Peculiarities of Calculating the Cost of Public Goods (from the Necessary to the Desired): Domestic Realities and European Experience (p. 7 - 19)
Social needs and instruments for their satisfaction — public goods — have been studied. Attention is drawn to the fact that social needs are composed of individual and collective needs of economic entities. They are interrelated and complementary. An important difference between individual and collective needs is in their personification (individualization) and divisibility. Proper consideration has been paid to concepts related to the needs of society — the public interest (as a form of social needs), public goods (all the goods, services that can satisfy social needs). For studying social needs and benefits in this work there was taken one of the most popular of their classification, which lies in their division into primary and secondary ones. Emphasis is placed on importance of its use in determining the priority of financing public goods. The focus is on the approach to calculating the cost of public goods. It is regarded as one of the stages in satisfying social needs (along with planning and analysis of the degree for their satisfaction). An approach to determining the structure of financing the total volume of public goods, calculating minimum admissible and desired volume of financing has been presented. The current interest in the European experience prompted the authors to analyze the cost and structure of financing public goods in France, the available statistical base allowing it to be implemented. The determined dependence between the indicators enabled conducting calculations of the desired volumes of financing the public needs per person according to three scenarios: optimistic, satisfactory and critical relevant to phases of the economic cycle. This simulation is aimed at being used in management decision-making, development of social and economic policy, etc. There have been noted serious shortcomings related to the lack of quality and reliable statistical information on Ukraine, which hamper the calculation and consideration of foreign experience.

Strategies for Allocation of the US Federal Budget: Military and Innovative Dimension (p. 20 - 24)
The aim of the article is to define the conceptual framework and features of priority directions in redistribution of the US federal funds. This subject is very relevant because it discloses a system of financing and allocations of the most powerful state in the world in many aspects. The article describes the structure of government funding of the national military sector and directions of the modernization of the US military-industrial complex. It has been determined that in the global expansion of military actions the USA in no case remain aloof from the given events. Manufacturing the US military products plays a key role in the defense industry not only of the country itself but also the international community as a whole. For Ukraine, with the complications in its military-political situation, the cooperation with the United States and inclusion of the financial assistance to our country in its federal budget are very important. The mentioned directions for allocating the received funds in the amount of $ 300 mln by the Ukrainian government confirm the support by the American state of our military equipment and modernization of the national defense industry.

The Content of Professional Training of Specialists for the Economic Sector in the Republic of Poland (p. 25 - 29)
The article analyzes the content of professional training of specialists for economic sector in the Republic of Poland. The author emphasizes that economic education is a special kind of education, content and procedural components of which have a significant impact on the formation of both professional and personal criteria of personal and professional development of competent specialists, who will influence the development and course of the various economic processes that will be able to determine the improvement of society as a whole and each individual in particular. The author also notes that the economic education is developing in students a clear understanding of scientific laws of economic development, especially concerning market relations; purposeful, systematic forming in the future experts economic knowledge, high level of organization and creative initiatives of their preparation for highly professional work, skillfully careful attitude to nature; developing the habit of practical use of economic knowledge in real life. The content of professional training of specialists for economic sector in Poland is determined by the educational standards for the field of research, in particular — the economy.

The Financial Equalization System in Germany and Ukraine (p. 30 - 38)
Based on the experience of European countries, practical recommendations on improving the level of financial capacity of regions in Ukraine have been developed. In the article the comparative analysis of the financial equalization system in Germany and Ukraine has been conducted, different approaches to equalization on the basis of the actual redistribution have been determined, the efficiency and transparency of the use of budgetary resources in these countries have been analyzed. The research result is the substantiation of the necessity for decentralization of tax revenues in Ukraine to reduce the volume of transfers from the State Budget to the regions. Prospects for further research in this direction are developing a reform strategy for Germany and Ukraine in order to improve the socio-economic relations between the center and regions and to make the redistribution of budgetary resources more efficient. Improving the system of financial equalization involves the use of optimization techniques taking into account the inter-regional economic and geographic ties.

World Experience in Using Education and Science in the Process of Building the State Intellectual Potential (p. 39 - 45)
The aim of the article is to analyze the world experience in using education and science in the processes of increasing the intellectual potential of the state and prospects of its application in Ukraine. The article describes features of the continental, Atlantic and the East Asian models of higher education management with emphasis on the key points, which can be useful for reforming the Ukrainian system of education. It has been noted that the problem of higher education quality in Ukraine lies in fundamental principles of its functioning, because development of the national education system for a long time took place under conditions of administrative system, while the European system of education is built on principles of competition and free market. On the basis of comparative characteristics of sources of finance in the United States there has been determined a dominant role of the federal government and it has been found that among the branches of science the leading positions are occupied by the life sciences. The experience of reforming science in countries of the Central and Eastern Europe, which took place on the model of functioning of the research institutes and research process in the EU countries, has been analyzed. Particular attention is paid to the successful experience of reforming the education and science in China. Taking into account the international experience the author has substantiated the directions of increasing the intellectual potential in Ukraine by deepening the integration of education and science, in particular: the creation of a wide network of research universities and conducting of a fair share of fundamental research on their base; accelerated development of public-private partnership in education and science; quick updating of the curricula adequate to the requirements of time and introduction of interdisciplinary courses; competitive financing of scientific programs with participation of the state and international financial institutions; increasing of financial autonomy of universities by attracting private financial resources through business structures, establishment of charitable investment funds; intensification of cooperation of higher educational institutions with business structures, which will contribute to further development of the institutional environment and national economy as a whole.

