Study of interconnection of financial and tax accounting of profit in Russia and abroad (p. 7 - 12)
The article analyses the degree of interconnection of financial and tax accounting of profit in Russia and some foreign countries – USA, France and Germany. The legal principle – common law or unified law – is taken as a criterion. The article shows that existence of the system of tax accounting by one tax (organisation profit tax) separately from the financial accounting in Russia from 2002 is not rational. At present Russia actively develops a variant of making financial accounting and tax accounting closer without a principal reconstruction of norms of tax legislation. Low level of interconnection of tax accounting and financial accounting is characteristic for the USA, which is one of the founders of the British-American (British-American-Dutch in interpretation of some authors) accounting model. The level of interconnection of norms of financial and tax accounting is rather high in France and Germany and the taxation policy of the theoretical base of the accounting system, which allows speaking about the French-German accounting model.

Socio-economic significance and characteristic features of pharmacy (p. 13 - 20)
The article considers main factors indicative of significance of the world pharmaceutical industry in the global economy. It shows the total volume of the world pharmaceutical market and regional structure of the world pharmaceutical production. It marks out the leading role of pharmacy in the world innovation and investment processes. It considers the contribution of the pharmaceutical industry in realisation of social functions and its economic impact on macro-economic indicators. It analyses specific features of the pharmaceutical market that are connected with social importance of pharmacy.

Formation of the mechanism of state regulation of the fuel and energy complex of a region (p. 21 - 27)
The goal of the article is theoretical substantiation of the process of formation of the mechanism of state regulation of the fuel and energy complex (FEC) of a Ukrainian region. The article studies specific features of formation of the mechanism of state regulation of the FEC of Ukraine and identifies conceptual provisions of this process. It develops the mechanism of state regulation of FEC, realisation of which would ensure stable, effective and system functioning of fuel and energy processes, which would be an effective support for economy of the country and its development. It analyses main principles, functions, forms, methods and means of state regulation of FEC. It offers and justifies regulatory and legal, organisational, information and financial and economic provisions of the mechanism of state regulation of FEC. The prospect of further studies is development of directions of improvement of the mechanism of state regulation of FEC of a region, especially this is applied to a proper identification of priorities of state regulation of FEC in the regional context and assessment of efficiency of activity of state bodies of authority.

Theoretical and methodological grounds of formation of the efficient system of higher education (p. 28 - 33)
The goal of the article lies in generalisation of the modern theoretical and methodological, methodical and instrumentation provision of building of efficient system of higher education. Analysis of literature on the problems of building educational systems shows that there is a theoretical and methodological and instrumentation level of study of this issue. The article considers a theoretical and methodological level of the study and specifies theories and philosophic schools, concepts, educational paradigms and scientific approaches used during formation of the educational paradigm. The article considers models of education and models and technologies of learning as instrumental provision. In the result of the analysis the article makes a conclusion that the humanistic paradigm, which is based on the competency building approach and which assumes the use of modern (innovation) technologies of learning, should be in the foundation of reformation of the system of higher education. The prospect of further studies in this directions is formation of competences of potential specialists (graduates of higher educational establishments) with consideration of requirements of employers and market in general.

Attraction of migration capital into investment activity in Ukraine (p. 34 - 40)
The article analyses volumes and structure of receipt of private money transfers into Ukraine. It shows that a significant part of money transfers is used for consumption, which testifies to the not used investment potential of the migration capital. It marks out main directions of measures on stimulation of investing money transfers of migrants into economy, namely: improvement of financial instruments for migrants, increase of financial literacy of migrants and members of their families; attraction of migrants to general investments into entrepreneurial activity; and support of individual entrepreneurship of migrants. The article considers foreign experience of the use of migrant funds as an investment resource. It determines the role of local and state bodies of authority, financial institutions, associations of migrants and other non-governmental organisations in the investment activity of migrants. It offers measures on attracting migration capital into economy.

Forecasting development of the network of highways with hard surface with consideration of competitive advantages (p. 41 - 50)
The article uses Lotka-Volterra equations to analyse competition between the highway and railway transportation networks and competitive ability of the network with the cement concrete and asphalt concrete road coverings. Modelling the process of development by the Lotka-Volterra equations lies in selection of parameters of the model in such a manner, so that model trajectories would be very similar to approximating trends by factual data. In accordance with the results of model forecasting of development of highway and railway networks the article makes a model forecasting of development of highway and railway networks by 2080. Within the framework of the Lotka-Volterra equations, the article conducts modelling of development of earth roads and roads with hard surface and studies competition between the roads with cement concrete and asphalt concrete road coverings (type 1), on the one hand, and road-mix and bituminous macadam roads (type 2). The article establishes that earth roads do not compete with the roads with hard surface, although this type of roads was viable in the post-war period due to its cheapness.

