Institutional Means for Ensuring the Technological Leadership of Germany in the EU Economic System (p. 6 - 13)
The article focuses on the analysis of institutional means for ensuring the technological leadership of Germany in the economic system of the EU. The main idea of all the programs and strategies of the European Union is to ensure competitive and dynamic development. Germany occupies a leading position in many respects both in the European and global technology market, which is due to the country’s strong scientific potential and the high level of spending on R&D. The article compares the tasks of the national high-tech strategy of the FRG and the strategy of the EU Innovation Union. There generalized the functions of the main components of the system of scientific associations of the Federal Republic of Germany, which are an effective tool for implementing the state policy in the field of innovation investment. An approach to qualitative assessment of the level of information interaction of the subjects in the system of R&D institutes and the diffusion of technologies using the criterion of information communication is proposed. A prospect for further research on this issue is a comprehensive analysis of the main components of Germany’s innovation strategy in the EU economic system.

The Analysis of the Experience in Commercialization of Indirect Coal Liquefaction Technologies in the World (p. 13 - 19)
It is substantiated that, taking into account the world trends in the development of fuel and energy complexes, in the near future the most preferable direction in using solid fossil fuels will become not just their burning but advanced thermochemical processing, which will result in obtaining such end products as substitutes for natural gas, electricity, and synthetic analogues of hydrocarbons. There analyzed foreign experience on commercialization of indirect coal gasification technologies, among which the technologies of traditional and plasma gasification are singled out. The advantages and disadvantages of these technologies are systematized, and the hypothesis about better prospects for using the technology of plasma gasification of coal in comparison with the traditional analogues that are based on the Fischer-Tropsch process is put forward.

Sustainable Development of EU countries: Assessment Methodology and Indicators (p. 20 - 32)
The aim of the article is to substantiate the methodology and indicators for assessment of sustainable development in EU countries at the present stage. The article suggests the use of certain indicators for assessment of sustainable development of EU countries: for economic evaluation – Index of Competitiveness and Index of Economic Freedom; for social evaluation — Life Quality Index, Human Development Index, Index of Knowledge Societies; for environmental evaluation — Environmental Sustainability Index and Environmental Efficiency Index. Each of the selected indexes in EU countries is analyzed. The methodology for calculating the ratio of the economic, social and environmental components of sustainable development for EU countries is presented. Emphasis is placed on the significant regional diversification of sustainable development and its components across EU countries, there identified countries of the strong, medium and weak sustainability.

Competitiveness of Workplaces as a Prerequisite for Decent Work: Realities of the Ukrainian Economy (p. 33 - 39)
The aim of the article is the theoretical and applied substantiation of competitiveness of workplaces as a defining feature and component for provision of decent work. The author’s interpretation of the concept “competitiveness of workplaces” and signs of its manifestation in different aspects of social and labor relations are given. Suggestions for improving the methodological structure of the certification of workplaces in the context of determining the components of their competitiveness are outlined. The necessity of implementing a number of measures to create new high-tech workplaces and modernize the existing ones with the aim of bringing their level to the competitive one is justified. The results of analyzing individual indicators of competitiveness of workplaces in the economy of Ukraine for 2006-2015 are presented. It is proved that under conditions of the entry of Ukraine into the European space, the dominant factor in increasing the competitiveness of workplaces is the modernization of the existing ones and bringing them to the level of high-tech and high-performance ones. It is noted that the theoretical and methodological basis for assessing the level of competitiveness of workplaces and determining the directions for its improvement is formed by the concept of decent work and the indicators of decent work deficit that are singled out on its basis.

Regulation of the Domestic Market under Conditions of Changing Foreign Economic Priorities of the Public Policy (p. 40 - 46)
The aim of the article is a comprehensive study of issues of regulation of the domestic market under conditions of changing foreign economic priorities of the public policy. By analyzing, systematizing and summarizing scientific works of many scientists, new approaches to the formation and implementation of effective mechanisms of state regulation of the domestic market at a critical stage in the modernization of the national economy are considered. As a result of the research, peculiarities of the development of the domestic market under conditions of changing priorities in the trade policy of countries are revealed. The correlation between the capacity of the domestic market and the volumes of foreign trade is analyzed. It is substantiated that under conditions of changing foreign economic priorities of the public policy, an important factor in the development of the domestic market of Ukraine is to ensure its technological competitiveness. The need to apply measures on accelerating technological growth and strengthening the fight in the global competition through the optimal combination of the effective state regulation of the domestic market and market mechanisms is proved. The prospect for further research in this direction is defining strategic objectives of the public policy regarding the institutional provision of competitiveness of Ukraine.

