Efficiency of Mechanisms for Ensuring Financial Stability in Developed Countries (p. 6 - 14)
The aim of the article is to identify relationships between the monetary policy and long-term financial stability. The main method of the study is retrospective analysis of macroeconomic and financial performance of the United States and other developed countries. It has been shown that neither Neo-Keynesian nor monetarist approaches are able to provide long-term financial stability under simultaneous low levels of volatility of GDP and inflation. In addition, the policy of inflation targeting in developed countries is not able to eliminate the risk of significant macro-economic recessions. The article states that the cause of the recessions is a systemic risk growth due to concentration of financial resources in the banking sector and in the hands of owners of non-financial corporations. This concentration has two effects: 1) growth of moral hazard at crediting; 2) decrease in the effective demand on the part of households. Redistribution of financial resources among different macro-economic groups of agents does not happen in a short period of time and is a result of the long-term monetary policy. Since the modern economic statistics has certain methodological problems with calculation of the Gini coefficient, such indicator as a share of wages in GDP is proposed in the article for studying the dynamics of uneven distribution of financial resources in the United States. The conducted retrospective analysis of the US monetary policy showed that an important system indicator of uniformity of financial resources distribution among macroeconomic agents falls out of sight of regulators. Distribution of macroeconomic risks depends on distribution of financial resources in the system, which determines its financial stability. The article justifies the need for developing the monetary policy methods that would simultaneously minimize the volatility of the GDP, inflation and maintain a uniform distribution of financial resources at an acceptable level.

Current Transformations of the Eurozone Financial and Institutional Space (p. 15 - 23)
The article presents the results of studying the processes of reforming the financial and institutional space of the eurozone, which in the long run creates the foundation for basic changes, which will result in not just a post-crisis “restart” of the system of financial institutions, but the creation of new mechanisms of liquidity circulation and in view of this the restructuring of the current model of investment process from mainly the banking into the market (stock) one. On the basis of the analysis of the credit cooperation between banking institutions of the eurozone and the real sector there made conclusions about the limited effectiveness of the current model of investment support due to the inability of the dominant financial institutions (banks) to enable economic recovery under conditions of the gap between the complementary interaction of banking institutions and the real sector of the economy. The paper justifies that the gap between the complementarity of the banking system and the real sector emerged also in connection with the formation of the negative in the general economic context complementarity of the state and the banking sector, which greatly distorts the competitive foundations of the European financial and institutional space, contributes to the banking lobby, hinders the process of reforming the banking space, which will be of limited effectiveness in the future.

Fiscal Equalization in the System of Financial Support of Ukraine’s Regions: the Current State and Vector of Development (p. 24 - 30)
The peculiarities in the functioning of the current system of inter-budget relations in Ukraine from the perspective of its impact on the regional development have been disclosed. The instruments of implementing fiscal equalization are analyzed, the functioning structure of inter-budget transfers in Ukraine is presented, its characteristics are given. The study demonstrates that the domestic financial equalization system is unable to perform its functions. The conducted analysis of the dynamics and structure of inter-budget transfers made it possible to identify a number of shortcomings in the sphere of inter-budget relations: the excessive centralization of financial resources of regions and their transfer dependence; the imbalances and low revenue capacity of local budgets; the imperfect mechanisms for calculating transfers and terms of transferring, etc. It is noted that in the process of implementing the budgetary policy of the regions, it is advisable to pay more attention to forms of budget support and methods of budgetary regulation.