Financial Imbalances and Macro-prudential Policies in the Monetary Union (p. 46 - 52)
The credit crisis and its transformation into a sovereign debt crisis have illustrated the limited character of the traditional macro financial politics. The financial crisis has shown that the priority of price stability does not guarantee macroeconomic stability. Revision of the goals and objectives of the monetary and credit policy is being carried out in many countries. In order to ensure macroeconomic stability, central banks have to use new instruments considering financial stability as an additional object. Since 2009 the IMF recommends central banks to use macro-prudential instruments for reducing macro-financial risks and imbalances in the financial system structure. The effectiveness of macro-prudential policy depends on its calibration with the monetary and credit policy. The growth of financial imbalances in the first decade after the adoption of the euro, presence of contradictory fiscal policies, deployment of a spiral of rapid crediting and price inflation have led to apraxia in the monetary and credit policy, and fiscal policy was limited by institutional arrangements. Accumulating funds during the budget surplus the countries-members of the European Monetary System (EMS) attempted to reduce asymmetric shocks. The priority of price stability in the EMS had been achieved but the economies of these countries suffered from financial imbalances. Macro-prudential policy is aimed at prevention and mitigation of systemic risk, plays a significant role in reforming the new policy of central banks. That is why European countries are developing new methods and an institutional framework for the implementation of a new macro-prudential policy. Problems of structural arbitration and the possibility of emergence of new financial imbalances in the EMS are becoming increasingly real. The flow of financial capitals and financial institutions to more lenient jurisdictions is connected with the establishment of macro-prudential policy. The macro-prudential policy of central banks has been considered, financial imbalances of the EMS since 1999 have been analyzed, the main macro-prudential instruments have been described and EMS countries that had implemented these instruments have been considered. The efficiency of using the main macro-prudential instruments in the extrapolation at mitigating symptoms of systemic risk has been analyzed. The directions of the interaction between macro-prudential and monetary and credit policy in the EMU have been identified. The problem of macro-prudential migration, which may cause a new threat of financial asymmetry in the EMU has been considered.

Evaluation of Higher Education Effectiveness (p. 53 - 61)
The aim of the article is to build a model for evaluating the higher education effectiveness depending on the operating characteristics of the educational process and current macroeconomic indicators. The reasons of the poor state of the modern Ukrainian higher education have been highlighted. As the main reasons of the poor quality of the proposed curricula there considered poor quality of teaching staff of higher education establishments and graduates’ striving to gain political rather than human capital. There have been proposed quantitative methods for evaluating the effectiveness of expenditures on higher education based on the data on the level of payment for skilled and unskilled labor, cost of higher education and performance of financial services markets in the country (loan interest rate and the discount rate). It is shown that the recognized leaders of the education market have the best positions in terms of cost-effectiveness. There has been carried out a comparative analysis of budget expenditures on higher education in Ukraine and other countries, which allowed to make a conclusion about the impossibility of growth of budget expenditures in the nearest future and possible significant reduction in the number of higher education institutions as a result of increasing the competition from Eastern European countries with the reformed education system.

Methodological Bases for Ranking the European Union Countries in Terms of Macroeconomic Security (p. 62 - 72)
The fundamental contradictions of existing methodical approaches to assessing the level of the state economic security have been substantiated and proposals on the introduction of a unified methodology for its assessment, which would be acceptable for use at the international level or for a specific cluster of countries, have been developed. Based on the conducted researches it has been found that the there are no unified signs for such classification of countries. To determine the most significant coefficients and critical values of the indicators of economic security, it is appropriate that the countries should be grouped in terms of the level of the economic development proposed by the UN Commission and the IMF. Analysis of the economic security level has been conducted for the countries-members of the European Union as a separate cluster of countries on the example of macroeconomic security indicators. Based on the evaluation it has been found that the proposed list of indicators and their critical values is economically sound and built on the principle of adequacy, representativeness and comprehensiveness. In 2004 the most secure countries of the EU corresponding to the macroeconomic security standards were Austria, Denmark, Sweden, Finland, and as in 2014 the percentage of absolutely secure countries decreased from 14.3 to 7.1%, only Denmark and Sweden remained in the ranking. During the analyzed period Bulgaria and Croatia got into the risk zone, Estonia, Lithuania, Latvia, Romania were in a danger zone. In 2014 Ukraine in terms of its macroeconomic security was in a critical state, which testified about serious structural and system imbalances in its development.

The European Experience of Ensuring the Development of River Shipping Companies (p. 73 - 78)
The aim of the article is to study the features of the inland waterway transport development in the European countries to define the main ways of development of the shipping European Union countries and the use of their experience for inland navigation in Ukraine. The paper analyzes the volume of cargo turn-over, length of inland waterways in the European countries, nomenclature of the main goods of this transportation means in Europe. There have been identified the main shipping corridors: Rhine – the main corridor linking the port cluster of Northern Europe with Hinterland; North – South, which consists of the channels in the Netherlands, Belgium and France; eastern corridor, which inland waterways cover the territory of Germany, Poland and the Czech Republic; south-eastern corridor, which includes the Danube, the Main and the channels Main – Danube, Danube – Black Sea. The main elements of the program for developing the inland waterway transport in Europe «NAIADES» – Navigation and Inland Waterway Action and Development in Europe – have been analyzed.

The Global Trends of the Industrial Development in Developed and Developing Countries (p. 79 - 91)
The article analyzes the global trends in the industrial development both in developed and developing countries. The study is based on the data of interbranch balances for 38 countries over the period of 1996-2011. In the selected groups of countries there have been studied: the dynamics and structure of the world industrial output, share of industry, dynamics and structure of the volume of industrial exports, dynamics of export orientation of the industrial production, dynamics of capacity of the domestic market for industrial products, structure of consumption of industrial products, dynamics and structure of the GDP of high-tech industries, dynamics of the share of the GDP of high-tech industries in the world industry GDP. There have been formed the rankings of top 20 producers, exporters and importers of industrial products in the world, leading countries in terms of capacity of the domestic market for industrial products, leading countries in terms of import dependence of the domestic market for industrial products in the world, leading countries in terms of the GDP volume of high-tech industries. Based on the conducted analysis it has been proved that the development of industry in developing countries is taking place in higher, as compared with developed ones, pace. High rates of industrial development in developing countries are ensured, first of all, by increasing their domestic market capacity. At the same time maintaining a high level of activity in the international market for industrial products still allows developed countries to keep the leading positions in rankings. The most industrially developed countries among the developing ones are Korea, China and India, and those among the developed countries are Germany, Japan and the United States. A significant advantage of the developed countries is observed in the production of high-tech products. Even considering the advantage in the GDP growth of high-tech industries in the developing countries, their share in the world total output is still significantly smaller.