Economic sustainability of small construction enterprises of Ukraine: assessment, tendencies and prospects (p. 51 - 62)
The goal of the article is the study of economic sustainability of small construction enterprises of Ukraine on the basis of financial and economic indicators, which characterise financial, production and investment activity of enterprises. Having assessed dynamics of the ratios (liquidity, financial independence, profitability, labour productivity, wages, relation of the level of wages of workers to the average wage by all branches of economy, wear and tear of fixed assets, increase of floating assets and receivables, re-investment ratios and the share of gross capital investments in assets) the article identifies factors that negatively influence economic sustainability of both small construction enterprises and the whole construction industry. These factors are unprofitableness of analysed enterprises during a long period, significant reduction of sizes of own capital and fall of investment activity. Prospect of further studies in this direction is identification of macro-economic factors that influence economic sustainability of small construction enterprises.

Goals and priorities of socio-economic reforms with consideration of the current economic situation (p. 63 - 69)
The article defines goals and priorities of reforms in Ukraine with consideration of the current situation in economy and social sphere. It marks the necessity of changing strategic goals and giving realistic orientation to the process of reformation. The author marks the necessity of development of institutional grounds of state management, activation of internal reserves of development of socio-economic processes, development of science intensive technologies and innovation activity, development of the weighted socio-economic policy, refusal from the paternalistic model and consequent establishment of conditions for activation of possibilities of the population to solve their social problems independently. The article provides a strategic contour of participation of the state in achievement of goals of socio-economic development, which includes a strategic analysis and identification of goals, strategic and tactical levels of goal-setting, strategic control and regulation of socio-economic development.

Theoretical grounds of internal audit in the system of state financial control in Ukraine (p. 70 - 75)
The article considers modern directions of reformation of the system of state financial control connected with introduction of the state internal financial control. It considers economic essence of the state internal financial control in the context of its components. It justifies the place of the internal audit in the system of the state internal financial control in Ukraine. It considers existing definitions of internal audit in legislative acts. It generalises views of scientists on interpretation of the “internal audit” notion. It provides definitions united in approaches. It conducts a critical analysis of generalised approaches. It offers the authors’ view on the essence of internal audit in budget institutions, which has certain positive features compared to existing ones.

Problems of resource provision of international competitiveness of domestic industrial enterprises (p. 76 - 82)
The goal of the article is the study of problems of resource provision of international competitiveness of domestic industrial enterprises and identification of main ways of their solution. Generalising views of modern scientists on sources of competitive advantages of industrial enterprises the article makes an assumption that technological factors play the determining role in strengthening international competitiveness of domestic industrial enterprises. They, along with the intellectual ones, belong to the category of specific resources, availability of which provides an enterprise with sustainability of competitive advantages – both in ensuring high standards of production and in expanding possibilities of development of products in accordance with requirements of customers in the world markets. The article analyses dynamics and structure of innovation expenditures in the Ukrainian industry o, on the basis of which it makes a conclusion that they do not correspond with the tasks of technological development of enterprises. It states that one of the main reasons of the lack of correspondence is insufficient financial provision of processes of technological renovation, which makes it impossible to create and acquire of the most progressive technologies. It shows that the state should play an important role in financial support of processes of technological development of industrial enterprises through institutional instruments and regulators. The prospects of further studies in this direction is assessment of effectiveness of existing institutional regulators of innovation and investment processes and formation of recommendations on their improvement and development.

Strategic ways of economic development of agriculture in Ukraine (p. 83 - 88)
The article provides data with respect to the modern state and tendencies of development of the agrarian sector of Ukraine. The issue of the optimal size of an agricultural enterprise is discussed in the scientific literature. The world practice shows that competitive advantages of farms are achieved through their unification for creation of various partnerships and co-operatives, which operate on the unprofitable basis. Powerful industrial enterprises, financial, trading and service structures took advantage of absence of co-operatives and monopolised production of agricultural products, holding significant areas of agricultural land on lease. Today, ten biggest Ukrainian agro-holdings have more than three million hectares of land or 7.5% of all lands. Big capital, trying to maximise profit, is specialised, as a rule, in mono-production. The article shows main ways of strategic development of agriculture in Ukraine. Depending on the main form of farm management, there are two directions of further development of agro-industrial production: development of big agro-industrial formations (branch organisation of agro-industrial production and vertical integration in the agro-industrial complex (AIC)) or co-operatives (territorial organisation of agro-industrial production and horizontal integration in AIC). Depending on the way selected by the state, an organisational and economic mechanism is created. The article develops conceptual grounds of state regulation of AIC in the context of development of major agro-industrial formations and agricultural service co-operatives.

Economic expediency of production of composite materials made from metal nickel and super-hard materials and methods of its identification (p. 89 - 96)
The article considers a possibility of making composite materials from metal nickel and super-hard materials. It shows that such a product is available in the world market, but there is no information on technology of manufacture of such a product in open literature. It sets the issue of calculation of economic expediency and investment attractiveness of introduction of the said process into production, so that the methods of calculations would be clear for researchers who have no special education. The article provides a calculation of expediency and investment attractiveness of production of composite materials made from metal nickel and super-hard materials and offers methods of calculation.

