The Use of Leasing Amongst European SMEs in the Permanent Crisis Economy (p. 4 - 8)

The article analyzes the state of the use of leasing amongst European small and medium enterprises in the permanent сrisis economy. EIB Group measures to ensure the access of SMEs to finance are discovered. The importance of leasing assets securitization is determined. Basic trends and future prospects of European SME financing through leasing are defined.

The author has determined the peculiarities of functioning and main problems of the nut inland market development, its type and aspect structure, the place of Ukraine in the world’s production and trade with nuts, the tendencies in the formation of price of their varieties as regards different countries as well as the development of nursery practice and establishment of orchards. The processes in the nut world’s market situation formation and current changes have been considered and the purpose fullness of legislative regulating the state support of the industrial nut-growing development proved.

Methodical Recommendations about Ranging of Target Programs About Priority of Their Financing From the State Budget (p. 13 - 22)

In article the program and target method, as one of the most effective methods of implementation of expenses of budgets around the world is considered. Information on implementation of the state target programs in Ukraine is analysed. Considerable excess of number of the accepted target programs of financial opportunities of the state and regions is revealed. Need of development of a technique of ranging of target programs on priority of their financing from the state budget is proved. Criteria of such ranging are offered and methodical recommendations about ranging of target programs about priority of their financing from the state budget which can be used in practical work of legislative and executive bodies of the power when developing the draft of the budget the next fiscal year are developed.

Classification of Tools of tax Incentives of Innovations (p. 23 - 29)

In this article research of classification of tools of tax incentives of innovations is conducted. New criteria of classification are offered: depending on a stage of life cycle of innovative processes (fundamental research works, applied research works, research and design works, innovation introduction, innovation consumption); depending on subjects of innovative processes (the research organizations, the innovative enterprises, the enterprises of real sector which introduce innovations, the infrastructure enterprises and the enterprises which render assistance of innovative activity).

Problems and Features of the Securities Market in Ukraine (p. 29 - 33)

Problems and peculiarities of the securities market in Ukraine were investigated. It was proposed to determine the level of financial support for the operation of the securities market on such components: financial capacity of the state and quality of corporate governance, efficient stock control policy on the stock market and the risk of operations on the securities market. Methodological approach to analyzing of the financial securities market development, based on the research of dynamics and interactions of relevant influence factors was justified.

Analysis of the Structure of Assets of Enterprises in Ukraine According to Economic Activity (p. 34 - 39)

This article presents a retrospective analysis of assets of the domestic enterprises according to economic activity. The structure-forming factors of the formation of the structure of assets of the managing subjects are distinguished. It is well-proven that a key role of the structure of assets of enterprises is played by the convertable and inconvertible assets. The charges of future periods do not influence substantially on formation of the assets of enterprise. The forecast of structure of assets of the domestic enterprises is presented for 2021 under the condition of prolongation of identified structural changes. Among the factors which prevent the economy of country from the development, the low level of the gross mound of inconvertible material assets; high material capacity of production and power consumption of GDP; price pressure of enterprises producing the intermediate products upon the enterprises producing the final products; low share of industrial enterprises which implement the new or improved low-waste, resource-saving and wasteless methods of treatment or production of goods are mentioned.

In the article the historical development of the first big integrated industrial and financial capitals was analyzed. The definition, the organizational structure of financial and industrial groups and the features of banking and industrial capitals integration in Ukraine were defined. The present state and foundation trends of financial and industrial groups were analyzed. The key problems of development, also the level of financial and industrial groups influence on the national economy and investing activities were determined. The Direction of Innovation Development of the Recreation System in the Crimean Region (p. 44 - 48)

The problems of recreational system Crimea and the direction of its innovative development are discussed. Current status of the recreational complex is not stable – the material and technical base of recreational enterprises, the range and quality of services does not meet international standards, and recreational resources are used inefficiently. The problems of management of recreation system, and ways to optimize the implementation of a transnational Central European corridor (E-50) are discussed. The implementation of these promising areas of recreational activities will stimulate the development and growth of the authority of the Crimea in the global tourism market, boosting the economy, filling the state budget, creating a powerful tourism industry, preservation of historical and cultural heritage.