The Role of the Transport System in the National Management of Life Quality (p. 92 - 98)
The aim of the article is to analyze the development prospects of transport system in Ukraine as a lever for national economic development capable of providing a sustainable quality of life and to search for mechanisms of their activation in national development. Transport is one of the leading sectors of material production, it participates in the formation of its branch structure, placement of production capacity and price formation. Through the economic channels the transport industry affects all indicators of life quality creating benefits for economic growth of the region and the country, developing national infrastructure. The transport industry performs a range of services to improve the life quality of the population: providing access to all members of society to socio-economic infrastructure by increasing the degree of transport accessibility, increasing labor force mobility, increasing availability of any objects, simplifying the implementation of many vital processes and expanding opportunities for social interaction. The quality of the social environment formation depends on the operation quality and development level of the transport system. A higher mobility and saving of time as the most important resource of modern time create more opportunities for human development. But the transport system also increases the risk level and risk of human existence because of environmental degradation, technogenity and increasing accident rates. The potential of the transport system development in Ukraine, which, provided the right management decisions, can be implemented as a competitive advantage, should include a favorable geographical position. In order to give the transport development a dynamic nature, it is necessary to combine technological and technical renewal of the industry with the improvement of the state regulation system on the basis of forming innovative transport strategies. It is this approach that not only will allow solving a number of internal problems but also accelerate the development of transit potential and integration of the national transport system into the global transport system. The national transport strategy should identify and rank the primary modernization measures giving priority to socially significant ones, those providing quality of life.

Scientific and Methodical Approach to Forecasting and Evaluating the Efficiency of the System for Managing Sustainable Innovative Socially Oriented Economic Development Based on a Modernized Human Development Index (p. 99 - 107)
The aim of the article is the development and materialization of techniques for forecasting and evaluating the efficiency of the system for managing sustainable innovative socially oriented economic development based on a modernized human development index (HDI). The HDI is studied as an integral indicator for evaluating the efficiency of the system for managing sustainable innovative socially oriented economic development in terms of its modernization with the purpose of considering the most powerful factors in the development of innovative activity in the context of sustainable satisfaction of the vital interests (VI) of the socium, society, or state. The terms “sustainability criteria” and “stability reserve” of the system for managing sustainable innovative socially oriented economic development, which serve signal values for evaluating the social stability, have been suggested. It is emphasized that the negative value of stability reserve indicates the country’s entering the active phase of a political, financial and economic crisis, long stay in which will inevitably lead to a revolutionary situation. It is for the first time that the author on the basis of a multidisciplinary approach, morphological analysis and the method of adjustment indices has developed a modernized human development index, which, unlike the conventional HDI, takes into account environmental, social and economic components of subsystems of the system for managing sustainable innovative socially oriented economic development. It makes for a complex evaluation of its efficiency as a dynamic system based on criteria of performance, optimality and sustainability, and also acts as the basis for making managerial decisions as to implementing the measures to improve the level of satisfying the vital interests of socium, society and state.

The article analyzes the experience of some countries in forming and implementing long-term national strategies of social and economic development and determines the basic conditions and stages of forming an effective strategy. It has also been found that the long-term strategy of socio-economic development is the key instrument in implementing an effective economic policy in many countries. Therefore, the experience of implementing strategies of social and economic development in the developed countries is of current interest in respect of its use in the practice of the state regulation of Ukrainian economy.

The Macroeconomic Basis for Ensuring the State Financial Safety (p. 114 - 119)
The aim of the article is to define the main macroeconomic factors ensuring the state financial safety. The article defines the main problem areas for ensuring the financial safety of the state. It has been determined that the concept of “threat” in the financial sector is broader than the concept of “risk”. It has been suggested that “the threat to economic security” should be considered as negative changes both in the external and internal political, economic and natural environment, as well as the situations developing as a result of these changes, which force countries to make additional efforts, require additional costs, mobilization of resources to ensure the implementation by the state of its obligations to the citizens, society and external creditors. The article also highlights the internal and external factors affecting the financial safety of Ukraine. It has been noticed that one of the important components of the state financial safety is debt safety. In this respect, the basic issues of debt security have been defined. Besides, negative consequences of the public debt growth impact on the state financial sector safety have been revealed. It has been pointed out that predicting the financial safety level provides the prediction variance and has a subjective character.

Forming the Demand of the Economy for Specialists with Higher Education in order to Improve Macroeconomic Planning (p. 120 - 126)
The problems of forming the demand of the economy for specialists with higher education have been studied. It has been proved that in connection with the development of market relations in the modern Ukrainian society, changes related to the training of specialists with higher education for needs of the economy are taking place, so the problems of imbalance between the real demand of the labor market for specialists and supply by higher education institutions in the form of graduates are of relevance. It has been substantiated that the demand for specialists with higher education serves as the basic operational information for the formation of plans for training specialists and depending on its type can be divided into social demand and that of the national economy. The demand of the economy for specialists with higher education in the context of types of economic activity (TEA), industries and regions has been analyzed. The basic arrays of information that can be used to form the demand of the Ukrainian economy for specialists with higher education have been presented. Two approaches have been proposed — by economic activity and region — making it possible to obtain more reliable indicators of the demand of the economy in order to improve macroeconomic planning.