Principles of Forming the State Budget of Ukraine: Process and System Approach (p. 47 - 54)
The aim of the article is considering the theoretical and methodological instruments of the State Budget of Ukraine and in view of this providing a more extended characteristic of the principles of the budget system, taking into account the role of the country’s main financial plan at five classical levels of economy. As a result of the research, there determined the necessity of supplementing the legislatively approved principles of the State Budget of Ukraine with the newly introduced principles of economic security and social protection of the population. In order to improve the theoretical and methodological instruments of the State Budget of Ukraine and the visibility of its impact on socio-economic processes under current conditions of the society development as well as to determine its role in the socio-economic space, it is suggested to consider the role of the main financial plan for mega-, macro-, meso-, micro- and nano-levels. Further practical application of the introduced principles of forming the State Budget of Ukraine on the basis of the process and system approach will enable development of many sectors of the national economy; increase the flow of investment; promote political stability; reduce the inflation, unemployment; increase production and exports; reduce the budget deficit and public debt; affect the increase in the financial potential and gold reserves of the state.

The Multi-Budget Matrix of Financial Flows as a Tool for Investigation and Regulation of Reproduction Processes in the National Economy (p. 55 - 64)
There considered a system of interrelated budgets of institutional sectors to provide a comprehensive study of the processes of formation of their incomes and incomes of the national economy within the relations “value added — sector savings”. This allows to systematically improve the financial and economic state of institutional sectors and means of fiscal policy to stimulate the production of the final product in sectors and branches of the economy. The main purpose of the proposed balance model is to study the features of the current economic equilibrium and support the qualitative parameters of the reproduction of the national economy and its institutional sectors by influencing the system of commodity and financial flows, capital flows, and thus the formation of the desired macroeconomic proportions of the gross and net revenues generated. Comparison of the real and nominal GDP, the structure of GDP and NDP, conditions of external economic equilibrium, and other parameters of economic dynamics make it possible to coordinate management of the processes of reproduction of the national economy with the current stage of the economic cycle, and consequently, identify and update the existing potentials or provide conditions for their formation. For further specialized research, the model can be aggregated or disaggregated. The methodology and standards of national accounts, open data of national accounts of Ukraine served as the basis for the formation of the system of balances.

The Influence of Cyclicality of the Global Economic System Development on the Structure and Dynamics of Ukraine’s Foreign Trade (p. 65 - 71)
The aim of the article is to study the structure and dynamics of Ukraine’s foreign trade under the influence of cyclicality of the global economic system development. There analyzed reasons for the predominance of primary sector goods in the structure of Ukraine’s production, which causes a relatively high seasonal volatility of the economic growth rates. The raw material orientation of Ukraine’s exports explains the instability of the Ukrainian economy regarding the fluctuations of the world market conjuncture. Ukraine’s critical dependence on the cyclical fluctuations of the global economic system manifested itself in 2009, when the adverse conjuncture of the world prices for metals and commodities led to a sharp decline in the production volumes in the national economy. It is concluded that the possible ways of solving the above problems in the national economy of Ukraine is the modernization and restructuring of industrial production, increase in the production volumes of goods for domestic consumption, technological and organizational renewal of the fixed assets of manufacturing enterprises, as well as reorientation of the Ukrainian industry to producing goods with a higher degree of processing along with increasing the share of high-tech products in the total exports.

Social Entrepreneurship in Ukraine: Problems and Prospects (p. 72 - 78)
The aim of the article is to identify the current trends in the development of social entrepreneurship in Ukraine as a new form of doing business in the context of socio-economic transformations. By analyzing and generalizing scientific works of many scientists, the evolution of the development of social enterprises is considered, the views of researchers on the definition of the concept of “social entrepreneurship” and its key factors are systematized. The modern tendencies, main barriers and opportunities for the development of social entrepreneurship in Ukraine are revealed. As a result of the research, differentiation of social enterprises according to the level of social and business activity is proposed. The experience of formation and development of social entrepreneurship in European countries is studied. It is substantiated that under the current conditions of transition from the resource-oriented paradigm of economic development to the value-oriented one, the motivational component of human labor changes: money loses the role of a key motivational factor; possibility of creating economic values for others by implementing own plans and initiatives comes to the fore. A prospect for further research in this area is studying regulatory and legal aspects of the emergence of social entrepreneurship in Ukraine as a driver of sustainable economic development of the country.

Conceptual Provisions for Conducting the Institutional Reform of the National Labor Market in Ukraine (p. 79 - 86)
The aim of the study is to substantiate and develop conceptual provisions for conducting the institutional reform of the national labor market. There singled out aspects of implementing the operation and development of the labor market in the context of manifestation of the internal complexity and multi-functionality inherent to it. The existence of regularities in the increase of the need for development of the institutional structure of the labor market under conditions of transforming and restructuring the system of socio-economic relations is proved. The presence of a multiplicative effect from the spread of the new institutional practices being introduced in the labor market on the institutional regulation of a wide range of economic operations, phenomena and processes is revealed. There defined the content of the process of developing the institutional space of the national labor market, which involves institutionalizing the processes of socialization of the socio-economic relations associated with productive employment, in the context of which there occurs an increase in the importance and role of human resources in the creation of economic goods, expanded social reproduction.