Influence of activity of farms upon development of agro-social systems (p. 97 - 101)
The article analyses the modern state of economic activity of farms in Ukraine as one of organisational and legal forms of managing farms that produce commodity agricultural products or render services to agricultural enterprises. It conducts analysis of dynamics of agricultural lands used by farms, their production of crop and stock-raising products and level of their profitability. It shows main interdependencies between production activity of farms and number and qualification of personnel of farms. The analysis helped to identify main interconnections and interdependencies between production activity of farms and state of the social sphere of rural settlements. The article analyses the socio-reproduction function of agrarian relations, which directly and indirectly influences upon the system of reproduction processes in the farmers social environment. It justifies allocation of the socio-reproduction function of agrarian relations into a separate scientific direction of study of agro-social systems.

Assessment of the level of development of insurance of agricultural enterprises in Ukrainian regions (p. 102 - 110)
The article considers application of the taxonomic analysis for identifying the level of development of insurance of agricultural enterprises (in case of its voluntary form) in Ukrainian regions through calculation of the taxonomy ratio (development level ratio). On the basis of the conducted study the author identifies those regions of Ukraine where the level of development of insurance of agricultural enterprises, in particular, their agricultural products, is characterised with positive dynamics and those regions where the tariff policy of insurance companies needs to be reconsidered. That is why the article justifies a necessity of replacing the existing tariff policy of insurance companies with a more suitable for modern conditions of farming with the aim to ensure, on the one hand, organisation of efficient management of an insurance company and, on the other hand, taking into account interests and requirements of agricultural enterprises, which are reflected in insurance tariffs.

State-private partnership (SPP) in the sports industry of Russia (p. 111 - 119)
The article considers issues of financing infrastructure projects of the sports industry with the help of such an innovation mechanism, used for a number of decades in the whole world as state-private partnership (SPP). It pays a special attention to a characteristic of various SPP models (concessions, life cycle contracts, production sharing agreements, contracts, project financing agreements, etc.) and mechanisms of their application in various countries (USA, England, Italy, Spain, Portugal, France, SAR, etc.). The article describes experience of construction and realisation of sports projects in different Russian regions. The article speaks about the problems, faced by initiators and owners of SPP projects, of their realisation in Russia and the ways of solution of existing difficulties and analyses the draft Law on the State-Private Partnership in Russian Federation.

Budget management in the system of solving ecological contradictions of development of the national economy: territorial approach (p. 120 - 127)
The article analyses organisational and economic factors and forms a theoretical and methodical approach to budget management in the system of solving ecological contradictions of development of territorial systems of the national economy. The article justifies improvement of processes of managing budgets, directed at overcoming ecological contradictions, on the basis of conceptual provisions of the budgeting oriented at the result. It develops a scheme-model of the organisational and structural solution of ecological contradictions, with reinforcement of the integration role of the budgeting method, in the system of managing an administrative and territorial unit using example of the Sumy oblast. The offered theoretical and methodical approach to improvement of the budget management in the territorial and economic system allows development of principles of the on trust management in the field of ecological and economic relations and also activation of practical introduction of managerial instruments of consensual solution of ecologically caused conflict situations with application of specialised management-consulting activity.

Theoretical approaches to defining the aggregate financial potential of a country (p. 128 - 133)
The goal of the article is the study of theoretical approaches to defining the “potential”, “financial potential” and “aggregate financial potential of a country” notions and improvement of the definition of the aggregate financial potential of a country on the basis of critical analysis of existing approaches. Having analysed scientific works of many scientists the article considers and systemises various approaches to the “financial potential” notion. In the result of the study it identifies a new vector of theoretical grounds and dominating logic of functioning of the aggregate financial potential of a country. The article shows that the essence of functioning of the aggregate financial potential of a country is the capital in all its forms. It offers a definition of the aggregate financial potential of a country as the functioning of the aggregate of resources, reserves, means and results of activity as the capital, which ensure growth of cost, income, achievement of socio-economic effects and development of both individual subjects of economy and a country in whole in short-term and long-term prospects. The prospect of further studies in this direction is improvement of the grounds of analysis of the aggregate financial potential of a country for its efficient use in practice.

Genesis of cluster associations of enterprises (p. 134 - 142)
The goal of the article is the study of genesis of creation of cluster associations of enterprises. It considers genesis of cluster definitions. It shows and analyses components that define the “cluster” concept. Researchers from many countries offer a significant number of definitions of the “cluster” term specifically in the economic direction, but there is no single generally accepted definition as of today. This fact is the result of a significant diversity of cluster structures. The article conducts a comparative analysis of classifications of cluster associations of enterprises. It identifies advantages and shortcomings of the cluster approach both from the position of an enterprise and from the position of a regional economy administration. The article marks out specific features of the life cycle of cluster associations of enterprises, which consists of the preparatory stage and stage of commercialisation. Majority of studies consider the preparatory stage and the stage of commercialisation, which consists of the following stages: entering market with a common brand, growth, maturity and crisis – is, practically, not considered. Taking into account the fact that the main result of cluster activity is the synergetic effect from mutually beneficial co-operation and activity results facilitate ensuring competitiveness of cluster enterprises, regional and national economies, the author gives own definition of a cluster.