The Institutional Approach in the Context of Reforming the Sphere of Sports in Ukraine (p. 127 - 135)
In the issue of reforming the given sector the determination of the development vector, its content basis has crucial significance for the project of changes as whole. The aim of the article is to analyze the institutional model of the functioning of the sphere of sports in Ukraine in comparison with the set international standards and to identify a new institutional framework for transformation of the sports sphere into an efficient and self-sustaining industry. The article considers the issues of reforming the functional relations within the institutional framework of the sports sphere in Ukraine, principles of its integration into the organizational structure of the world sports as well as potential possibilities for its transformation. Based on the analysis of the existing model of the sports sphere in Ukraine under conditions of significant reduction of its financing, the key problems in the existing functional relations have been revealed, there have been proposed a system institutional approach to performing qualitative transformations: establishing institutional linkages through legislative introduction of the principle of sports autonomy; formulation and implementation of standardized requirements to the status and regime of functioning of sports federations; creation of transparent and simple mechanism of simultaneous legalization of an international sports federation, its rules, kinds of sports; automatic delegating the rights of the National Federation to the sports federation, which is an official representative of a recognized international federation; formulation of standardized requirements to the status and regime of functioning of a sports club in activities of the selected sports federation. Implementation of the proposed steps to reform the sphere of sports in Ukraine will allow promoting the integration of the Ukrainian sports into the international sports arena and creating opportunities for the development of sports at both the micro- and macro-level, will make the new transparent system an attractive sector of the economy both for private and institutional investors.

Analyzing the Investment Support of Agricultural Enterprises in Ukrainian Regions (p. 136 - 143)
The aim of this article is to study the investment support of agriculture in Ukraine, identify the key problems and determine promising directions for its improvement in view of the spectrum of risks specific to the modern investment environment of the country. The factors of negative impact on the investment environment of the national economy, which are the basis for forming risks associated with investment activities, have been generalized. The volumes of foreign investment and capital investment in agriculture have been analyzed. The ranking of the Ukrainian regions in terms of investment has been determined. The detailed analysis of the dynamics of capital investment in the agricultural sector of the Sumy region has been performed as well as SWOT-analysis of investment attractiveness of the region has been carried out. The international experience in attracting investments has been summarized. It has been determined that under conditions of deficit of the state and regional financial resources, agricultural enterprises are self-financing the capital investments. Therefore, in order to increase the investment attractiveness of the country the main priorities of improving the investment policy at the level of the state, regions and enterprises have been outlined.

Institutional Asymmetries in Budget Expenditures and Prospects of their Overcoming in Ukraine (p. 144 - 149)
The problems of overcoming the institutional deformations in the policy of forming budget expenditures have been studies. It has been proved that the problems arising in the area of budget expenditures have not only economic, but institutional character as well. The development of the institutional environment is related to the formation and development of the financial infrastructure, which management component directly affects the state economic development. Imbalances in the development of the institutional environment and financial infrastructure have a negative impact on forming the policy of budget expenditures and the rate of the state economic development. This leads to the need for timely identifying and overcoming the institutional asymmetries in the policy of budget expenditures. Based on the results of the conducted research it has been revealed that the institutional asymmetries in budget expenditures are caused by three main reasons. The first one affects the overall dynamics of budget expenditures and is using the “manual” control over distribution of expenditures. The second is in increasing the volume of financing social areas (up to 2013) against the low GDP growth rates and recession in the sector of non-financial corporations, that is, under conditions of lack of their own basis for ensuring financial security of these processes. The third one is in increasing the budget expenditures on general state functions at low institutional capacity of public administration, so that the budget funds are allocated and used efficiently, with minimal benefit for society. It has been proved that overcoming the existing institutional deformation and preventing the emergence of new ones is possible at the implementation of one of the following options of the state policy. The first one implies reducing the expenditures on general state functions to the level of economically developed countries. This should be carried out parallel to the measures on enhancing the institutional capacity of public administration by reducing the number of the management staff and raising responsibility for an inefficient use of the budget funds. The second one suggests maintaining a high level of budget expenditures, including those on general state functions and focusing on improving the institutional capacity of public administration. Under this option, the priorities of the society development will be a high proportion of public sector and relatively high level of taxation. The third one involves a gradual reduction in the budget expenditures on general state functions, improving the institutional capacity of the public administration apparatus, control over growth rates of budget expenditures on other items within the GDP growth rate. This option is the most mild but a positive effect from its implementation will be delayed for several years after economic stabilization.

Establishment and Operation of the Stabilization Fund in Ukraine (p. 150 - 157)
The article deals with applied aspects of the functioning of the state Stabilization Fund as a financial instrument to counteract economic instability in Ukraine. The aim of the article is to determine the place of the Stabilization Fund in the state budget, sources of its filling and directions of spending. The relevance of this article is substantiated by the need for further improving the mechanism of the Stabilization Fund in Ukraine and bringing the practice of its functioning to the effective global model. Special attention is paid to inefficient using the fund resources for the directions, which have not been legally provided and were not of priority in a difficult period for the national economy, the problems of its operation and management with the purpose of further development of the mechanism that could effectively counteract the general economic cyclicality. The principles that should be observed for the successful establishment and operation of the Stabilization Fund in Ukraine have been highlighted. The measures on the development and use of the Stabilization Fund resources under conditions of cyclic development of economic processes have been proposed.

Organizational and Economic Mechanism of Forming Educational Clusters in Ukraine (p. 158 - 163)
The aim of the article is to develop an organizational and economic mechanism of forming educational clusters for enhancing the competitiveness of higher education in Ukraine. By analyzing, systematizing and summarizing the scientific works of many scientists there has been justified the necessity of creating educational clusters by eliminating internal competition in the educational environment in a particular area of the economy and implementing the principles of partnership and mutually beneficial cooperation, which will create the conditions for achieving synergy effects increasing the competitiveness of higher education. As a result of the study there has been proposed an organizational and economic mechanism of forming educational clusters in Ukraine, which establishes a link between educational institutions, business organizations and governmental authorities. Prospects for further research in this direction are to determine the degree of involvement of business structures in financing of educational programs, as well as to develop mechanisms of state regulation of public-private partnership at creating educational clusters.

