Abstract:
The aim of the article is to identify important internal resources for ensuring the resilience and development of critical infrastructure enterprises and to adapt an economic-mathematical approach to improve the management system of resilience and development processes of CI enterprises. The study reveals the following theses. First, there are currently many negative factors affecting the functioning, resilience, and development of critical infrastructure enterprises, impacting performance indicators and internal resources. Second, despite numerous negative factors, domestic enterprises/assets/critical infrastructure facilities strive to operate efficiently under any conditions. The study examines the financial condition and performance results of domestic enterprises, a significant part of which belong to critical infrastructure facilities. A set of resources has been identified that we consider crucial for ensuring the resilience and development of critical infrastructure enterprises. These resources are defined as financial, human, technical-technological, and informational. An economic-mathematical approach has also been adapted, including a certain set of resources, to improve the management system of resilience and development processes of critical infrastructure enterprises. The efficiency of resources in critical infrastructure enterprises should be aimed at increasing the resilience of the enterprise itself, minimizing the impact of crisis / risk factors, ensuring the continuity of economic processes, and creating a foundation for ensuring sustainability and long-term development even under conditions of instability. The use of the proposed economic-mathematical approach to improving the management system of resilience and development processes of critical infrastructure enterprises will allow increasing the resilience and overall productivity of enterprises, the reliability and stability of their operation, and the efficient allocation of resources. The prospects for further research may include taking into account and assessing the innovative resource – the cognitive resilience of management systems as the system’s ability to adapt decisions based on streaming analytics under conditions of uncertainty.
