Abstract: The article provides a theoretical rationale for managing Ukraine’s intellectual potential under extraordinary challenges caused by military aggression, taking into account the impact of internal and external population migration. According to the authors’ approach, intellectual potential should be viewed as a dynamic category that continuously changes under the influence of socioeconomic and institutional factors. The effects of internal and external migration on Ukraine’s intellectual potential are examined. It has been found that migration processes prompted by military aggression directly affect the dynamics of Ukraine’s intellectual potential. This effect is manifested across several parameters, encompassing quantitative, qualitative, spatial-territorial, and institutional aspects. It is noted that contemporary management of intellectual potential should be based on a set of principles that ensure its effective utilization and adaptation to new challenges. It has been noted that the main task of managing intellectual potential under emergency conditions is the timely identification of key risks and the application of effective tools to mitigate them. Strategic directions for the development of Ukraine’s intellectual potential and three main development time horizons have been identified: short-term, medium-term, and long-term, each with its own tasks, priorities, and expected outcomes. It has been concluded that Ukraine’s intellectual potential is a dynamic category that undergoes significant transformation under the influence of internal and external migration caused by military aggression. Internal and external migration simultaneously create risks of losing personnel and opportunities to establish new centers for science, education, and professional networks. Efficient management of intellectual potential requires a systematic, adaptive, and strategic approach that integrates territorial, social, and professional aspects. The implementation of such management mechanisms allows not only the preservation of existing resources but also stimulates their transformation in response to extraordinary challenges, enhancing the resilience of national science and education.