Financial Support of the Forestry Complex Development Priorities: Diversification of Forms and Means (p. 31 - 39)
It is found that at the present stage the funding of the forestry complex development priorities occurs in the following forms: 1) the budget financing of reforestation; 2) financial support of forestry and forest protection projects with the use of funds raised by public and private entities of forest entrepreneurship on the basis of self-financing activities; 3) the receiving of financial resources by forestry entrepreneurship entities as a result of compensation of losses in forestry production; 4) the financing of environmental protection measures relating to reproduction of the forest resource potential due to the environmental tax and the rent. There identified main negative factors affecting financial activities of permanent forest users — state forestry enterprises, which include: the lack of a mechanism of rational use of the forest resources export potential caused by the insignificant proportion of products with a high share of added value; a latent character of the mechanism for stimulating deep timber processing; underdeveloped mechanisms of regulating the flow of forest rents from the forestry to the timber processing segment of the forest-based sector. There improved theoretical and methodological approaches to diversification of forms and means of funding the development priorities of the forest-based sector, which involve raising the level of concentration of the investment potential of forestry and timber processing subdivisions of the territorial and forestry complex through forming integrated business associations of the holding and cluster type; separating the timber processing from forestry, which will ensure the equal level of access for timber processing businesses of different forms of ownership to unprocessed timber and will contribute to increasing the level of capitalization of forest and forestry assets; extension of the specification of forestry and forest protection activities, which will improve the efficiency of using the non-resource potential of the forest, logging waste, timber processing wastes and provide an increase in volumes of the funding of forestry production, including those based on public-private partnership agreements.

The Analysis of the Impact of Globalization on Employment in Ukraine (p. 40 - 45)
The aim of the article is analyzing the impact of globalization on employment in Ukraine and studying foreign experience in regulation of the labor market under conditions of globalization. The theoretical aspects of employment of population at the stage of market transformation of economy have been analyzed. The comprehensive analysis of the current state of employment in Ukraine has been conducted. The dynamics of the main indicators of employment of population and labor migration has been considered and analyzed. The shortcomings in the mechanism of employment regulation are revealed and measures to overcome them on the basis of the positive experience of developed countries are proposed. The necessity of adapting the foreign experience to the Ukrainian realities and the possibility of its use in the national territory is justified. The main tasks of the state policy on regulating the employment of Ukraine’s population under conditions of globalization are presented.

The Necessity and Basic Directions of Improving the Procedure for the Formation and Use of the Resource Potential of Health Care in Ukraine (p. 46 - 52)
The aim of the article is to determine the status and main problems of the resource provision of Ukraine’s health care system and identify the most appropriate and relevant directions of improving the procedure for its formation and use in the context of the current social and economic transformations. The study considers indicators characterizing the status of funding expenditures on the functioning of the health system for the past 4 years, the plan for the current year and the forecast for the following one. This made it possible to make a conclusion about the budget model and residual principle of funding the branch; the insufficient amount of expenditures on health care; the inefficiency, illegality and irrationality of their implementation by the existing network of health care institutions; the low level of the state and regional control over the resource potential of Ukraine’s health care system. To overcome these negative trends and ensure the health system reform in accordance with the Strategy for Sustainable Development “Ukraine – 2020”, there considered a mechanism of state control over resources provision of the health care system, the implementation of which will improve the quality of health of the population, provide full access to health services, increase the level of funding and efficiency of using the resource potential of the health care system. There also proposed a number of measures which, in the authors’ opinion, will create sufficient conditions for improving the procedure of forming and using the branch resource potential. Prospects for further research are developing a mechanism for attracting additional sources to the branch funding, studying and adapting experience of leading countries of the world in reforming the health system, improving the classification of financial resources of health care institutions.

The State Regulation and Accounting and Analytical Support of the Development of E-Commerce in the Consumer Sector (p. 53 - 59)
The aim of the article is to study the theoretical and methodological principles of the state regulation and accounting and analytical support of the development of e-commerce in the consumer sector. The peculiarities of the state regulation and accounting and analytical support of the development of e-commerce in the consumer sector have been considered. The international and domestic experience in the field of regulatory support of e-commerce is studied. There systematized the ways of solving the problems of e-commerce in Ukraine based on the need to minimize the direct regulation with the perfection of the institutional environment to improve business conditions including the issues of the fiscal regime and simplification of the customs tariff regulation. The state regulation of e-commerce should constructively contribute to the development of entrepreneurship among other measures by solving the problem of financial control of electronic transactions and supporting the payment infrastructure of e-commerce in the consumer market on the basis of its corresponding accounting and analytical support. Prospects of further research in this direction are definition of a clear and harmonized with international standards state policy in the sphere of regulation of e-commerce in the consumer market on the basis of the relevant accounting and analytical support, since the appearance of new objects and forms of economic activity sets new tasks for the accounting, which develops in parallel with these changes and generates information for managing at both the micro and macro level.