Role of information component in the system of storage and processing of grain (p. 143 - 148)
The article analyses the modern state of the existing system of obtaining information by the grain market subjects. The conducted analysis of the system of obtaining information by grain storing and processing enterprises shows that it does not meet modern requirements. The article reveals main shortcomings of the existing system: absence of trustworthy materials; shortage of the market and scientific and technical information of production purpose; the system functioning is based on outdated hard-copy technologies of collection, processing and distribution of information; contacts are not established, exchange of information with international and national centres of scientific, information and business activity is not arranged. The article justifies expediency of creation of a common information system of the grain market. It considers main provisions of the system concept of protection of information from unauthorised access in automated information systems and identifies four basic subsystems of the system of protection of information from the unauthorised access.

Formation of the mechanism of realisation of the logistics strategy of river ports (p. 149 - 155)
The article identifies the role of river ports in the logistical chain of supplies of the transportation system of Ukraine. It envisages to use the developed logistics strategy for creation of river logistics centres on the basis of river ports with a high level of logistical attractiveness, which would become organisers of cargo delivery at a certain stage of movement of goods and a connecting logistical link at the junction of transport elements of the system (systems of managing the process of transportation, information support, selection of optimal technological schemes of cargo treatment in the port and optimal interaction of adjacent types of transport), methods of management (organisational, economic, technical and technological, and legal), logistical principles and technologies, which would allow achievement of effective realisation of the logistics strategy of a river port. The article offers to create a separate commercial structure – information logistics centre, which would ensure information support of the logistical movement of goods and optimal managerial decision making.

The article analyses the world experience of introduction of the cluster model of activity of enterprises. It considers main prerequisites of creation and prospects of activity of clusters in light industry in Ukraine. It justifies application of the cluster approach in Ukraine, which is a necessary condition for revival of the domestic production, increase of efficiency of innovation development of regions and achievement of a high level of economic development and competitiveness. It provides proposals on improvement of the state policy of development of innovation clusters for increase of competitiveness of economy and ensuring entry of Ukraine into the circle of economically developed countries of the world.

Development of measures on increase of economic security of merger and acquisition transactions in Ukraine (p. 161 - 171)
The article shows the essence of merger and acquisition processes, characterises their types, analyses positive and negative consequences of these processes. It generalises main methods of assessment of effectiveness of merger and acquisition processes. It analyses dynamics, structure and effectiveness of activity of the banks with foreign capital in Ukraine. It offers measures on increase of effectiveness of regulation of merger and acquisition processes and develops an algorithm of assessment and analysis of the portfolio of bank products under conditions of consolidation of banking institutions.

Social competitive status of a country and means of its maintenance (p. 172 - 177)
The article describes the “social competitive status” category. It marks that competitiveness is more and more identified by society socialisation factors. It proves that the social competitive status is a characteristic of social competitiveness of the national economy and is ensured through achievement of such indicators as social security, development of the society, level and quality of life, level of correspondence of the potential of organisation of the “optimal” strategy of its development. The article shows positive and negative features of the international image of Ukraine. It offers a formula for calculation of the social competitive status. It characterises such categories as the “national brand”, “international image of the state” and “competitiveness of the nation” by definition of world organisations. It offers effects of ensuring and maintaining the social competitive status of a country, which influence formation of social competitive advantages of countries.

Ways of improvement of financial provision of industrial development (p. 178 - 183)
The article conducts the study of the state of financial provision of industrial development under modern conditions and justifies main ways of improvement and prospects of investment financing of technical development of the production potential. Classical theses and fundamental works of foreign and domestic scientists, statistical indicators and results of author’s studies of the problems of financing of technical development of industry became the methodological basis of the study. Using the conducted analysis of the state of financing the industrial development in Ukraine, potential sources of financial resources of development of the production potential (profit, depreciation, means of financial institutions and leasing), condition of the state financial support of technical development of the industrial sector and taking into account the modern experience of foreign countries, the article justifies main ways of improvement of the financial provision of industrial development. The proposed ways of improvement of financial provision of industrial development are based on: orientation at the modern model with attraction of all potential investment sources; state-private co-financing of investment projects of production development; de-centralisation of the state support through the use of various channels of support of the processes of industrial development; and formation of the market infrastructure of ensuring of financing of the innovation and investment process in industry.

Specific features of measuring the ecologically adjusted gross regional product (p. 184 - 191)
The article formulates a necessity of deepening and improvement of ecological and economic indicators and considers the existing indices and indicators of sustainable development. It conducts a comparative analysis of existing norms of calculation of the ecological tax and fees for environmental pollution. It marks main problems of nature management in Ukraine and their consequences, namely, negative impact on health of the population. It offers methods of measurement of the ecologically adjusted gross regional product (EGRP) on the basis of improvement of the cost method. It analyses dependence of the regional welfare on the state of environment with the help of measuring the EGRP of Ukrainian regions. It studies the pressure on Ukrainian regions by components: pollution of aquatic environment, atmospheric air, land resources and rates of waste formation. It conducts grouping of regions by EGRP per capita with specification of positive and negative dynamics of the indicator.