Optimization of Gas Supply as a Component of the Energy Strategy of Ukraine (p. 87 - 94)
There considered the trade in natural gas in four regional markets, namely the market of North America, the market of Central and South America, the market of Europe and Eurasia, and the Pacific market. The process of a global convergence of regimes of trading in natural gas is studied, and a hypothesis on the prospect of creating a world natural gas market is proposed. The hypothesis is based on reducing the dispersion of prices and increasing the share of liquefied natural gas in the total world sales of natural gas. Two optimization models are constructed: the first one relates to minimization of the transport costs on distributing the imported and domestically produced natural gas on the territory of Ukraine; the second model considers determination of the optimal structure of purchasing natural gas by Ukraine and its further distribution on the territory of the country, taking into account the prices of each supplier and the distances between the consumers and suppliers. There identified advantages for Ukraine from the possible formation of a world natural gas market, in particular improving the state of energy security and independence as well as reducing the amount of costs associated with meeting the domestic demand for natural gas.

The Ukrainian Hydropower Industry from the Standpoint of the Social Welfare Function (p. 95 - 102)
In the pre-nuclear era the contribution of the hydropower industry to the energy balance of the former USSR was considered undeniable. At the same time, accompanying negative effects (flooding of large areas, destruction of populated areas, violation of historical monuments, destruction of fish resources, growth of risks of man-made disasters) were not taken into account when creating reservoirs on flat terrain. Over time, as the main equipment (turbines, power generators) and the associated infrastructure (locks and their equipment) depreciates, the generation of hydroelectric power decreases both in absolute and relative terms, and the reservoir dams become an insurmountable barrier to river navigation. The main problems of hydropower engineering in terms of economic, ecological and technogenic risks are considered. For comparison, the forecast volumes of electric power production using renewable sources and hydropower are presented. The losses from the operation of the cascade of the Dnieper reservoirs are estimated.

The Influence of Stock Exchange Transactions on the Volume of Capital Investments in Real Sectors of the Ukrainian Economy (p. 103 - 110)
It is determined that insufficient attention is paid to the issues of influence of cash flows that are formed in the national stock market on the size of capital investments in real sectors of the national economy. Therefore this direction of scientific and practical research is topical. It is proved that the purchase of securities that the buyer intends to resell within three months cannot be classified as an investment, and the buyer — as an investor. It is found that during the last ten years the main source of financing of capital investments was the position “Own funds of enterprises and institutions”. When considering exchange securities contracts at stock markets there singled out financial instruments that can influence the size of capital investments in real sectors of the economy, namely, shares and bonds of enterprises. The conducted correlation analysis showed that there is a strong correlation between exchange contracts with original issue shares and the volumes of capital investments in real sectors of the economy, which indicates that the capitalization of the assets of issuers of shares contributes to increasing the opportunities for capital investments in the whole country.

Assessment of Concentration in the Economy of Ukraine (p. 111 - 122)
The article is dedicated to the generalization of theoretical aspects of economic concentration and assessment of concentration in Ukraine’s economy. It is proved that in the world there is a stable trend towards the spread of concentration processes both at the level of economies in general and individual industries and business entities, and it occurs predominantly within TNCs. The main stages of the development of TNCs are considered, and it is shown that modern TNCs are large corporations that are the main players in the market. The genesis of the theory of concentration in economy is considered. The views of scientists on the interpretation of the concept “concentration” are studied. It is proved that it is used in different meanings and with respect to different levels of economy and objects of consideration, and there is a wide diversity of basic criteria that determine the essential signs of this concept. The interpretation of the concept “concentration of the country’s economy” is proposed. The existing approaches to assessment of concentration in economy are analyzed. The trends in the development of concentration processes in Ukraine’s economy and the factors that are determined by them are analyzed. There investigated the distribution of industries of Ukraine’s economy in terms of net income of the largest corporations, dynamics of net income of the largest corporations, dynamics of distribution of industries of Ukraine’s economy in terms of profits of large companies, dynamics of net profit of the largest corporations of the top 10 industries of Ukraine’s economy, dynamics of the GDP of Ukraine and main indicators of the largest national corporations. The concentration of Ukraine’s economy is assessed, and it is determined that the most highly concentrated spheres are production of electronics and computers, the automotive industry, media, production of personal goods and software, provision of business services, conglomerates; also among highly concentrated industries there are production of alcoholic beverages and tobacco, mechanical engineering, the chemical industry, medicine and biotechnology, the oil and gas industry.