The Current State of Public Finances in Ukraine: Priorities, Strategy and Risks (p. 60 - 67)
The aim of the article is to study the current state of public finances in Ukraine, define the problems hindering the stabilization of the macroeconomic situation in the country and elaborate strategies for achieving the economic development by determining its three components. The current macroeconomic situation in the country is analyzed; the basic indicators of sustainability of public finances are determined. It has been found that the low level of economic development in the coming years will be the key factor weakening the sustainability of public finances in the country. In this regard recommendations on the ways of reforming the system of public finances are given. There justified concrete measures on their implementation taking into account the actualization of the new challenges that have arisen before Ukraine. In the course of the study there proved the relevance of the system transformations in the fiscal and monetary policy of the government; the need to modernize production facilities and introduce new technologies, the increase of investments in innovations at the micro level in order to restore the national economy, which in the future will increase the possibilities of the budget and allow the country to repay debts.

Organizational-Economic Aspects of the Implementation of International Standards for Safety of Maritime Navigation (p. 68 - 73)
The aim of the article is to study issues and problems of the implementation of new safety standards for international maritime navigation. The causes of the need for establishment of an international institution that will ensure control over the safety of merchant shipping by the port state have been studied. There has been defined the principles of work and organizational mechanism for port state control provided by the Paris Memorandum of Understanding in general and the Black Sea Memorandum in particular. The basic criteria for the ranking of the flag state in accordance with the condition of vessels registered in them, by the degree of their correspondence to the requirements of safe navigation have been identified. The basic criteria for inspections of compliance with the Memorandum of Understanding and those most commonly applied in international navigation and inspections of Ukrainian shipping companies have been determined. The necessity of creating conditions for Ukrainian ship owners to promote the modernization of vessels with respect to safety of the environment and paying special attention to compliance of the conditions of work and rest of seafarers with international standards has been justified.

Macrofinancial Indicators in the Economic Strategy of the State (p. 74 - 80)
The aim of the article is to study the effectiveness of the set strategic objectives of the state and the fact of their implementation. On the basis of the analysis and systematization of the existing practical and theoretical framework the place and the importance of macrofinancial indicators in the public finance management system has been determined. The definition of MFI in the broad and narrow sense is suggested. In the broad sense it is a quantitative measure assessing the condition of public finances at the moment of decision-making and reflecting the results of its impact on achieving the objectives of the state financial policy. The narrow sense reduces it to understanding the indicator as the one adapted for the purposes of specific analysis. The experience of previous strategies of the administrative apparatus is studied. On the basis of analyzing the priority macrofinancial indicators the assessment of current practices of implementing the state economic strategy has been carried out. The study found a discrepancy between the objectives set by the Strategy for Sustainable Development “Ukraine – 2020” with the real situation in the country’s economy. It is noted that the use of macrofinancial indicators aimed at achieving a particular limit only within a single reporting period negatively affects the system character of management.

Treatment of Household Waste in the Context of the Social Welfare Function (p. 81 - 88)
The reasons for the contemporary catastrophic state of the accumulation of dangerous household wastes have been analyzed. The basic historical, economic and social factors that led to the current situation have been identified. The estimation of the rate of accumulation of household wastes and the volume of investment required for the almost complete inhibition of the accumulation process have been performed. There has been suggested an analytical type of the regional social welfare function, which takes into account the main components of the process, investments in recycling, potential reduction of the area intended for landfills and their use in the agricultural business, expenditures on transportation. As a result of the calculations there obtained the shadow price of allotting territories for landfills, which at introduction of a relevant legislation can serve as a reference point for local communities. On the basis of the NPV model there made proposals of the introduction of tax incentives, which can make the business attractive for investors.

Trends in the Development of the Agricultural Insurance Market in Ukraine (p. 89 - 94)
The aim of the article is to identify the promising directions in reforming the agricultural insurance market on the basis of studying its current state and consideration of the major development problems. The article analyzes the current state of the agricultural insurance market in Ukraine. It is proved that this segment of the insurance market has a tendency to slow reduction, as all the major insurance indicators in the dynamics for the past four years have a decreasing character. In spite the difficult macroeconomic situation in the country, agricultural insurance market proves its vitality and potential for further development. On the basis of the identified trends in the development of insurance of agricultural risks the problems hampering further effective functioning of the market are described. There suggested directions in reforming the national agricultural insurance market, in particular, the introduction of new programs of insurance protection with reinsurance guarantee, accelerated development of measures on insurance protection of investing and crediting. Also the agricultural insurance market requires efforts by the government aimed at its support: the introduction of changes in the active legislation and their enforcement mechanisms.