Determination of Basic Factors of Influence and Indexes of Evaluation of Quality of Labour Life of Workers of Industry (p. 49 - 55)

In this paper the factors influencing the quality of working life of workers in industry as an example of mechanical engineering is investigated. The main components of the quality of working life is defined conditions, financial incentives, intangible promotion, social security, state of the environment. The influence of defined components on productivity is proven. The results of research for mechanical engineering of fifth technological structure in Kharkiv region allow to conclude that all the components of the quality of working life are reflected in the selected factors. Direction of future research, which can be used the results, is the definition of a integrated indicator model for assessing the quality of working life of employees of industrial enterprises.

The Analysis of the Oil Market in Ukraine (p. 56 - 67)

The article examines the state of the oil market in Ukraine. The article explores the dynamics of oil consumption in Ukraine. In this article the main consumers and producers of fuel in Ukraine is defined. The article analyzes the dynamics of oil refining. The dynamics of oil exports from Ukraine is investigated. The paper analyzes the demand for crude oil in Ukraine. It is established that the oil market in Ukraine has significant impact on the dependence of domestic producers of light oil products from oil imports. We investigated the trend of oil production in Ukraine, and determined its steady decline in recent years. Еhe imports of crude oil and petroleum products was analyzed . The main importers of the Ukraine was defined. A comparative analysis of the supply and demand of oil in the Ukrainian market, based on the balance of the crude oil market was made. We investigated the geographical, historical and political terms of trade of crude oil in Ukraine. Pricing mechanisms of major traders of crude oil in Ukraine were analyzed. Dynamics of volumes and prices for crude oil according to the auctions in 2012 was investigated. An analysis of the national market of crude oil has been determined that: the trend of trade crude oil in Ukraine due to the reduction in oil refining, which, in turn, is caused by displacement from the national market of motor fuel domestic fuel imports, the main cause of poor competitiveness of the domestic motor fuel is its quality does not meet modern standards and their corresponding price, low quality of domestic production of motor fuels, the dominant use for its production of low-quality (high-sulfur) import (Russian) oil; overall competitiveness of the domestic oil considered low.

About Problems of the Large and Small Towns (p. 68 - 73)

Problems of the large and small towns in the different countries have similarity and specific character. This problems represent the territorial organization of society efficiency, first of all for the small and large towns. This problems are considering as problems of "life environment" organization in accodace with "mode of living" standarts. Migration inhabitans is observed from small towns to large towns becaus of the change of territorial distribution of industry, obsolete production and change of economic models. This process have an influence on the uneven development of regions and have negative influence on real sector of the economy. This and other problems can be decided by working out the complex strategic plan of development the large and small towns. This plan should be worked out on the basis of preliminary exploration. Four stages of this exploration should be produced information for real picture of region conditions and determination the poles and the centres of rise. It was list several examples from experience of development countries and suggest state regulation mechanism for conditions of market economics.

Methodology of Tourism and Recreational Activities Development (p. 78 - 84)

The article deals with features of the theoretical and methodological basis for tourist and recreational activities development. The proposed approach is based on cooperation professional tourist market members, which can operate autonomously. The essence of the author's hypothesis is reduced to the necessity of formation within the cluster networking activities to create a tourism product and configuration management of such networks. The criterion of efficiency in the formation of the mentioned networks serving manifestation emergent properties and improve the quality of the negotiation process participants cluster. The practical implementation of the proposed theoretical and methodological basis is to create an appropriate institutional mechanism for which the article defines the logic and principles of construction.