The Theoretical and Methodological Bases to Form the Parity of State Regulation of the National Economy and Market Self-Regulation (p. 123 - 129)
The aim of the article is to summarize the existing approaches regarding the optimal balance of mechanisms of economic regulation and identify factors that influence the formation of the parity of state regulation and market self-regulation of economy. The analysis of the existing studies has made it possible to establish that the mixed economy model, which is organized on the basis of the market price system but uses various forms of government intervention to correct macroeconomic instability, is the most optimal one for effective development. The smoothing, preventing of negative consequences of effects of market regulators is the goal of state regulation of economy. It is substantiated that the optimal correlation of mechanisms of state regulation and market self-regulation is not a constant value. The maximum effective ratio in application of these mechanisms will not always be achieved under condition of equal government intervention and self-regulation. It depends on the country’s potential, its involvement in the system of the world market economy, level of development of the society, as well as historical features of the country’s development and phase of the economic cycle. Prospects for further research are the substantiation of a new paradigm for the formation of the parity of state regulation and market self-regulation in the context of financial uncertainty and effect of supranational regulators, growing contradictions of globalization-regionalization based on the use of the system and synergetic approach.

The Methodology for Formation of National Nutrition Policy (p. 130 - 138)
The materials of the study of management processes in the food service industry based on the criteria of composition of tasks of establishments’ activities, their participation in the integration process of production, sale and organization of food consumption and catering services are outlined. A model of nature-aligned development of the food service industry as a natural and socio-economic system is proposed. Priority directions of the national nutrition policy are determined on the basis of integration of participants in the process of organizing catering. There justified methodological approaches to the formation of a management model for development of enterprises in the food services industry by stages of preparing and making decisions on integration of business entities, including enterprises of the agrarian sector, food industry, trade, restaurant business and households.

The Current State and Trends of Development of Stores in Kyiv Region (p. 139 - 144)
The current state and trends of development of stores in Kyiv region for 2010-2016 are analyzed. The research reflects regional aspects of the basic indicators of development of the stores — there analyzed the dynamics of retail turnover, consumer price indices, retail turnover of retail trade enterprises, commodity stocks in the enterprises’ retail network, basic indicators of stores of enterprises-legal entities, namely the number of stores; sales area; provision of the population with sales area; sales area per store, etc. Carrying out the research of development trends of the retail trade network in Kiev region, the indicators characterizing the network of stores of enterprises-legal entities trading in food and non-food goods of are analyzed. There proposed measures to level the disproportions in the development of the retail trade network in urban and rural area of Kyiv region.

Ranking Assessment of the Development of the Knowledge Economy in Regions of Ukraine (p. 145 - 151)
The article is dedicated to studying regional aspects of knowledge economy assessment. The aim of the article is to form a ranking of Ukraine’s region in terms of the level of development of the knowledge-based economy using the taxonomy method and determine the spatial links between the territorial units in the local and global contexts. According to the aim set in the article, a comparative analysis of the knowledge economy index in Ukraine, European countries, and Central Asia is conducted; the indicator of the taxonomic development of the knowledge economy in regions of Ukraine is determined; the regions are grouped according to the value of the knowledge economy index and the knowledge index in the period 2012-2015, and their dynamics is analyzed; a ranking of Ukraine’s regions in terms of the development level of the knowledge economy is formed.

Scientific Substantiation and Application of the System of Organizational and Managerial Innovations in Regional Development (p. 152 - 156)
The aim of the article is substantiation and integration of the system of organizational and managerial innovations in the development of regions of Ukraine with prospects for further research on this topic. The main problems existing in modern management of the regions are revealed and the reasons of their occurrence are shown. The content of the economic categories of “system”, “region”, “organizational and managerial innovations” and “system of organizational and managerial innovations” is studied. There identified four modern trends in the development of the theoretical research, which include new paradigms and concepts of a region, location of its activities, spatial organization of the economy, interregional economic interactions. It is noted that the need to ensure the development of the regions is due to the importance of optimizing the spatial economic characteristics of the country in accordance with the features of allocation of its available and potential resources as well as the need to meet the general and specific needs of the population. The formation of a system of organizational and managerial innovations, with consideration for the specifics of the sphere of their implementation is proposed, and measures on its application are determined, which allows providing a system process of qualitative changes in the development of territories and the real sector of the economy of a region.