Monitoring the Efficiency of Budget Management of Trade Enterprises in Ukraine (p. 95 - 103)
The article justifies the actuality of carrying out the monitoring of budget management efficiency at trade enterprises in Ukraine. It has been found that the efficiency of each trade enterprise management system, in particular the efficiency of budget management system, is determined by several factors, among which there considered the enterprise business profile, the competitive situation in the market and the standard of living of the population. The efficiency of budget management and, as a result, the efficiency of trade enterprises’ activity is reflected in the results of the effectiveness of the main indicators of the financial budgets of enterprises. Therefore, using the method of fuzzy sets, there carried out an integral evaluation of the efficiency of budget management based on the efficiency of financial budgets: the budget revenues and expenditures, cash flow budget and budgeted balance sheet. The study is carried out for Ukraine as a whole, and its most developed regions.

Evaluating β-convergence of the Socio-Economic Development of Ukraine’s Regions (p. 104 - 114)
The article is devoted to evaluating β-convergence of the socio-economic development of Ukraine’s regions. The essence and theoretical basis of evaluation of σ- and β-convergence is studied. The neoclassical theory of growth of R. Solow that serves as a basis for models of β-convergence is considered. The essence and features of evaluation of the absolute (unconditional) and conditional β-convergence is examined. The existing empirical researches of the economic development of countries and their regions with the use of convergence models are analyzed and it is found that: the theory of convergent-divergent development of countries and their regions is sufficiently developed; there are certain studies aimed at evaluation and analysis of the convergence of regional development in Ukraine, but there is no comprehensive study that comprises the building of all the above types of β-convergence models for the period covering the years before and after the crisis of 2008-2009. A scheme of the investigation of the convergence process in regions of Ukraine is proposed, and on this basis the evaluation of β-convergence for Ukraine’s regions is conducted with the use of four types of models: the Barro and Sala-i-Martin model, the Baumol model, the Solow-Swan model, the Cuadrado-Roura model. On the basis of the study it has been found that for the peripheral regions the presence of convergence of their social and economic development is determined by the share of services in the gross regional product to a greater extent and availability of mineral resources to a less extent, but the given result is obtained only with the use of the Barro Sala-i-Martin model, for the other models the condition of β- convergence is not met.

The efficient system of public administration, comprehensive, rational and effective use of all existing territorial resources are impossible without a system versatile assessment of the existing socio-economic potential of the territories, on the basis of which the priority directions of socio-economic development of the country, region, individual territory, city are determined. The main driver of development of a certain territory (region) is administrative cities (regional centers, cities of regional and district significance), which due to economic and geographical, natural resource, social and environmental potentials act as points (centers) of regional development, and directly affect the general potential, positioning and competitive advantages of the territory as a whole among the regional economic entities of Ukraine. Administrative centers acquire in this context particular importance for socio-economic development of the regions. In the presented materials the importance of the city of Kharkiv in the economic and social life of the region is considered, the positioning of the city of Kharkiv and individual large cities of Ukraine at the regional, national and international levels is studied.

Evaluation of Processes of Interaction between the Enterprise and Potential Contractors in the Context of Ensuring Economic Security of Foreign Economic Activity (p. 127 - 135)
The author’s approach to evaluating appropriateness of interaction of domestic enterprises-subjects of foreign economic activity with foreign partners taking into account balancing benefits and safety has been presented. To solve the problems set in the study, there were used means of economic and mathematical simulation, namely, conceptual provisions of the theory of games. Preconditions for simulating scenarios of interaction between contractors and evaluation of effects of this interaction have been determined. A dyadic game model, in which each player will only have two pure strategies, has been proposed, and possibility of using a three-player game with development of a corresponding matrix of wins of each player has been considered. On the basis of the calculation of possible options of interaction between the major players possible options for this interaction have been found and a questionnaire for expert evaluation of the matrix elements of each player’s decisions has been developed. There suggested solutions of the game by relevant matrices, where two Nash equilibrium situations and 10 Pareto efficient situations are defined. The optimal solution of the game for all participants in the interaction, which allows to achieve a sufficient level of efficiency and safety of each player has been found.

