Abstract: This article presents a comprehensive theoretical and methodological study of the mechanism for developing and operating a cross-cultural management system in enterprises under unstable, dynamic, and highly competitive external conditions. The relevance of this study is determined by globalization, business internationalization, increased labor mobility, and the expansion of multicultural interactions, which require enterprises to adopt new management approaches that account for the cultural differences of their personnel. The article examines the evolution of scholarly perspectives on the essence of cross-cultural management and systematizes its main approaches within the framework of modern management theory. Cross-cultural management is considered as a comprehensive system of managerial principles, methods, and tools aimed at ensuring efficient interaction among representatives of different national and organizational cultures in the process of achieving an enterprise’s strategic goals. Its place and role in the system of international and strategic management are defined. Special attention is given to the formation of a cross-cultural management mechanism in an unstable external environment characterized by a high level of uncertainty, risks, and dynamic changes. The key components of this mechanism are allocated and described, including organizational, personnel, motivational, communication, and socio-psychological aspects. The necessity of integrating cross-cultural competencies into the human resource management system, corporate culture, and managerial decision-making processes is substantiated. The article examines the role of cultural values, norms, beliefs, and behavioral patterns in shaping management styles, leadership systems, and interpersonal communications in the international business environment. It is demonstrated that ignoring cultural differences can result in reduced management efficiency, increased conflicts, communication barriers, and lower labor productivity. Conversely, implementing a systematic approach to cross-cultural management promotes higher trust within the team, the development of teamwork, and the establishment of a favorable socio-psychological climate. Based on the conducted analysis, the components of an efficient cross-cultural management system have been identified, including the development of cross-cultural competence among managers and staff, the creation of an adaptive corporate culture, the enhancement of communication processes, and the use of training and development programs for intercultural interaction. It is substantiated that the implementation of such a system enhances the competitiveness of enterprises, contributes to their sustainable development, and facilitates adaptation to the conditions of the global market. The practical significance of the obtained results lies in the potential application of the proposed theoretical provisions and conclusions in the operations of enterprises that carry out or plan international activities, as well as in the process of developing human resource management strategies in an unstable external environment.