Development of the Conceptual Basis for Enterprise Integrated Reporting (p. 157 - 163)
The aim of the article is to study the conceptual basis for integrated reporting in terms of its drafting principles, taking into account the need to satisfy the information requests of interested parties regarding the company’s value in the long run and the level of implementation of its sustainable development strategy. As a result of the study, the goals of integrated reporting are defined, with consideration for the sustainable development strategy chosen by the company, which can be achieved by accomplishing tasks, among which a special role is played by the support of integrated thinking at making decisions about creating value in the short, medium and long term. It is indicated that the basis for preparing integrated reports is the use of clearly defined principles, both in respect to their list and content. The composition of the principles specified in the International Integrated Reporting Framework (IIRF) is analyzed, and it is found that some of them require clarifying (strategic focus and future orientation), or defining as part of quality characteristics or requirements (reliability, comparability, interaction with stakeholders). The list of leading (basic) principles is supplemented with additional principles (synergism, neutrality, efficiency, validity, logicality), the observance of which will ensure an increase in the value and content of integrated reporting. A prospect for further research is analysis of the defined by ISIR integrated reporting structure that requires improvement in part of the list of sections and their content, and will take into account the need to provide information in the interdependence of factors of economic, environmental and social influence and financial indicators in making decisions by stakeholders.

Management of Equity Capital of Trading Enterprises under Crisis Economic Conditions (p. 164 - 169)
Features of the process of managing equity capital of trading enterprises under crisis economic conditions as well as the definition of equity capital management as a system of coordinated elements are considered. The dynamics and changes in the structure of equity capital of trading enterprises are analyzed, and the main problems associated with the equity capital formation are identified. There proposed a system of equity capital management, which will ensure an increase in the effectiveness of processes of formation and use of equity capital. When considering the process of managing equity capital of trading enterprises there noted both positive and negative aspects. It is established that retail enterprises face the problem in managing their equity capital due to peculiarities of the capital structure as a whole. In the capital structure of an enterprise in the trade sector there is a significant predominance of attracted and borrowed funds. It is found that the largest share in the equity capital of the enterprise belongs to the charter capital. It is determined that recently the increase in uncovered loss impedes the financing of sustainable development of commercial enterprises. It is proved that one of the methods of optimizing equity capital of trading enterprises is introduction of a system of effective management of this type of capital. The system should represent a complex combination of interrelated elements, such as object and subject of management, management objectives, tasks, stages, principles, functions and methods of management. The interaction of the elements in the system of enterprise equity capital management is schematically shown. The characteristics of each element of the system are considered in detail.

Modern Trends in the Development of Business Technologies in Entrepreneurship (p. 170 - 174)
The aim of the article is to study modern trends in the development of business technologies and their integration into entrepreneurship. Business technologies are a combination of methods, techniques, innovations, technical and mental solutions that promote development of business, expand its capabilities and create new prospects for it. The main business technologies that are widely used in entrepreneurship and have gained worldwide recognition include franchising, leasing, outsourcing, cashback, clustering. Due to the rapid development of information technologies and the Internet, such business technologies as e-commerce, IT outsourcing, offshore programming, crowdsourcing and the CRM strategy have emerged. At the same time, business technologies develop independently and without using modern technical innovations, an example of which is co-marketing. Summarizing, it can be noted that business technologies are not only the existing methods of business development but also a constant and dynamic search for new solutions in entrepreneurship. The development and improvement of the existing business technologies, as well as the emergence of new ones, directly depends on the technological progress and development of mankind.

The Nature of Crisis in Enterprise Activities (p. 175 - 181)
It is shown that the concept of enterprise anti-crisis management and its components should be based on the nature of crisis in enterprise activities, the idea of which is the fundamental basis of enterprise anti-crisis management and determines its object, subject, tasks, main guidelines and vectors. Examples of defining the concept “crisis in enterprise activities”, which testify to the lack of unity of views on its content, are given. There revealed the attributive nature of crisis in enterprise activities, according to which a crisis, being an attribute of the system “enterprise”, begins intensifying under the influence of driving forces and individual factors, which is identified by presence of disruptions in the performance by the enterprise of its functions. There substantiated the expediency of singling out manifestations of crisis in enterprise activities (crisis phenomena, crisis situation and crisis state) depending on the level of disruptions in the performance by the enterprise of its functions, which is of great importance for determining the tasks of enterprise anti-crisis management. The crisis cycle in enterprise activities in any of its manifestations is analysed, features of the cycle are considered.