Features of the Functioning of Housing and Communal Services of Ukraine (p. 90 - 93)

In the article the state and the peculiarities of the housing and communal services in today's socio-economic development of the Ukrainian economy is investigated. Indicator-based national statistics the main tendencies in the pricing policy of the enterprise services. The features of the pricing mechanism of this industry is determined. It is concluded that, in the post-crisis period, the housing and communal complex becomes an important element of economic activity. With proper grounded socio-economic policies it can be used as an engine of economic growth, and therefore can serve as a basis for the formation of private capital.

Self-organization of peasants is objective need. It is mobilization of peasants under the influence of not satisfied requirements of safety of protection of the social and economic rights and interests; the high-organized form of self-defense from monopolists and unfair competition during reorganization of the market environment by the. Main components of the motivational mechanism are: system of internal biosocial factors of motivation of economic behavior of people; external motivator (incentives), natural and geographical environment. The highest form of self-organization is cooperatives of peasants.

The article carries out analysis of the current state of competition in the retail industry of Ukraine. The usage of Ukrainian companies marketing activities and tools to strengthen the competitive impact on the market. Marketing strategy of price image of Ukrainian retailers creation are proposed in case to enhance the competitive position and confrontation expansion of foreign retailers. There is a need for further study issues related to the development of measures to improve the attractiveness of the Ukrainian retail industry to the growth of international retailers, which will increase the level of competition in the industry and have a positive impact on the Ukrainian consumers.

The article deals with outlining the causes of disparities in education market and identifying possible directions to overcome them. The analysis of problems connected with the employment of graduates was conducted. Studies have shown that there is a structural imbalance between supply and demand in the labor market, which leads to the fact that job seekers do not have the competencies required by employers. Also the pattern of disparity in selection of candidates and the requirements of the economy was traced. This imbalance may be managed by introducing career guidance at a national level. Education orientation to the specific needs of economic structures and thus ensuring consistency of supply and demand on the market of educational services may be provided with the interaction between economic entities and industry sector, economy institutions and education institutions.

The article analyses the theories of formation of competitive advantages, defines their distinctive features from the point of view of different approaches. Relevance of research of the concept «competitive advantages of the region» of a context of formation of a certain level of competitiveness is proved. It was found that a competitiveness is one that captures the competitive advantages, and without the latter can not be competitive. Development of competitive advantages at the regional level is an important and necessary prerequisite for achieving a certain level of competitiveness, and the mechanism of formation of the competitive advantages of the region is a key issue for further research.

In times of economic instability the management of any company always had problems raising its efficiency. Only high efficiency, can provide the company's competitiveness, and therefore their welfare and commercial success. The current economic situation dictates the need to find new ways of increasing the efficiency of enterprises, analysis of causes and factors hindering their development. The purpose of the study is defined as the rationale for the forming of a model of performance management company. The object of research is the process of forming a model of performance management company. The subject of the study is scientific and theoretical aspects of the model performance management company. We investigated the existing models of performance management company. Gaps were identified in a unified approach to managing enterprise performance. A model of performance management company have been proposed. The stages of the target management, processes and their benefits have been investigated.. We analyzed the influence of corporate values on the effective management of the enterprise. Accounting for authoring and analysis of different approaches to the management efficiency of the company allow to form a model of effective management of the enterprise.

Theoretical and Methodological Approaches to the Formation of Prices of Company (p. 141 - 145)

The article deals with the theoretical and methodological principles for the price formation during the period of market relations. Theoretical and methodological basis of the study served as the theory of marketing and scientific methods of scientific knowledge. In order to justify the high level of scientific accuracy to the definition of the strategy and tactics of pricing has been investigated the concept of "price policy", "pricing strategy" and "pricing tactics" as the result revealed differences in some of these concepts by scientists of the field of research, which suggests a certain ambiguity about in the interpretation of certain concepts. An association between has been established these concepts. Supporting the claim that the price strategy is a means of achieving competitive strategies of the company, and pricing is an element of marketing. In addition, for effective pricing there is a need to introduce a systematic approach, which is a well-structured scheme of the formation of the strategy and tactics of pricing in marketing with certain components of the system, the interrelation and the logical sequence of which may be the key of successful result in the formation of pricing mechanism in the system of strategic marketing. Requested to carry out the practical pricing activities of modern enterprises with marketing point.