The Directions of Business Activity Liberalization in Ukraine in the Context of Improving the Pension System (p. 164 - 169)
The necessity of development and liberalization of entrepreneurship, business structures has been considered. There has been analyzed practice of economic activities of the world leading economically developed countries and experience of formation and development of the economy of European Union countries, as well as, though small, but available experience of the Ukrainian economy. It has been determined that modern scholars highlight the complexity of entrepreneurial activity influence on the positive shifts in the economy. These changes may relate to solving problems of employment, revitalization of individual sectors of the economy, development of new markets. When analyzing the research and publications there were found some authors, who through the prism of economic issues had identified social, international, integration, institutional problems of this phenomenon. Other authors studied exceptionally the problem of forming social funds, settling social processes, introducing pension mechanisms in the sphere of entrepreneurship. In their research the authors almost identified such concepts as “development” of entrepreneurial activity and its “liberalization”. In addition, in our opinion, insufficient attention has been paid to the formation of entrepreneurs’ confidence in the future and possible coverage of social guarantees for representatives of this type of economic activity. The main result of the study outlined in this article should be considered identifying the significance of entrepreneurship activity. The study is based on analysis of international experience, determination of the main areas of entrepreneurial activity in Ukraine in view of the liberalization and highlighting of social context in the development of entrepreneurial activity with a focus on opportunities for pension provision for entrepreneurs.

Specifics of the Formation and Allocation of Inter-Budget Transfers (p. 170 - 176)
The aim of the article is to analyze the existing practice of inter-budget relations in Ukraine and specifics of providing transfers with the purpose of balancing the budget. In the course of the research the regulatory framework, according to which the mechanism of calculation and remittance of transfers functions, has been evaluated. The distinctive features and innovations in the field of providing transfers have been identified. The analysis of remittance of the transfers to local budgets in 2011-2014 has been performed. As a result of the research there has been determined the constant growth of transfers from the State Budget, and it was pointed out that, despite the changes in the budget process, at present the questions of building an optimal model for calculation and transfer of funds to local budgets remain unresolved. The work studies the Dutch practice of filling the budgets as well as that of inter-budget relations and proposes the principles of its adaptation in Ukraine. Prospects for further research in this area are to build a model of inter-budget relations taking into account economic criteria and improve the mechanism of balancing budgets on the conceptual level.

Problem Issues of Implementing the Reform of Power Decentralization in Ukraine (p. 177 - 187)
Decentralization of power in Ukraine is one of the priority reforms, which includes creation of an effective system of organization and management of socio-economic development at the local level. The current Ukrainian system of local self-government does not correspond to the needs of society. The functioning of local self-government bodies in the majority of territorial communities does not provide creation and support of appropriate living environment, which is necessary for profound development of a person, his/her self-realization, protection of the rights, ensuring the quality and affordable administrative, social and other services in the relevant territories. The aim of the decentralization reform is transition from a centralized management model in the country ensuring the self-sufficiency of local self-government and building an effective system of territorial organization of power in Ukraine. The result is creation and support of an appropriate living environment for citizens, providing quality and accessible services, emergence of direct democracy institutions, satisfying the interests of citizens in all spheres of life-support systems in the relevant territory, coordinating the interests of the state and territorial communities. Monitoring of realization of the decentralization reform in Ukraine showed insignificant actual results of its implementation, currently a complete legal framework in terms of powers, resources and responsibilities has not been created yet. It is expedient to conduct deep scientific and practical study of the world and Ukrainian experience, develop and implement our own scientifically based system of power decentralization taking into account the historical, ideological, cultural, social, economic, geographical and other features of the country applying the world’s best practices that can be used effectively.

Improving the Methodology for a Monitoring Subsystem in Strategic Regulation Systems of the Regional Structure and Territorial Organization of Agro-Food Sector Entities Based on the Requirements of Functionally Advanced Information Processing (p. 188 - 194)
Consideration of the scientific achievements of leading scientists-economists and diagnostics of the experience gained in establishment and operation of territorial production systems and implementation of accounting and economic as well as analytical calculations have made it possible to determine the main directions of improving methodological materials on economic monitoring: it is, first, clear definitions of indicators, which are necessary to operate with in the process of solving the tasks of monitoring, and the unity of their symbols; second, the use of rational methods of calculating the accounting and economic as well as analytical indicators; third, description (where appropriate) of various methods for obtaining the results of monitoring; fourth, giving a fairly complete list of incoming information necessary to calculate one or another indicator; fifth, construction of informational accounting and economic as well as analytical tables based on the number of specific indicators. Improving the monitoring methodology in the functionally advanced systems of strategic regulation of the regional structure and territorial organization of agro-food sector entities in all areas considered, as it is evident from the past experience, significantly facilitates the development of design solutions for economic monitoring subsystem and increases their cost-effectiveness, comprehensiveness, depth, speed, analyticity and quality. Among the prospects for further research in this direction, in our opinion, of special relevance is an issue related to information tools to provide economic monitoring subsystem in the functionally advanced strategic regulation systems of the regional structure and territorial organization of agro-food sector entities.

Problems of Regulating the Control over Management Decision-Making at the Enterprise (p. 195 - 201)
The aim of the article is to study the regulation support of control over management decision-making in the system of the enterprise activity. By analyzing, systematizing and summarizing scientific works of leading scientists, the essence of the category of “regulation” has been considered, international experience in regulating this process has been studied, proposals on improving the object under study have been developed. In the article there has been substantiated the necessity of implementation of internal control system at each enterprise, aimed at improving the efficiency of its functioning in the long term outlook. It has been proved that in the framework of the system approach the functioning quality of the enterprise internal control service depends on its regulation support. As a result of the study there has been improved the regulating support of the internal control over the process of management decision-making, namely, the structure of the internal corporate standard “General provisions of control over management decision-making” and “Regulations on the Internal Control Service” were developed. A distinctive feature of the regulations proposed in the article is the focus not only on the traditional objects of the enterprise internal control but also such nontraditional object as the process of decision-making. Prospects for further research in this area is to improve the working papers on summarizing the results of the internal control over the process of management decision-making: job descriptions, reports, statements, memoranda, etc.