Decomposition of the Strategic Plan for Restructuring a Machine-Building Enterprise in View of Continuity of the Plans for Adjacent Periods (p. 182 - 190)
The aim of the article is to practically approve the authors’ multi-level hierarchical approach to the strategic planning of industrial enterprise restructuring using the example of solving the problem of disaggregating the strategic plan for restructuring a machine-building enterprise of the electrical industry providing for organization of production of railroad freight cars at the enterprise. Besides, there demonstrated the effectiveness of the mechanisms of coordinating the plans for adjacent hierarchical and time periods included in the corresponding mathematical support. In the course of the practical approval, different variants of formulating the problem of decomposing the strategic plan into plans of lower hierarchical levels differing in terms of coordination of the plans of adjacent hierarchical levels and adjacent planning periods are considered, and the solutions of corresponding optimal planning problems are analyzed. It is shown that the developed methodological approach, which is based on the methods of statistical optimization, demonstrates quite satisfactory performance characteristics in solving the problem of coordinating the plans of adjacent time periods in the mode of sliding planning in the process of decomposition of the strategic plan into lower-level plans.

Evaluating the Influence of Parameters of a Forcible Takeover Threat on the Indicator of Machine-Building Enterprise Value (p. 191 - 201)
Abstract. The article offers a scientific and methodological approach to estimating the impact of a set of parameters of forcible takeover threats on the indicator of machine-building enterprise value that characterizes the risk of a forcible takeover based on the constructed correlation-regression model with the use of panel data. In the course of implementation of the developed scientific and methodological approach, there determined prerequisites, character and effectiveness of this influence for individual machine-building enterprises, which will facilitate the effective implementation of the mechanism for ensuring the economic security of the enterprise in the direction of counteracting forcible takeovers.

Identification of Elements of Intellectual Capital of Construction Enterprises (p. 202 - 207)
Under conditions of transformational processes, the role of intellectual capital, which determines the development processes at construction enterprises, increases. At domestic enterprises there observed a low level of intellectual capital, which negatively affects their functioning. Moreover, the presented processes are exacerbated at construction enterprises, which are among the companies that determine the development of the state. The aim of the article is to systematize the theoretical and methodological approaches to identifying elements of intellectual capital of construction enterprises. As a result of the research, the structural elements of intellectual capital of construction enterprises are identified: human capital; intellectual property; organizational and branded equity; market assets; investment and innovation, and social capital; stakeholder relationships; information support.

The Web System for Managing Interaction of E-Commerce Entities (p. 208 - 219)
The development and software implementation of the web system for managing interaction of e-commerce entities is described, and a technology for its use is proposed. The web system has a three-level software architecture and is designed to automate interaction between an online store and online consumers. Specific requirements for the web system for managing the interaction of entities in e-commerce determine the features of its architecture and the structure of interactive elements of the program interface in the context of the specific tasks and processes for automation of which it is created. The web application is designed to work with three groups of users and provides access to elements of control of the interaction depending on the level of access of a particular user. For each group of the web system users there implemented measures to ensure the security and reliability of procedures for conducting trading operations. Important aspects of the developed web system for managing interaction of entities in e-commerce are the automation of all payment mechanisms and procedures of forming routes for delivery of goods and cross-browser support for working in the Internet computer network, which provides all geographically distributed users with the access to its resources.

Diagnostics of the Factors Influencing the Export Activity of an Enterprise (p. 220 - 226)
The modern practice of doing business proves that a successful entrance of any enterprise to external (international) markets depends on the level of its readiness for carrying out foreign economic activity. Under such circumstances, the process of targeted analysis and assessment of factors influencing the export activity of the enterprise is relevant, expedient and important. The aim of the article is the formation and development of theoretical and methodological bases for diagnosing factors influencing the export activity of an enterprise on the basis of theory and practice in the field of management and administration. It is found that the diagnostics should be understood as the process of identification, analysis and evaluation of influence (functional, dysfunctional) of the factors (circumstances, conditions, etc.) on the export activity of an enterprise in order to identify and solve problems (current, possible ones) in the sphere of supply and implementation of specific actions (steps) related to its entrance to external (international) markets. It is determined that the key business indicators of the system for diagnosing the factors influencing the export activity of an enterprise are indicators reflecting the influence of the main factors on its export activity: level of fulfillment of obligations in terms of cost; level of conclusion of “expensive contracts”; share of renewed business contracts in the total number of contracts; level of satisfaction of claims; level of delivery variability. The prospect for further research in this scientific direction is developing a system of partial diagnostic goals of the integrated system of goals for conducting economic diagnostics of enterprises taking into account the diagnostics of factors influencing the export activity of an enterprise as a partial diagnostic goal.