Cost Optimization of Industrial Enterprises of Building Materials (p. 158 - 162)

The paper has proved that one of the directions of increasing profitability of construction materials industry enterprises’ activity can be optimizing costs dealing with sales. Tools of neuro-linguistic programming (NLP) or so called sensor marketing have been proposed for use to choose the most effective technology of market promoting construction materials. Use of method of solving optimization tasks in mathematical programming has allowed getting a ranked series of NLP measures for decreasing efficiency as follows: sound design of trade zones, conducting trainings for staff, design of shop windows and interior, use of merchandising principles.

The problems of optimizing the capital structure in integrated societies, such as industrial-financial groups are devoted in this article. Optimal values of equity and debt capital of the industrial-financial group on the base of economic value added maximizing by economic-mathematical model was proposed to determinate in the article. A brief description and justification of the main constraints that used in the model were provided, which allows creating an effective capital structure of individual participants, and industrial-financial group as a whole.

The article analyzes the regulatory support organization, accounting and taxation of joint activities in business partnership enterprises in Ukraine. The author recommended to amend the legislation to incorporate joint activities without forming a legal entity, including: targeting and clarify the presentation of financial statements of the operator superior, change the names of the five sub-accounts to the accounts of receivable and liabilities are recommended for use in joint ventures business partners, the cost allocated to the joint activity of stocks and the book value of intangible assets to reflect the amount that falls: the share of other participants - in the cost reporting period at its own share partner – in prepaid expenses. Taking into account the recommendations made by the Ministry of Finance of Ukraine will help improve accounting of joint activities that will help improve the reliability of financial reporting indicators of business partners for joint activity.

The problem of identification and evaluation of tax expenditures is actualized in the article. The degrees of elaboration of this problem is analyzed. We investigate different approaches to the understanding of tax expenditures, the author's definition is given. Approach to the separation of the basic tax and regulatory structures is investigated. The conclusion that such separation is very promising for the assessment of national practices is grounded. A series of steps estimates of tax expenditures is shown. The original formulae for calculating annual tax expenditures and tax expenditures for the period of display effect benefits are presented.

The Theoretical Foundations of Providing Financial Safety of Bank (p. 200 - 204)

The article gives methodology-theoretical points of providing financial safety of a bank which consist of reasonable system of its implementation principles, key characteristics and the main objectives, as well as the list of internal and external threats which may constitute danger to realisation of interests and priority purposes of a bank institution, understanding of which allows to create a reliable system ensuring financial safety of a bank. The specified determination of the concept "financial safety of a bank" is complex and provides realisation of system of actions ensuring financial safety of a separate bank, as well as a banking system as a whole for self-defence, self-development and self-preservation of national banking sector in the conditions of strengthening of macroeconomic instability in the country and the world.

The article presents an analysis of some topical and disputable aspects of the financial potential of Ukraine. Theoretical and practical aspects of the nature of economics and the essence of the financial potential have been studied. The approaches which determine completeness of formation, objective estimation, and effectiveness of using the financial potential have been spotlighted. The constituent elements of the financial potential of Ukraine have been detailed and completed. The prospects of financial reinforcement and development as the base of Ukraine’s economic security have been suggested.

Modeling the Relationship of «Income Inequality - Economic Growth» by Using the Theory of Cascading Benefits (p. 216 - 221)

The relationship between income inequality and economic growth are considered in the context of the relative consumption of economic agents. A endogenous growth simple model is presented, in which agents have different initial levels of income and operating in accordance with cascading benefits, that compare their own consumption to the level of consumption of the next largest initial income of economic agents. Within this model, the impact of income inequality on economic growth depends on the form of the initial income distribution and how is social comparison.