Features of the Balanced Scorecard Application in Strategic Management Accounting of Foreign Economic Activities of Commercial Enterprises in Ukraine (p. 202 - 209)
The authors raise the problem of introducing the Balanced Scorecard (BSC) at commercial enterprises of Ukraine, which carry out foreign economic activities. The expediency of introducing the BSC has been proved. Accordingly, the results of the study showed that the BSC can significantly extend the possibilities of strategic management, as well as the formation and use of this concept would be of great practical importance for the development of foreign trade activities of the commercial enterprise. The stages of introducing the BSC with the help of the SWOT-analysis and strategy map have been considered. The advantages and disadvantages of introducing the BSC have been determined. The strengths and weaknesses of the studied commercial enterprise have been evaluated. The research results showed that intrinsically the strengths significantly predominate over shortcomings of the system and threats of the external environment can be neutralized. In particular, it has been proposed: to develop a quality strategy; invite coaches and specialists in strategic management; use at the first stages a standard software, such as: “1C: Enterprise” or Microsoft Excell, which will minimize the time of the data collection. A strategy map, which contains the basic measures on improving the performance of the studied enterprise, has been suggested.

Modernization of Enterprise Warehouses on the Basis of the Warehouse-Management System (p. 210 - 215)
The main purpose of the article is justification of the feasibility and benefits of modernization of warehouses on the basis of introducing a complex management program “Warehouse-Management System” (WMS). Uncoordinated or poorly controlled warehouse operation results in financial expenditures. An effective solution to these problems is introducing warehouse automation. Modernization of warehouses on the basis of introducing WMS allows the enterprise to streamline and optimize technological processes of working with material flows, ensure full control over the movement of goods, get information about the warehouse workload in due time, and using the WEB-technologies will enable doing it from any location in the world. The Warehouse Management System optimizes the work and allows avoiding mistakes. In addition, the introduction of this system will increase labour productivity and improve the work quality.

Using the Methods of “360 Degrees” and “Assessment-Center” for Competence Assessment of Specialists (p. 216 - 221)
The aim of the research is substantiating the feasibility of applying the methods of “360 degrees” and “assessment-center” to evaluate the competence of specialists of economic entities in Ukraine. In practice under modern conditions the use of the National Qualifications Framework is very limited and reduced to application in the field of higher and vocational education. The acquisition of competences can be regarded as the process of forming the professional culture to achieve the goals in the professional training of personnel. The process of managing competencies includes the creation of competence models for different groups of professions and jobs. The feature of the assessment method “assessment-center” is that in parallel with it other methods of appraisal can be used as well. In the process of applying the method “360 degrees” there takes place polling of the employee himself/herself, his/her immediate superior, peers, subordinates, customers of the assessed employee. The main purpose of feedback in this case is to provide the employee with systematic information on assessing the level of development of his/her competences. The paper presents a comprehensive assessment with using the methods of “360 degrees” and “assessment-center” that, unlike other models of assessment, not only allows carrying out selection of employees qualitatively but also determining the current and future competences, planning the direction for training, formation of personnel reserve and career promotion of employees.

The Portfolio-Based Approach in the Enterprise Potential Strategy (p. 222 - 227)
There have been presented the results of the research work “Developing the strategy for efficient using the potential of the processing industry enterprise” (№ 113U008155) and “Evaluating the competitiveness of the processing industry enterprise and developing recommendations on its improving” (№ 0113U008156). The portfolio-based approach in the enterprise potential strategy has been determined. There were used the following scientific research methods: analysis and synthesis (at studying the enterprise potential); comparison (at analyzing the efficiency of the enterprise potential); economic and mathematical (at developing proposals), logic generalization (at justification of the corporate portfolio and methodological support of the enterprise potential). New provisions for determining the portfolio-based approach in the enterprise potential strategy, which are represented in the scheme and recommendations on creation of the corporate portfolio and methodological support of the enterprise potential, have been highlighted. A block diagram of the potential strategy — the framework of the portfolio-based approach in the strategic management of the enterprise potential — has been created. Prospects for further research in this direction are to identify the complex problem of optimization and simulation of the enterprise potential under modern market conditions.

Influence of Opportunistic Behavior on the Personnel Potential of the Retail Network Enterprises (p. 228 - 233)
The aim of the article is to determine the characteristics of opportunistic behavior and its impact on personnel potential of retail network enterprises. The causes and manifestations of internal stakeholders’ opportunistic behavior at the network enterprise have been highlighted. The features of opportunism in the “principal — agent” system have been described. Agency transaction costs arising from the opportunism of workers have been revealed. Forms of pre-contractual and post-contractual transaction costs have been identified and processed. The influence of system institutional traps on the formation of personnel potential has been presented. It has been determined that overcoming employees’ opportunism is advisable to be carried out by such major levers of forming personnel potential as a system of measures on preserving the personnel “core” of the enterprise by creating a differentiated system of remuneration; improving employees’ loyalty to the company, degree of job satisfaction.

Ensuring the Efficient Operation of Enterprise Educational Services under High-Risk Conditions (p. 234 - 239)
In the article the principles for enhancing the efficiency of enterprise educational services in Ukraine with regard to the labor market demands under economic instability have been suggested. In this context the analysis of the indicators, which characterize evaluating the efficiency and quality of innovations in educational projects is of particular importance for domestic enterprises. The specificity of the enterprises producing real products has been taken into account. It has been noted that the diagnostics of educational projects, programs, training courses, taking into consideration the risks associated with component deviation of the uncertain disturbance vector, is especially significant for domestic enterprises. There has been generalized the approach to evaluating the efficiency of the designed educational resources, which uses the concept of analyzing the structural deformation of the indicators characterizing specification of the costs associated with defects taking into account the innovation component, social resources, scientific and technological progress.