Diagnostics of intellectual potential of development of foreign economic activity of enterprises of the Kharkiv region for ensuring their competitiveness (p. 192 - 198)
The article studies the essence of the “intellectual potential” notion and establishes that one should understand intellectual potential as potential (not actualised at present) knowledge, information, experience of personnel, organisational abilities and information channels, which are used by an enterprise in its production and innovation activity for ensuring economic security and competitiveness. It shows that conditionally the intellectual potential of enterprise development could be divided into two main components: human potential and organisational potential. In order to ensure competitiveness of foreign economic activity (FEA) of enterprises, the article offers to diagnose the state of their intellectual potential of development. Moreover, the article offers to consider this procedure of diagnostics as a process of controlling the correspondence of the vector of development of intellectual potential of an enterprise in general and its components. The article develops conceptual provisions of diagnostics of the state of intellectual potential of enterprise development and conducts a diagnostics of the state of intellectual potential of enterprise development at enterprises of the real sector of economy, namely, at the engineering enterprises of the Kharkiv region, which are engaged in foreign economic activity. The article calculates an integral indicator of the state of intellectual potential of development of FEA of enterprises of the Kharkiv region.

Generalised analysis of the potential of an enterprise as a function of environmental parameters (theoretical approach) (p. 199 - 207)
Within the frameworks of the author’s concept of the potential of an enterprise as the ability to conduct its immanently appropriate activity and also the idea of presentation of the size of the potential in the form of potential function from parameters of the state of an enterprise and foreign economic environment the article develops a scientific and methodical approach to construction and analysis of the potential function of an enterprise. The offered approach envisages building an economic and mathematical model of an enterprise of the optimisation type with consideration of environmental factors, determination of the size of economic potential as a maximum possible (optimal) with the set condition of an enterprise and external environment of net income, statistical test of the model with possible values of external parameters (formation of statistical sampling of the graph of the potential function of an enterprise) and application of statistical methods including methods of correlation, factor and regression analysis, for the study of its properties. Operability of this approach is shown on the example of the study of properties of the potential function of a model enterprise. In the course of approbation the article demonstrates its ability to reveal specific features of impact of external factors on economic potential of an enterprise; establishes, as a common regularity, differential influence of various environmental factors, caused not only by the nature of these factors, but also production and economic specific features and specific state of an enterprise. The article shows that the quantitative values of the force of influence of the said factors upon the value of economic potential, obtained during statistical analysis of the potential function of an enterprise, could serve as an instrument of ranking these factors by the priority level in the goal setting tasks at the stage of formation of the strategy of enterprise development in general and increase of their potential in particular.

Problems of assessment of efficiency of managing corporate rights in joint stock companies (p. 208 - 213)
The goal of the article lies in identification of specific features of formation, implementation and practical use of the balanced scorecard of efficiency of managing corporate rights in domestic joint stock companies. Complexity of formation of the balanced scorecard of efficiency of managing property of shareholders is due to a necessity of ensuring deliberateness of the combination of financial and non-financial indicators for formalisation of managerial goals, establishment of a connection between financial parameters and operation indicators of enterprise activity and also attempt to determine the whole cost of an enterprise, which would be adequate to the market value of its assets. Taking into account the above, the article defines efficiency of managing shares of the joint stock as the degree of correlation between the goal, regulatory set functions, managerial actions and results of execution of managerial duties by managers. Prospect of further studies in this direction is development of methodical basis of formation and functioning of the balanced scorecard of efficiency of the use of shares of corporate rights in a joint stock company.

Diagnostics of the ability of the management-leader to interact efficiently (p. 214 - 220)
The article is devoted to the issue of diagnostics of ability of a manager-leader to interact efficiently. It conducts a theoretical analysis of a list of qualities of an efficient manager and leader. It specifies the qualities that provide the manager’s ability to conduct efficient social interaction. They include organisational qualities and social perception. The article offers methods of their diagnostics, namely: “Psychological assessment of organisational abilities of a person in a group” and “Diagnostics of perceptive and interactive competence”. Approbation of these methods at five enterprises of the Kharkiv region showed that the level of development of organisational qualities and perceptive and interactive competence of managers is average. The article proves that managers of Ukrainian enterprises not yet ready to be also leaders to their personnel. The article offers to develop ability of a manager-leader to interact efficiently through obtaining new information about specific features of manager’s interaction with other people, re-thinking of own self and own behaviour, structuring new forms of behaviour and regulation of inter-personal interaction and securing positive experience under conventional situations of managerial interaction with the help of trainings.

The goal of the article lies in formation of a paradigm (sample) of universal methods of creation of functionally developed management systems of special purpose of industrial enterprises and production associations and their use when planning and introducing the subsystem of accounting and analytical support. Analysing, systemising and generalising scientific works of many economists, the article describes ways of solution of the problem of organisation of works on planning and introducing the accounting function at industrial enterprises and in production associations – individual planning, increase of a number of organisations that plan functionally developed accounting subsystem and training of relevant specialists. In the result of the study the article realises an important direction of development in improvement of organisation of accounting and economic and analytical support at industrial enterprises and in production associations based on uniformity of project decisions on the subsystem of the accounting and analytical support and functional development of the process of its creation. The issue of organisation of the calculation process while planning and introducing the accounting function in functionally developed management systems of special purpose of industrial enterprises and production associations is of special urgency among the prospects of further studies in this direction. Further development of accounting can result in replacement of traditional accounting with functionally developed subsystem of accounting and analytical support with intensive use of the concept of methodologically justified paradigmatic approach.