Improving of the Validity Tariffs Level Control for Housing and Communal Services Based on Economic and Mathematical Modeling (p. 222 - 227)

The article analyzes the current state of the tariffs for housing and communal services regulation. Topicality of the control validity level in tariffs were reasoned in view of coordinating the interests of all stakeholders of housing and communal services: the state, producers and customers. The concept of modeling, evaluation and removal uncertainty based on forming a quasi-homogeneous statistical aggregates regulated organizations, modeling, and assessment of variance in declared tariff levels from their estimated («analog-to-average») level was proposed to using in forming of system of tariff control. This approach will identify with lowest cost violators of the tariff legislation - an organization with a high potential of regulation.

Modeling of Socio-Economic Development of the Country on the Basis of Pulse Processes (p. 228 - 231)

The article deals with the nature and characteristics of simulation for analyzing and forecasting the socio-economic development of the country. It is shown that the basis of such simulations are diagrams causality - cognitive map and study the problem on the basis of a cognitive map is through the distribution of the pulsed process. It was reviewed and analyzed a number of modern simulation (cognitive) models of regional development proposed in the scientific literature that demonstrate the use of this tool as the modeling of the dynamics of macroeconomic indicators and indicators of local economic and social development of the region. The basic advantages and disadvantages of the use of cognitive models in the modeling of macroeconomic and regional dynamics were defined.

Conceptual Approaches to Modeling of the Financial Security (p. 232 - 236)

At this article are examined conceptual attitudes to the forming modeling basis of evaluation, analysis and forecasting state financial security (SFS). Realization of the conceptual attitudes in the system SFS gives the opportunity to compose leading progress indicators, which allows analyzing preconditions of the crisis phenomenon at the financial area of economics, its depth and scale, and allows making choice of preventing strategic arrangements, aimed at neutralization of threats of financial security. At the article is grounded the composition of the modeling basis of system SFS, which includes: block of appraisal of current system status; block of anticipation of system status; block of identification of its future status based on the scenario approach findings; decision making block grounded at the predicted path of the system as a result of managerial influence. Suggested conceptual approach is the base for developing SFS system, which takes into account as economic situation inside the state so as the international trends (intergovernmental, global), what allows improving the decision-making quality by means of application of the scenario anticipations of situation progress.

Analysis of Tools for Predicting the Possibility of the Onset of the Economic Crisis (p. 237 - 245)

The article discusses the genesis of scientific thought on the analysis of patterns of occurrence of the crisis in the world's economies. It was investigated the views of scientists on the cyclical development of the economy, and the causes and background of the crisis. It was reviews current methodological approaches to the prediction of economic crises. It was analyzed such tools predict the possibility of occurrence of the crisis as a simulation of economic processes to diagnose their condition and trends. It was proved that the methodological support diagnostic crisis conditions despite the diversity of the approaches and models are constantly evolving and demonstrates the need to find new and effective tools for analysis of market trends.

Simulation of Demand for Health Services Depending on the Age of the Population (p. 246 - 250)

For a realistic estimation of the possibility of increasing health care costs must be calculated the resource requirements for the provision of medical care in the volumes of relevant standards and projected number of diseases. In this paper with methods of comparative and regression analysis were built age profiles of health expenditure of Ukraine on "British", "Russian" and "European" model. A model of demand for health services depending on the age is developed, which is recommended to be used in the budgetary allocation of financial resources for health care.

Mechanism of Communications Management Based on Fuzzy Modeling (p. 250 - 255)

The construction of a mechanism of organizational communications management based on the analysis of existing mechanisms and identifying their weaknesses is suggested in the article. The necessity of establishing a mechanism for communications management that accounts for the uncertainty parameters for their evaluation and make operational management decisions is proved. The basis of the fuzzy model is supposed to ten key factors assessment of the communications industry. The proposed mechanism will allow to obtain at the output of the system the management solution.
