Abstract:
The article aims to substantiate a methodological approach to assessing the efficiency of creation of industrial park (IP)in a country. The scientific approaches to IP efficiency assessment are systematized, covering economic, institutional and spatial dimensions: the classical approach, grounded in agglomeration-effects and cluster-development theory; the institutional strand, which emphasizes park-management quality; and the approach of domestic scholars focused on implementation barriers of Ukraine's IP reform. International practices for evaluating IPs and eco-industrial parks (EIPs) are analyzed, including the International EIP Framework (UNIDO, World Bank, GIZ), India?s Industrial Park Rating System (IPRS 3.0), China?s hierarchical standards system together with standard HJ 274-2015, and the OECD?s place-based policy approach. It is found that Ukraine?s open information base on IPs is predominantly registration-declarative in nature, which precludes direct application of comprehensive international methodologies. On this basis, an original assessingthe efficiency of creation of IPis proposed, structured as an additive convolution model of seven weighted components (logistics, energy resources, site type, management company, anchor enterprise, specialization, security), adapted to the available information base and to the current priorities of the State policyduring the wartime.