Diagnostics of the Enterprise Production Competitiveness (p. 240 - 246)
In the scientific paper the key aspects of the enterprise competitiveness diagnostics are presented. The essence of such economic categories as “the enterprise product competitiveness” and “diagnostics of the enterprise product competitiveness” has been revealed. It has been determined that the enterprise product competitiveness is one of the key properties of the product, which is characterized by possibility and ability to achieve the requirements of the market better than its competitors, and in a shorter time period than they do. It has been found that the diagnostics of the enterprise product competitiveness allows for evaluating the state and properties of the product, its position in the market, demand and prices, as well as the future prospects of its stay in the market with the purpose of making sound management decisions to ensure the smooth functioning and development of the enterprise. It has been determined that the key indicators for diagnostics of the enterprise product competitiveness are: a) the price index of the product consumption; b) the product share in the market; c) the product quality index, including the level of the product safety for consumer, level of the product reliability for the consumer, level of products standardization and unification for the consumer, level of the product ecological properties, level of economical use of the product for the consumer. When carrying out the diagnostics of the enterprise product competitiveness it is recommended to use the method of expert evaluations.

The Study and Formation of the Employer Brand: Theoretical and Applied Aspects (p. 247 - 252)
Under modern conditions a strategic resource is the employer brand potential, therefore, its creation and use becomes an important task of employers, managers and specialists in personnel management. The aim of the work is to define the concept of “employer brand”, present the theoretical and applied aspects of its study and formation, as well as justification of the advantages received by the enterprise from investing in the formation of a positive employer brand. Based on the essence of the concept of “brand” and taking into account the specificity of the social and labor relations, conceptual positions revealing the essence of the concept of “employer brand” have been formulated. There have been revealed the procedure of forming the concept and methods of investigation of the employer brand. In the course of studying the practice of forming the employer brand at Ukrainian enterprises, it has been found that most of the leaders of domestic companies understand the importance of the employer brand for the development and success of the company in the market. At the same time less than a third of them are engaged in the development and implementation of programs on creating a positive employer brand. It has been found that for the vast majority of employees the employer brand in the labor market is one of priority criteria for selecting a place of employment. There have been identified the advantages that can be received by a company engaged in formation of a positive brand, including: the ability to attract the best candidates, increase the employees’ motivation, reduce the personnel turnover, improve the image in the commodity market as well as the performance of the company. The impact of the employer brand on the product brand has been substantiated, in particular, it was found that the company that does not care about its employer brand loses the existing and potential consumers of goods and services.

Competition: Some Aspects of Theory and Practice (p. 253 - 259)
Based on the retrospective analysis, the category of “competition” has been presented as a dialectical unity of the opposites “fight-cooperation”. The forms of its manifestation at different stages of development of society and economy have been considered. The notion of competition and its features in the context of globalization have been clarified. Suggestions on improving the competitive relations at the present stage of economic development have been made. Proposals on specifying the indicators for the formation of competitiveness rankings at the level of the national and international economies taking into account the military and industrial production have been substantiated.

Social (Public) Needs in the System of Human Needs (p. 260 - 265)
The problem of needs has always been the focus of academic economists. A special place in the system of human needs is occupied by public (social) needs. The aim of the article is to analyze the conditions of formation, role and importance of public (social) needs in the structure of human needs. Human needs are the main driving force of social and economic development. Social needs reflect and influence the priorities of development, form the cultural space of a modern man. Therefore, the factors that build the structure of consumption in modern society ensuring its stable social and economic development require special attention. In today’s society the circle of essential needs is increasingly expanding, there occurs socialization of needs. They become social not only because they are satisfied by using the means generated in the process of socio-economic activities, but also because the whole process of satisfaction is associated with forms of social life. At the post-industrial stage of development in the structure of the needs of a modern man there start dominating social and cultural requirements actualized by the man’s striving for cultural identity. Along with the real needs reflecting the objective situation of human existence in the current social environment, there are also false, virtual needs artificially stimulated in people with different goals. Modern processes affecting the system of public needs are very dynamic and contradictory, so there is a need of their constant monitoring in order to skillfully redirect the society resource potential to achieve the priority goals of development. Social needs are not only able to reflect the specific historical conditions but also actively influence the nature of the processes, face the challenges of time and affect the stability and inclusion of social development by improving the life quality of both human and society.

The Evolution of Theories and Concepts of Financial Space (p. 266 - 272)
The aim of the article is to study the essence of theories and concepts of financial space, and its objectives are: to identify the main stages and specifics of financial theories and concepts of financial space; justify the possible directions for implementation of the theoretical concepts of financial space in the Ukrainian realities. Under modern unpredictable conditions of the globalized world, various financial processes, which are difficult to predict, occur in financial space. As the realities of the second decade of the XXI century testify, the financial practice is ahead of the theoretical developments. However, the essence of cash flows, which are formed in the world, including domestic financial space, is that they are real, rather than virtual, and therefore are of such a nature that can be found, studied and justified. All the financial problems that emerged during the existence of human civilization found its theoretical justification and proper implementation. That is why the domestic financial flows, which currently have an unpredictable nature, should be properly investigated and a concrete solution should be found.

The Influence of Information Asymmetry on Pricing Mechanisms of the Securities Market and Development of Crises (p. 273 - 278)
The influence of information asymmetry on efficiency of operations in the securities market and generating risks of financial crises has been considered. It has been revealed that the main reasons of the information asymmetry in the securities market is the high cost of information, complexity of its receipt, limited access to it and lack of guarantee of the information reliability. The deepening of the information asymmetry in the securities market occurs at the expense of the activities of rating agencies, which behavior can often be seen as opportunistic. Financial intermediation as an effective financial market institution can change the depth of information asymmetry and contribute to concluding effective transactions in the securities market. The deepening of information asymmetry contributes to information imbalances, which in long-term development are transformed into information gaps. Information gaps successfully used by a small number of participants of the securities market can result in financial imbalances, which deepening is one of the causes for emergence of crises. This requires the development of new regulatory mechanisms able to limit the negative impact of information asymmetry on the development both of the securities market and financial market and the national economy as a whole.