World View in Economic Science (p. 227 - 232)
In the process of updating the economic model of society there arose the problem of eliminating contradictions in the development of economic science that do not allow us to solve problems of practice in proven ways. Although these contradictions and methods for their resolving are partially reflected in many scientific publications, methodological and practical justifications for a comprehensive study of the reserves of the economic science development by combining the provisions of philosophy and disciplines of the humanities are still relevant. The solution of the problem of unpredictability of functioning and development of the economy using such a combination of scientific disciplines can be ensured by applying the world view models that enable justifying the vector of attention of scientists in the subject area of the problem. The constructiveness of the interaction of scientists representing different ontological views of the world depends on improving of the conceptual and categorical support of their dialogue. A scientific world view in such a composition creates a basis, firstly, for a fruitful discussion of representatives of various disciplines having a common subject of research, and, secondly, for overcoming the institutional and cognitive barriers to professional mobility of scientists. It can also serve to develop the mobility of representatives of professional communities of researchers.

The Category of Development in Economics of Enterprises. Critical Notes (p. 233 - 241)
The aim of the article is a critical analysis of definitions of the development process in economics in general and enterprise economics in particular, identification of typical mistakes in formulating these definitions, clarification of the economic content of this concept and formation of its methodologically correct definition. On the basis of the main formal logical and methodological requirements of the logic and methodology of scientific research to defining concepts, the results of the critical analysis of the widespread in scientific literature definitions of the concept of development of economic systems and enterprises are laid out. The results obtained testify to the lack of unity of views among scientists on the concept of development, which is fundamental in the theory of strategic management of enterprises; the existence of numerous typical logical and methodological mistakes in formulating the definition of this concept, which exclude the possibility of effective, constructive use of the concept of enterprise development as an instrument of scientific knowledge. The appropriateness of interpreting enterprise development as the process of purposeful qualitative changes in its condition, which provides an increase in the level of viability (competitiveness) of the enterprise, is justified. Furthermore, there identified scientific issues that arise from the proposed interpretation of the development process and require additional study, including the issue of the expediency of introducing the very notion of enterprise development in the conceptual-categorical apparatus of the theory of enterprise management.

The System of Local Finance as an Aggregate of Socio-Economic Relations under Conditions of Decentralization (p. 242 - 247)
The aim of the article is to identify the structural features of the local finance system as an aggregate of socio-economic relations under conditions of decentralization. The features of formation and development of the local finance system are analyzed. It is noted that the main place in the system belongs to local budgets as an important tool for the development of the socio-economic sphere. The importance of local finance in the formation of financial resources of local authorities under conditions of decentralization is studied. The shortcomings of the national budgetary policy at the local level are revealed. It is substantiated that the budgetary policy at the local level should be aimed at achieving an optimal balance between its economic and social aspects. Recommendations for improving the regulatory framework for the development of the finance system of the local self-government in Ukraine under conditions of decentralization are proposed. The need for providing access of the public to information and to participation in solving these issues is grounded.

Rehabilitation of the Banking System as a Key Factor in the Resumption of Corporate Crediting in Ukraine (p. 248 - 253)
The aim of the article is to study the factors of negative dynamics of corporate crediting in Ukraine and justify proposals for further actions of the state in the direction of activating corporate crediting. The actions of the state in the field of activation of corporate crediting in Ukraine should include the steps mentioned below. As part of the overall rehabilitation and recovery of the economy – actions aimed at de-shadowization of the economy; restoration of foreign exchange earnings from exports; stimulation of timely return of the currency of exporters to the country. Within the framework of resolution of the bank’s non-performing corporate credit portfolio – establishment of a state company for the management of either distressed assets or a single remedial bank that is to accumulate non-performing credits. Within the framework of rehabilitation and post-crisis recovery of the banking system — completion of the procedure for removing problem banks from the market; bringing the capital adequacy ratio of the banking system in line with the requirements of Basel III; creation of a mechanism for structural refinancing, introduction of new instruments to stimulate bank crediting of enterprises in the real economy, etc. Within the framework of minimizing the current high level of inflation, which hinders the activation of corporate crediting – gradual decrease in the discount rate; ensuring a positive level of NBU interest rates relative to the forecasted core inflation; further accumulation of international reserves, etc. Within the framework of minimizing the budget deficit and limiting the issue of government bonds and deposit certificates of the NBU as instruments that divert banks’ credit resources from corporate lending – reducing the state budget deficit; decrease in banks' demand for government securities by reducing their profitability.

Digital Banking: Risks of Financial Digitalization (p. 254 - 261)
The paper demonstrates the results of the research into development of the digital economy in the global financial space, shows the contradictions of these processes in the context of the growth of financial inclusion of households, identifies the risks of active introduction of digital banking in poor countries of the world. The characteristics of the processes of growth of the influence of banking institutions on the operational activity and daily life of households are given, and it is proved that under conditions of digital banking, without having any other alternative ways of economic activity in terms of money circulation than non-cash turnover, clients are forced to agree to unlimited presence of financial operators in social systems. It is substantiated that in Ukraine the global risk of digitalization of the society is gradually developing as a result of the creation of unified information systems for the control of global financial flows.