Transaction component of exogenous factors of influence upon employment under conditions of globalisation of economy (p. 227 - 232)
The goal of the article lies in identification of influence of globalisation upon efficiency of financial and loan instruments that ensure regulation and stimulation of employment and the role of transaction costs in these processes. To achieve the goal, the article shows how globalisation processes, which take place in the sphere of the financial sector, influence the real economy and employment of the population, identifies positive and negative sides of this influence. The article conducts analysis of causes and effects of the financial and economic crisis from the point of view of the theory of transaction costs, in the process of which the role of specific types of these costs in the processes that took place was ascertained. In the course of the study the article reveals negative influence of the growing disproportion between the public and private transaction costs of the risks of financial and economic instability, especially in the countries with the transformation economy, and justifies the necessity of stabilising mechanisms of the international financial market with the aim of elimination of the marked transaction disproportions such as introduction of a special tax on financial transactions or establishment of the double currency course: less flexible – for servicing trading operations, and more flexible – for regulation of financial flows. Studies of negative effects of integration processes allowed formation of directions of the state policy, which would prevent dangerous consequences of interference of the foreign capital with the financial sector and would protect the Ukrainian labour market from influence of negative effects of integration processes.

Theory of social organisations as the methodological basis of economic management of an enterprise (p. 233 - 238)
The article provides the author’s interpretation of the “economic management of an enterprise” notion, which is offered to be considered as an integrating and co-ordinating type of management, the main goal of which is ensuring long-term viability of an enterprise. The article considers genesis of organisational theories with respect to necessity, principles, rules, recommendations and procedures of managerial activity. It justifies expediency of formation of the methodological base of economic management of an enterprise on the basis of use of the problem theory of social organisations of V. I. Franchuk. The article describes the author’s concept of the essential characteristics and the process of organisation of economic management of an enterprise. It justifies a necessity of replenishment of classical management functions with three new functions: problem management, development and economic security (risk tolerance). It characterises principles and organisation of functioning of the “social mechanism”, which should be envisaged in the system of economic management of an enterprise.

Organisational culture as a socio-economic phenomenon in the context of the modern management paradigm (p. 239 - 246)
The article studies cognitive component of the “organisational culture” category and marks our three groups of approaches to the aspect description of the studied category: aspects of the organisational culture formed by the control system; aspects of the organisational culture inherent in the controlled system; and universal aspects inherent in both control and controlled systems. The article provides the authors’ definition of the organisational culture as a complex element of the internal environment of the organisation that has certain phenomenological properties (synergy, dynamics, uniqueness, adaptability, mentality, hierarchy, aggregation, communicativeness and sociality); integrating spiritual, material, static and procedural elements with the aim of formation of a single management philosophy for ensuring external adaptation and efficient functioning of an enterprise. The article establishes the role and place of the organisational culture as a socio-economic phenomenon in the context of the modern management paradigm through specification of prerequisites of formation and development of the neo-classical concept of the organisational culture; features of the modern management paradigm; phenomenological properties of the culture; factors of influence upon the organisational culture and tendencies of development of the phenomenon of the national organisational culture.

Essence and criteria of identification of an economic object (p. 247 - 253)
The article is devoted to the problem of marking out economic objects among other objects of reality. The methodological grounds of the study is formed on the basis of close interlacing of two directions of development of the modern economic methodology: logical and cognitive (synthesis of psycho-physiology, philosophy and economy) and socio-constructivistic (synthesis of economy and other spheres of public life). Using the cause-effect method the article analyses the essence of the economic category “economic object” and interconnection of this category with such categories as “economic subject” and “economic unit”. The article identifies key features of economic activity. It forms necessary criteria of identification of a fragment of reality as economic object and specifies two levels of economic objects in the modern world economy. The offered approach to consideration of an economic object plays the role of a prerequisite of creation of a paradigm of the universal synthesis when economy is considered as an organic part of reality.

Managing institutional dynamics: generalisation of modern approaches (p. 254 - 260)
The article presents a critical analysis and systematisation of modern approaches to state management of development of institutional structures. It identifies the most popular approaches to management of institutional dynamics: implantations or shock therapy, import (transplantation) and its modifications (institutional experimenting and building intermediary institutions), growing institutions and modification (elevation and cultivation) and influence upon external factors of institution development. The article builds structural and logical schemes to each approach and identifies main shortcomings and restrictions of their application. It justifies prospectiveness and universality of the theory of priority of external factors in re-formation of socio-economic institutions. It offers a direction of further scientific studies on development of a specific methodology of re-formation of a specific institution on the basis of a selected and justified common strategy.

