Abstract:
The article examines the impact of information and communication technologies (ICT) on document management in enterprises as a key element of digital transformation under the conditions of global competition and economic instability. It is shown that the transition from traditional paper-based systems to electronic forms of document management is not only a technical improvement of administrative procedures but also a strategic factor in enterprise development. Particular attention is paid to the analysis of statistical data from the Ministry of Digital Transformation of Ukraine and the State Statistics Service, which confirm the increase in the share of enterprises using electronic document management from 28.4% in 2020 to over 65% in 2023, with a forecasted 72% in 2024. It is concluded that digitalization has reduced paper administration costs by more than one third, which is a direct factor in enhancing business competitiveness and financial resilience. A comparative analysis of traditional and digital models of document management is presented, demonstrating the advantages of electronic systems in processing speed, transparency of business processes, and information security. Special attention is given to the implementation of electronic signatures, cloud technologies, and blockchain solutions, which ensure data protection and increase trust among counterparties. The article also analyzes the practice of applying electronic document management in the transport, banking, and industrial sectors, where digital technologies have shown a significant reduction in information processing time, lower operational costs, and greater transparency of internal processes. The key challenges of integrating ICT into document management are considered, including limited financial and human resources of small and medium-sized enterprises, uncertainty of the economic feasibility of cloud services, lack of standardization and interoperability, information security threats, and resistance of personnel to change. Proposed solutions include government support for SME digitalization, the use of hybrid data storage models, adoption of international ISO standards, system security certification, and the development of employees’ digital competencies. A scheme is proposed to illustrate the relationship between the challenges of digitalization and possible tools for overcoming them. It is shown that the comprehensive combination of economic, technological, legal, and socio-organizational mechanisms creates conditions for forming long-term competitive advantages. It is concluded that the digitalization of document management acts as a catalyst for increasing financial stability, investment attractiveness, and integration of enterprises into global digital ecosystems, which corresponds to the strategic goals of sustainable development and strengthens their ability to withstand external challenges.