The Dynamics and Trends of Development of Financial Services Outsourcing in the Global and Supranational Markets (p. 262 - 268)
The increase of efficiency and productivity, reduction of costs on the process of financial management of business entities using financial services outsourcing, services of financial outsourcing as segments of the international market of intellectual services, is a relevant research topic for the development of Ukraine’s economy. To determine the trends, advantages and disadvantages of this financial tool in the global and regional markets — America, EMEA, Asia (2006-2015) — mathematical methods were applied. There obtained equations of the most suitable trend lines of the considered values, which showed that the advantage in terms of costs of outsourcing contracts belongs to the segment of financial services outsourcing. Despite the existing potential, companies-outsourcers in Ukraine are not represented in this market for intellectual services either as customers or as executors of financial services. It is necessary to develop methodological and methodic recommendations for increasing the activity of Ukrainian outsourcing companies in the international market for financial services outsourcing.

Assessment of the Compliance of the National Standards in the Field of Social Protection of the Unemployed in Ukraine with the Requirements of the International Standards (p. 269 - 275)
The aim of the article is to justify the possibility of introducing in Ukraine the international standards in the field of social protection of the unemployed and develop recommendations concerning the compliance of the national standards in this sphere with and their adaptation to international requirements. There nalyzed international social norms defined in ILO Convention No. 2 on Unemployment (1919), ILO Convention No. 102 on Minimum Standards of Social Security (1952), the European Code of Social Security of the Council of Europe (1964), and ILO Convention No. 168 on the Promotion of Employment and Protection against Unemployment (1988). The results of the comparative analysis and assessment of the compliance of national standards with the requirements of ILO Convention No. 168, which has not yet been ratified in Ukraine, are proposed. The scientifically grounded recommendations on the adaptation of national norms in the field of social protection of the unemployed to international standards are presented. It is substantiated that the national standards in the sphere of social protection of the unemployed are more in line with and take into account the main provisions of Convention No. 168, and Ukraine can consider ratifying it. However, in order to meet international requirements regarding the minimum unemployment benefit and its adequacy for ensuring healthy and sufficient living conditions, it is necessary to introduce changes in the national legislation. The practical value of the research lies in the possibility of using them in improving the system of social protection of the unemployed, harmonizing national and international norms under conditions of European integration.

The Remuneration Policy in the Budgetary Sphere of Ukraine: Main Trends, Shortcomings, Suggestions for Improvement (p. 276 - 282)
The aim of the work is to identify the main trends and shortcomings of the remuneration policy in the budgetary sphere of Ukraine and develop proposals for its improvement. There determined the main problems of the remuneration policy in the budgetary sphere, including the low level and unsatisfactory wage differentiation, intersectoral imbalances in remuneration, rigid framework of a unified tariff net, lack of an objective methodology for assessing the complexity of duties and work of employees, and forming qualification groups for labor remuneration. It was determined that the reform of the minimum wage institution led to an increase in the leveling of the remuneration of employees of various categories and professional groups, which practically led to the destruction of the tariff remuneration system in the budgetary sphere. The necessity of reforming the policy of employee remuneration in the budgetary sphere is substantiated. There formulated directions for improving the tariff labor remuneration: construction of a unified tariff net based on flexible principles, formation of qualification groups for labor remuneration to develop a unified remuneration scale, development of a methodology for evaluating positions and jobs, and ensuring an objective pay gap between two related qualifying groups. With the aim of renewing the ratios for various categories and professional groups, it is important to reduce the gap between the subsistence minimum and the minimum wage. Prospects for further research should be the development of a methodology for evaluating positions and job for an objective comparison of the complexity of tasks and responsibilities of budgetary sector employees, substantiating qualification ratios in wages, forming indicators to determine the basic wages of employees within the developed ranges.

Investment and Innovation Support for Forestry Practices of Permanent Forest Users under Conditions of Deepening the Institutional Transformations (p. 283 - 291)
The necessity of increasing the investment and innovative support for forestry practices as a necessary prerequisite to ensure the maximum possible wood growth and integrated use of forest resource potential is substantiated. It is found that under current conditions the main institutional prerequisite for attracting private investments in forestry is the establishment of partnerships between state forestry enterprises and private business entities. There analyzed the main tendencies of harvesting liquid wood from final felling, age structure of the main forest-forming species, area of increment felling at state forestry enterprises of Cherkasy region, which is a prerequisite for selecting priority areas for investment and innovation support for forestry practices of permanent forest users in the region. It is proved that the priority direction in investment and innovation support for forestry practices at state forestry enterprises of Cherkasy region is the formation of a mechanism for updating the fleet of production equipment and implements on a new technological basis, which will contribute to the maximum possible approximation of their forestry practices to the principles and rules of science-based forest management.
