic Services is a set of services that are provided in the order, purchase, delivery and maintenance of enterprise. There are various ways of estimating the level of logistics services through a range of economic-mathematical methods and models, but the ever-changing business conditions require them to improve or develop new ones. This paper presents a comprehensive evaluation index of logistics service, which integrates its (logistics services) private performance and is calculated as a convolution on the total efficiency of the linear priority of these indicators. Calculation of the complex index consists of the following steps: identification of particular indicators and the construction of the hierarchical structure of the complex index; receive data for a certain period for the study group of consumers; normalization of indicators; the construction of the weight vectors and calculation of the highest level, including the complex. It is shown how to calculate the weight vector in cases where, the opinion of only one expert and consumer groups (or experts) is taken into account. The complexity and duration of the calculations of the complex index depends on a number of particular indicators, which can be configured now. Proposed comprehensive indicator allows the management of the enterprise to obtain a single number that reflects the level of logistics services and takes into account a number of aspects.