Methodological Approaches to Locating Outlets of the Franchise Retail Network (p. 136 - 143)
Methodical approaches to selecting strategic areas of managing the future location of franchise retail network outlets are presented. The main stages in the assessment of strategic areas of managing the future location of franchise retail network outlets have been determined and the evaluation criteria have been suggested. Since such selection requires consideration of a variety of indicators and directions of the assessment, the author proposes a scale of evaluation, which allows generalizing and organizing the research data and calculations of the previous stages of the analysis. The most important criteria and sequence of the selection of the potential franchisees for the franchise retail network have been identified, the technique for their evaluation has been proposed. The use of the suggested methodological approaches will allow the franchiser making sound decisions on the selection of potential target markets, minimizing expenditures of time and efforts on the selection of franchisees and hence optimizing the process of development of the franchise retail network, which will contribute to the formation of its structure.

The Conceptual Framework for Ensuring Economic Safety of Corporate Integration Processes (p. 144 - 152)
The objective growth of the number of displays and influence of negative factors of threats from the environment actualizes the issue of ensuring economic safety of national economic entities. The article notes that simultaneously with counteracting threats enterprises are working for development, one form of which is the establishment of corporate structures and implementation of integration processes. It is proposed to ensure achieving the desired level of the corporate structure economic safety through optimizing the correlation of resources and competencies, skills and technologies for their use within the integrated logistics value chain. In this case it is the implementation of the integration process that serves as an instrument for achieving this optimal correlation, and the level of economic safety is considered as one of the optimization criteria. The system of authors’ hypotheses is taken as the basis for ensuring economic safety of the corporate integration process. Each of the hypotheses corresponds to a set of conceptual principles aimed at practical implementation of the proposed approaches. Within these conceptual principles the relationship between incentives and benefits of integration and the basis for ensuring their safety is presented, the differences between safety of functioning and safety of development are studied, the use of the methodology of logistics to harmonize the interests of participants of the corporate structure is justified, the relevance of applying the resource approach to manage the integration and development safety is proved. The graphical representation of causal relationships between the proposed conceptual principles allowed formalizing the subject area of studying corporate integration safety.

Innovative Approaches to Ensuring the Competitiveness of Small Agricultural Enterprises (p. 153 - 158)
The aim of the article is to justify the innovative approaches to ensuring the competitiveness of small agricultural enterprises by building short “local” supply chains in view of the concepts of sustainable agriculture. The study analyzes the modern scientific approaches and the real state of ensuring the competitiveness of small and medium agricultural enterprises. It is proposed to introduce a three-component model of competitiveness, which includes reviewing the range of products and related market niches, restructuring supply chains and creating associations (clusters). The innovative models of bringing the final product to the consumer have been generalized. The functional and operational distribution in the system of ensuring the competitiveness of agricultural enterprises has been formed. The prospects for further research are to determine the cost-effectiveness of the proposed measures for the specific subject of industrial activity.

Evaluation of Enterprise Financial Safety (p. 159 - 164)
The aim of the article is to develop a methodological approach to evaluation of the level of economic entity financial safety. It has been found that the enterprise activity is constantly subjected to internal and external threats, therefore under volatile market economic conditions it is important to form an effective system of management of its financial safety to avoid the bankruptcy and liquidation of the enterprise. The article presents a generalization of existing approaches to evaluating the level of financial safety of economic entities and their critical analysis. The methodical approach to evaluating the level of financial safety of economic entities is proposed. It is suggested to evaluate the level of financial safety qualitatively and quantitatively with the consequent comparing and contrasting of their results. It is proposed to carry out the quantitative evaluation by the method of fuzzy logic and the qualitative one by the method of hierarchy analysis. The evaluation of the level of financial safety was carried out at ten economic entities. It is determined that the qualitative evaluation of the level of business entity financial safety, unlike the quantitative one allows to determine not only the enterprise financial stability but also to assess its financial strategy.

