Abstract:
The development of Ukrainian society in the context of modern challenges and threats necessitates the adaptation of the country’s regions and territories to changing conditions of existence and viability, requiring the search for more efficient approaches to public management of spatial development based on the principles of openness and safety of functioning. The search for ways to solve previously accumulated and currently arising problems, which have the character of desired safety and sustainability, under modern conditions motivates civil society to develop and requires the adoption of innovative, original, and efficient solutions. Currently, as Ukraine needs to overcome the global consequences of the impact of the prolonged war in all spheres of life of its regions and territories, most of the associated problems require the search for innovative ideas and the adoption of appropriate management decisions based on the use of systemic, problem-oriented, and territorially-oriented approaches, where the analysis and assessment of existing threats, in particular by types and levels, serve as a stimulus for organizing the process of developing, adopting, and implementing priorities and directions of territorial governance policy, while identifying the essence and causes of these threats is the basis for their prevention and overcoming. The aim of the article is to study the theoretical and practical aspects of forming organizational and methodological support for the identification and assessment of threats to regional (territorial) development, taking into account their impact on the livelihoods of territories and the functionality of socioeconomic spheres, in the context of influencing the formation of relevant managerial decisions and the choice of efficient tools for their prevention and overcoming. The materials of the article substantiate the phased use of organizational and methodological support for forming a database of threats to regions and territories based on grouping by type, taking into account their impact on the livelihoods of territories and the functionality of socioeconomic spheres; the differentiation of regions and territories according to the priority of threats (by the spheres of their impact, by types and levels); and the formation of managerial decisions based on determining directions and tools for the prevention and overcoming of such threats. The results of this study allow identifying the main and most relevant types of threats characteristic of the development of regions and territories in Ukraine, and subsequently using this information in the process of forming priorities for regional (territorial) policy and developing necessary decisions at all levels of public administration.