Problems and Prospects of Developing the Financial Market Infrastructure Potential under Conditions of Economic Shocks (p. 279 - 284)
The article is devoted to systematizing the problems of infrastructural potential in the securities market, and finding the ways of their solution under conditions of economic shocks. A large number of regulators in financial markets and the low efficiency of the regulatory process have caused a high risk of fraud with the financial market operations, in consequence of which the level of trust in it remains very low. All these problems over the last two years have worsened even more as economic uncertainty deepened under the influence of political uncertainty. This situation became the basis for the emergence of serious shocks in the economy, which aggravate the problems of developing the financial market and its infrastructural potential. The results of the conducted research have shown that under conditions of economic shocks the most vulnerable sectors of the financial market is the securities market, banking sector and insurance market. Under conditions of economic shocks the complex chains of mutual influence that exist between these sectors are being violated, which affects developing the infrastructural potential of the financial market. The negative impact on the infrastructural potential development is manifested through the low efficiency of the securities market, which is under excessive bank-centricity not able to soften the blows of economic shocks. The poor quality of the banking system regulation violates its resistance to crises, and the low quality of disclosure does not contribute to building trust in the banking sector. Taking into account the fact that insurance companies place their reserves mainly on bank deposits, the banking crisis is the cause of a chain reaction in the insurance market. As a result, the main elements of the financial market function efficiently. The solution of the identified problems includes improving the quality of information support of activity in the financial markets and raising the level of responsibility of the regulators for poor quality of regulation or inaction under conditions of economic shocks.

The Necessity of Reforming the System of Social Policies to Ensure the Labor Market Development in the Western Regions of Ukraine (p. 285 - 292)
The purpose of the article is in the system representation of the conceptual foundations for reforming the social policy in the context of ensuring the labor market development on the example of the western regions of Ukraine. The study has identified the causes of passivity and failure of the existing social policy on the territory of the western regions of Ukraine. The necessity and importance of the system reforming of the social policy for ensuring a balanced development of the western regions of Ukraine has been proved. Systemic weaknesses of the labor market regulation policies that enhance the discrepancy of the sectoral employment structure with the needs of the western regions for innovative economic development. Such critical social factors include aggravation of social problems in the labor market reproduction, destructive changes in social and demographic development of the border areas, reducing the effectiveness of preventive and proactive policies of regional labor market, slow pace in reducing the recorded unemployment level and failure of an active policy to promote the population employment, preserving labor surplus conditions in the labor market, growth of the shadow and non-formal segment of the employed. It has been proved that the implementation of the spatial development strategy of regional labor markets in the short and long term prospective, growing influence of the educational components of forming a high-quality labor potential and scientific support in the sphere of the balanced development of the region should be considered the priorities for revitalizing impact of the social policy on ensuring the balanced development of Ukraine’s western regions. Accordingly, the measures allowing to achieve them have been proposed in these areas. Prospects for further research in this direction is to identify both the priority areas of the social policy, which will take into account the state of the labour market at a separate stage of its strategic development, and within a particular territory, and the means to achieve them.

Social and Cultural Keynotes in the System of Determination Factors of the Personnel Labor Behavior (p. 293 - 301)
The aim of the publication is studying the determination factors of the personnel labor behavior and developing a hierarchical classification with identification of its several levels and socio-cultural keynotes; comparing the value of the labor model prevailing in the minds of Ukrainians with the ideal one and determining the prospects for gradual revival of the foundations of the ideal labor model in the system of managing the personnel labor behavior. As a result of the analysis and synthesis of scientific works by many scientists the author systematized the factors of determination of the personnel labor behavior and highlighted two main approaches to their definition: by the origin and variety of needs, which influence the labor behavior emergence and changing. It has been proved that in the process of formation, implementation and development of labour behavior of an individual, a decisive role is played by his/her values and needs. The author has developed a hierarchical classification of the determination factors of the personnel labor behavior distinguishing its global, local-civilizational, macro-, meso-, micro-, mini- and nano-levels. It has been proved that locally-civilizational level (socio-cultural factors) has a determining influence on all lower levels and determination factors of the personnel labor behavior. Based on the analysis of the fundamental research in the field of determining the degree of actualization and needs of the modern Ukrainians in the labor process, it has been concluded about the destruction of the labour model traditional for our country. It is recommended that the further search for effective ways and methods of managing the personnel labor behavior should be necessarily conducted with regard to the principle of social and cultural identity.

Neuro-Fuzzy Modeling of Financial Crises in Corporate Systems (p. 302 - 308)
The article is devoted to developing a complex of models to evaluate the threat of formatting financial crises in corporate systems of Ukraine’s agricultural industry. The conceptual approach to the development and implementation of such econometric models has been suggested. The models for evaluating the propensity of the financial and industrial group as well as the corporation subsidiaries to bankruptcy by fuzzy neural networks have been built. A model for evaluating the impact of a financial crisis at the subsidiary on the financial state of the corporation as a whole has been developed. Conclusions on the current state of the corporation “Biscuit-Chocolate” and its five subsidiaries have been made. The method of “caterpillar” to build models for predicting the future values of parameters for the corporate system enterprises has been proposed. Recommendations on the implementation of anti-crisis measures in the corporation have been given.

A Scientific and Methodological Approach to Evaluating Strategic Measures on Management of Financial Safety at Machine-Building Enterprises (p. 309 - 319)
The aim of the article is to develop a methodological approach to evaluating measures on management of financial safety at machine-building enterprises, which will allow forming a set of sound management decisions as to ensuring the necessary level of financial safety at applying a certain strategy and serve as a tool for improving the quality of the accepted strategic development alternatives based on non-random selection of the most significant management decisions adequate to a specific situation with consideration of the predicted values. There have been proposed a scientific and methodical approach to evaluating strategic measures on management of financial safety of machine-building enterprises based on an integrated dual evaluation: the ranking of strategic alternatives by the method of multi-criteria choice based on the additive convolution for each specific strategy and every direction of financial and economic activity on the one hand and assessment of the effectiveness of the strategic measures on management of financial safety using the methodology of the utility theory — on the other. It has been determined that the validity of choosing strategic decisions on ensuring the financial safety is based on synthesis of all-Ukrainian practices of implementing possible alternatives with the internal potential of the enterprise (available potential) expressed in the form of benefits for the management. There have been built and presented a graphical interpretation of membership functions of the calculated fuzzy expected utility of the strategic alternatives for JSC “Smelyanskiy Electromechanical Plant”.
