Abstract:
The aim of the article is to enhance the management of the development of critical infrastructure in Ukraine at the regional level. The study substantiates the theses. First, in the context of devastating events and high risks to Ukraine’s critical infrastructure, as well as considering the processes of decentralization, it becomes urgent to strengthen the role of regions in ensuring the resilience, restoration, and development of critical infrastructure. Secondly, the effective functioning and development of critical infrastructure require appropriate management mechanisms. Thirdly, it is important to approach the management of the development of critical infrastructure from the perspective of regional and community development, and it becomes most efficient when carried out at both the State and the regional levels, relying on local potential and experience, with the regional community playing a significant role. Initially, data on losses and damage to infrastructure during military operations are presented, highlighting losses and damages incurred by the regions of Ukraine. Further, the factors and global experience of countries regarding the regional level of critical infrastructure management are analyzed. It is proposed to improve the management of critical infrastructure in Ukraine at the regional level based on the creation of regional coordination centers for the development of critical infrastructure with working groups. The functions of the regional coordination centers for the development of critical infrastructure are allocated. Prospects for further research in this direction involve addressing issues related to the information support for the management of critical infrastructure in Ukraine at the regional level.
