Abstract:
The article examines the strategic foundations for the development of impact investing at the regional level as a tool for promoting sustainable socioeconomic development of territories. The relevance of this study is driven by the increasing need to attract investments aimed not only at generating financial profit but also at achieving measurable positive social and environmental outcomes in the regions. The article substantiates the conceptual and strategic directions for the formation and implementation of regional impact investing development policies, taking into account the specifics of the socioeconomic development of territories. It elucidates the essence of impact investing, defines its differences from traditional forms of investment and social entrepreneurship, and outlines the role of regional authorities, financial institutions, businesses, and the public sector in building the impact investing ecosystem. Particular attention is given to identifying key barriers to the development of impact investing in the regions, including institutional immaturity, limited access to financial resources, low awareness among potential investors, and the absence of unified approaches to assessing social impact. Strategic directions for the development of impact investing at the regional level are substantiated, including: creating a favorable regulatory and legal framework; developing infrastructure to support impact projects; encouraging partnerships between the government, businesses, and non-governmental organizations; and implementing mechanisms for monitoring and evaluating the social and environmental impact of investments. It has been demonstrated that integrating impact investing into regional development strategies will enhance the investment attractiveness of territories and contribute to achieving sustainable development goals. A key element in shaping a regional impact investing strategy is the creation of a favorable institutional environment that ensures the coordination of actions among government authorities, businesses, financial institutions, and civil society organizations. Efficient cooperation among these actors facilitates the mobilization of financial resources, reduces investment risks, and increases investor confidence in impact projects. Regional governing bodies play a particularly important role in this process, as they should initiate the development of programs supporting impact investing and integrate them into regional development strategies. Equally important is the implementation of mechanisms for evaluating and monitoring the social and environmental impact of investments. The use of standardized performance indicators ensures transparency in impact investing, enhances its efficiency, and supports the soundness of managerial decisions. This, in turn, promotes the establishment of long-term investment relationships and the scaling of successful projects within the region.