Problems and prospects of modern methods of business analysis in the process of assessment of solvency of borrowers (p. 261 - 266)
The goal of the article is a comparative analysis of modern methods of business analysis in the process of assessment of solvency of borrowers of Ukrainian commercial banks, study of prospects and problems of the use of methods in the credit process. In the result of the study the article systemises and considers the conduct of the credit process of Ukrainian commercial banks. It becomes clear from result of the study that it is impossible to obtain a single assessment of solvency of a borrower with generalisation of numerical and non-numerical data. Assessment of qualified analysts is required for a justified assessment of solvency apart from information represented in numbers. Improvement of approaches to assessment of solvency of borrowers and adaptation of the existing foreign experience in this field to specific features of formation of solvency of Ukrainian borrowers are important tasks for the Ukrainian banking system. Prospects of further studies in this direction are establishment of importance of the conduct of business analysis and its key role in assessment of solvency of borrowers as a main instrument of minimisation of the credit risk. Improvement of this sphere of analytical work in Ukrainian banks should be carried out in the following main directions: study and analysis of qualitative indicators of business activity; analysis of main sections of the business plan; expansion of the composition of indicators of the financial analysis for obtaining information; conduct of analysis of possible sources of repayment of loan liabilities; and active use of analysis of cash flows of an enterprise.

Theoretical and applied aspects of use of the balanced scorecard in bank management (p. 267 - 273)
The article analyses directions of use of the balanced scorecard (BS) for managing bank activity. It systemises strategic goals within financial, client and process sub-systems and BS personnel sub-system. It generalises advantages of BS integration into the process of bank management. It offers distribution of functions of the strategic map as a BS instrument depending on the stages of its formation and use. In order to increase efficiency of introduction of strategic maps, the article justifies allocation of each of the formulated functions. It considers specific features of the process of BS cascading on different levels of bank management and the role of personnel in realisation of the strategy.

Problems of periodisation of transformation of financial behaviour of households in the market of financial services of Ukraine (p. 274 - 281)
The goal of this article is justification of transformation of financial behaviour of households within the proposed periodisation of formation and development of the economic system and financial markets of Ukraine. The article conducts analysis of existing periodisations of the national financial market, reveals their advantages and disadvantages and offers own periodisation of establishment and development of the market of financial services. In the process of the study the article proves that changes that take place in the economy directly influence mentality and financial behaviour of households. Deliberate, active or inertial behaviour of households, in its turn, forms both increase and reduction of market demand on several financial services. Prospective directions of further studies are development of indicators of financial behaviour of households under modern conditions and construction of models that would allow formation of behavioural clusters. To do this it is necessary to analyse foreign experience of management of financial potential of households with the aim to detect existing mechanisms of activation of their financial activity and to develop new effective ones.

Statistical assessment of quality of credit activity of Ukrainian banks (p. 282 - 288)
The article conducts an economic and statistical analysis of the modern state of credit activity of Ukrainian banks and main tendencies of its development. It justifies urgency of the statistical study of credit activity of banks. It offers a complex system of assessment of bank lending at two levels: the level of the banking system and the level of an individual bank. The use of the system analysis allows reflection of interconnection between effectiveness of functioning of the banking system and quality of the credit portfolio. The article considers main aspects of management of quality of the credit portfolio – level of troubled debt and credit risk. The article touches the problem of adequate quantitative assessment of troubled loans in the credit portfolios of banks, since the methodologies of its calculation used by the National Bank of Ukraine and international rating agencies are quite different. The article presents a system of methods of management of credit risk, both theoretically and providing specific examples, in the context of prevention of occurrence of risk situations or elimination of their consequences.

Practice of formation of cognitive competence of a future manager (p. 289 - 300)
The article justifies a necessity of introduction of a cognitive component, which creates prerequisites of mastering technologies of generation of new knowledge by a graduate with the use of own original schemes and skills, into the system of competences that are formed by the higher school. The article shows the process of formation of the graduate’s cognitive competence in the form of a succession of such its getting more complicated variants as educational, educational and cognitive, intellectual and cognitive, research, and scientific and research. The article provides such elements as the goal, result, assessment criteria and the nature of pedagogical accompaniment in each variant of the structural and logic model of cognitive activity. It provides real examples of results of formation of educational competence taken from the disciplines of the curriculum of training managers. It identifies the final goal of the new technology of the educational process – formation of ability of a student on the basis of analysis of publications and practical experience to detect a new problem, draw up a gnoseological and ontological picture of the world that facilitate development of a constructive mechanism of its collective study, formulate hypotheses, find and realise methods of their examination and identify novelty of the obtained results.

Mechanism of realisation of state-private entrepreneurship in the social sphere of the Russian Federation (p. 301 - 306)
The article states that the socio-economic development of a region rests on the higher-than-anticipated growth of its infrastructure. Formation of the social infrastructure of a region is based on practical realisation of social priorities directed at a higher satisfaction of needs of the population in social services. One of the mechanisms in development of social infrastructure is the state-private partnership. The article provides theoretical and methodical aspects of development of instruments of managing investment activity in Russian regions and levelling of territorial heterogeneity of availability of social objects on the basis of use of the state-private partnership (SPP). The article conducts assessment of possibilities of use of SPP models in the social sphere, regional economy and management of state property.