Developing the Methodology for Economic Analysis of Enterprise Business Activity in the Post-Industrial Economy (p. 165 - 174)
The aim of the article is critical analysis and further development of the methodology for analysis of economic activities of enterprises in the post-industrial economy. It is proved that the development of the methodology for economic analysis should be carried out in the direction of creating preconditions that would provide a possibility to diagnose and monitor trends in improving the quantity and quality of production and economic activities of enterprises for making sound management decisions by the results of analytical calculations. It is justified that the theoretical and methodological structure of economic analysis in the post-industrial economy requires improvement. The critical analysis of views of analytical scientists about the nature and classification of principles, methods and techniques of economic analysis is performed. The essence of the principles are clarified, the types and methods of analysis that allow accountants, analysts, auditors, inspectors and others to better understand and apply the theoretical and methodological aspects of economic analysis in practice are recommended. The order of applying the methods of economic analysis in accordance with phases of the investment and innovation process at enterprises is developed.

Efficiency of Working Capital Management in the System of Financial Safety of Trade Enterprises (p. 175 - 183)
The article investigates theoretical and methodological and practical aspects of managing the financial security of enterprises of wholesale and retail trade in Ukraine, summarizes the scientific approaches to assessing enterprise financial security. There justified the influence of the level of efficiency of working capital management on improving the indicators of profitability of financial and economic activity, business activity; increasing financial sustainability and stability of development; ensuring an acceptable level of financial safety of trade enterprises. The main results of financial and economic activities of Ukrainian trade enterprises for the period 2010-2015 that influenced the level of their financial security are analyzed, the negative trends in the dynamics of receiving net profit, low profitability of sales and unprofitableness of using the current assets are highlighted. There revealed a significant disproportion in the structure of capital formation sources, high deficit of own financial resources, trend of financing the current assets entirely from borrowed funds, rapid growth of the level of credit interest rates. There performed an estimation of indicators of financial sustainability by means of the coefficient and aggregate approaches, which indicated the unstable and crisis financial condition of the majority of enterprises of wholesale and retail trade in Ukraine. There determined reserves of increasing financial security with the identification of the key components in the subsystems of financial security, criteria and indicators for an objective assessment of the financial status, taking into account the influence of the external environment, which will allow making sound management decisions regarding the analysis, prevention and neutralization of real and potential threats to trade enterprises.

Evaluating Financial and Resource Conditions of Ensuring the Competitiveness of Air Transport Enterprises (p. 184 - 191)
The article justifies the methodological basis for evaluation of financial and resource conditions of ensuring the competitiveness of air transport enterprises. It has been determined that the issuing activity of air transport enterprises is a condition ensuring their resource sufficiency, prospective profitability and competitiveness. It is proposed to use structural and dynamic analysis as the methodological basis for evaluating the results of issuing activities and future decision-making on financing by means of issuing corporate bonds by air transport enterprises as well as the measures on improvement of their competitiveness. There has been proved the expediency of using the variant analysis of leverage ratios at determining the capital structure of air transport enterprises that would provide their competitiveness.

Diagnosis in the Strategic Management Accounting System: Modern Trends and Approaches (p. 192 - 198)
The aim of the article is to justify methods, techniques and key indicators for diagnosing the effectiveness of the implementation of the enterprise strategic development, to highlight the conceptual approaches to conducting diagnosis of the effectiveness of the strategy implementation. Modern approaches to the concept of “diagnosis” have been analyzed and the author’s vision of diagnosing the effectiveness of the strategy implementation in the context of the strategic management accounting has been suggested. The place and role of diagnosis in the system of enterprise strategic management have been substantiated. The methodical approach to determining the effectiveness of the implementation of the enterprise strategy comprising four stages has been proposed. As part of the approach there suggested formation of a number of targets characterizing a certain list of enterprise strategies allowing to conduct integral evaluation of each of the strategies and on the basis of these indicators to obtain the aggregate integral index of the level of the strategy implementation. However, unlike the existing methods, it is proposed to compare not only actual and planned levels of the indicators, but also determine what level of the strategy implementation corresponds to each monetary unit spent on the implementation of the strategy.