Factor analysis of perception of the compensatory policy as fair by workers (p. 307 - 313)
The goal of the article is the study of the essence of the “fair compensatory policy” notion and analysis of factors that influence perception of the compensatory policy as fair by workers. The article formulates conceptual provisions that reveal the essence of the “fair compensatory policy” notion. In the result of the study the article assesses impact on the effective feature “the level of perception of the system of remuneration of labour as fair by employed workers” of such factor features as the level of satisfaction of the worker with the size of remuneration, level of transparency of the system of remuneration of labour, level of dependence of remuneration on complexity of works and duties, and the level of dependence of remuneration on individual results of labour. The article builds a regression model of dependence of the effective feature on factor features. It establishes that only when at least three parameters of the model are positive, the worker can perceive the system of remuneration of labour as fair. Moreover, such a situation is possible also in case of dissatisfaction of the worker with the size of his or her remuneration. Further studies should be directed at development of proposals on planning various components of the aggregate remuneration from the point of view of ensuring social fairness of the compensatory policy.

The problem of ensuring efficiency of internal control in a budget institution and directions of its solution (p. 314 - 320)
The article analyses the problem of ensuring efficient and legitimate functioning of the system of state finance in Ukraine. It justifies a necessity of introduction of internal control into budget institutions, which conforms with the Concept of Development of State Internal Financial Control in Ukraine. It identifies tasks of internal control in budget institutions. It identifies general and special criteria of assessment of efficiency of internal control in budget institutions. It offers directions of ensuring efficiency of internal control in Ukraine. Its scientific novelty lies in identification of tasks of internal control in a budget institution and proposed directions of ensuring efficiency of internal control into budget institutions. Practical significance is in a possibility of application of the author’s conclusion in practical activity of managers of budget funds with the aim to organise efficient internal control.

Application of system dynamics for assessment of changes of the level of stock after introduction of ERP systems (p. 321 - 329)
Application of information management system is an important element of ensuring business effectiveness for any modern enterprise. However, the permanent growth of the cost of such systems requires application of new approaches to assessment of influence of complex information systems upon the level of stock. The article describes a structure of the model and specifically those elements that allow assessment of reduction of delays connected with automation. It offers to assess a change of the stock level with the use of methods of system dynamics. The results are based on imitation experiments of the stock level in the production and sales system with the use of the AnyLogic software system.

Econometric modelling of enterprise financial activity (p. 330 - 337)
The article considers specific features of application of vector auto-regression technologies and models of error correcting in the study of strategic financial position of an enterprise. It offers an algorithm of selection of the method of forecasting interconnected financial indicators. It develops dynamic systems of indicators of external and internal financial environment of an enterprise. The obtained results could be used in strategic management of the enterprise financial activity.

Model instruments of effective segmentation of the fast food market (p. 338 - 344)
The article presents results of optimisation step-type calculations of economic effectiveness of promotion of fast food with consideration of key parameters of assessment of efficiency of the marketing strategy of segmentation. The article justifies development of a mathematical model on the bases of 3D-presentations and three-dimensional system of management variables. The modern applied mathematical packages allow formation not only of one-dimensional and two-dimensional arrays and analyse links of variables, but also of three-dimensional, besides, the more links and parameters are taken into account, the more adequate and adaptive are results of modelling and, as a result, more informative and strategically valuable. The article shows modelling possibilities that allow taking into account strategies and reactions on formation of the marketing strategy under conditions of entering the fast food market segments.

Modelling a duopoly market of the day-to-day goods (p. 345 - 352)
Management of competitiveness of a production enterprise is directly connected with issues of formation of competitive strategies, which requires a thorough analysis of those components of the enterprise activity, which could become the basis of formation and strengthening of stable competitive advantages. The existing models do not take into account the market infrastructure and, that is why, not quite suitable for being used in the practical activity of a firm in a competitive market. The article develops dynamic models of quantitative and pricing duopolies, which describe activity of firms, which deal with production, storing and selling day-to-day goods. The models allow taking into account interdependence of the current state of the market and current production facilities of enterprises. The proposed models give a possibility of a purposeful selection of strategic behaviour of duopolists. The conducted analysis of strategies of competitive firms revealed significant influence of market characteristics upon results of economic activity of firms.

Simulation cobweb model of price formation with delayed supply (p. 352 - 358)
The article presents a simulation cobweb model of price formation with delayed supply. It considers cases with absence and availability of random factors. Randomness is presented in the model as a concept of games with nature with the use of Markov chains. The article studies activity of the retail link in the described environment.

Modelling borders of expediency of use of money funds for ensuring efficiency of marketing activity of industrial enterprises (p. 359 - 364)
The article offers improvement of methods of determining the limit exceeding which additional attraction of money funds does not ensure efficiency of marketing activity. These methods are based on the use of theoretical approach based on analysis of change of marginal utility. This approach lies in: 1) the use of the correlation-regression analysis of dependency of change of indicators of efficiency of enterprise activity on change of the volume of resources (money funds) directed at conduct of marketing activity; and 2) determination of first derivatives (extreme values, if possible) of relevant functions. Practical use of the offered methods allows determination of the maximum volume of investments into the marketing activity required for ensuring its efficiency.