Diagnosis in the Enterprise Management System (p. 199 - 205)
The aim of the article is to define the role and place of the diagnosis management system in the structure of the task system of the enterprise diagnosis. There suggested the essence of the concept of “diagnosis of the enterprise”, which is understood as the process of identification, analysis and evaluation of the enterprise state and trends in its changes (changes of the state) on the basis of relevant business indicators in order to develop recommendations on the elimination of problematic points and weaknesses in the functioning of the enterprise to ensure a qualitatively new level of its development and formation of prospects with consideration to the consequences of violation of the legislation in the field of economics and enterprise management and law (legal responsibility for the violation of the labor law, tax law, law on protection of economic competition, law on trade secret, etc.). It was found that the diagnosis in the system of enterprise management: 1) is a structural component (or a partial diagnosis task) in a group of private diagnosis tasks in the system of diagnosis task of the enterprise activity; 2) as a sub-function of the control function (as a general function of management) includes such components as: assessment (identification of key features, characteristics, parameters (indexes, indicators, properties); analysis (a thorough study of the structure, dynamics, trends, etc.); identification (involves determination of deviations of parameters from the criteria and/or standards, formulation of diagnosis). Prospects for further research in this direction are the development of methods for quantitative assessment of the effectiveness of the management system with the purpose of its introducing in practical activities of enterprises, namely in the processes of decision-making.

The Theoretical and Methodological Platform for Developing a System of Enterprise Adaptation to Changes in the External Environment (p. 206 - 211)
The aim of the article is the elaboration of an approach to creation of a theoretical and methodological platform for developing a system of enterprise adaptation to the rapid changes in the external environment, the modern active challenges of the markets. The attention is focused on the fact that the ability of industrial enterprises to respond flexibly to the external environment instability is realized through their adaptation system, the development of which should be based on an appropriate theoretical and methodological platform. The conducted retrospective analysis of the evolution of scientific thought on solving problems of enterprise adaptation allowed making the conclusion that still there is no agreed view of scientists on the scientific basis for the development of an adequate system for adaptation of industrial enterprises. There has been suggested an approach to developing a theoretical and methodological platform of the process of industrial enterprises’ adaptation as a targeted set of basic concepts, principles, theories, scientific methods, models, laws and categories, oriented towards the elaboration of an appropriate organizational and economic system.

The Conceptual Framework of “Diversity Management” in the System of Strategic Management of Industrial Enterprise Development (p. 212 - 218)
The problem of strengthening the innovation component in strategic management of industrial enterprises under conditions of globalization has been actualized. The essence and features of innovative development of enterprise structures in the context of their competitiveness have been considered. The attention is focused on the fact that the innovative development should ensure an increase in the enterprise ability to create products having customer value. On the basis of the analysis of the essence and direction of innovative activity of industrial enterprises it has been proved that its results do not create conditions for their innovative development. It has been determined that by the nature of ongoing changes the innovative development is a revolutionary transformation altering its system attractor according to a new phase of the operation. This increases the viability of enterprises in the context of economic activities making them more flexible, able to adapt in the long run. It is emphasized that this increases the level of heterogeneity of enterprises in terms of factors of resources, processes and preferences. The relationship between the heterogeneity of economic resources and choosing by the enterprise management certain types of competitive strategies is shown. It is argued that the choice of a competitive strategy depends on the ability of the enterprise to recombine resources and processes. There made a suggestion about the expediency of changing approaches to the organization of the enterprise innovative activity to improve its efficiency in terms of resource recombination. It is noted that this can be achieved through the implementation of the concept of “diversity management”. The conceptual framework of the implementation of diversity management has been described. It is asserted that its organizational basis is the management decentralization expanding the motivational basis for innovative research participants.

Theoretical and Methodological Principles of Developing Translational Capabilities of Controlling in Ensuring Sustainable Development of the Enterprise (p. 219 - 227)
The aim of the article is to study the role of controlling in modern system of social, ecological, economic relations and assess its capabilities in ensuring sustainable development of a business unit. Under these conditions the concept of controlling should focus on the development of translational capabilities, which provides for the extension of accounting and analytical support functions forming the information environment of the data bank and the knowledge base of management of future events. Taking into account the new management philosophy, it is appropriate to consider controlling as a socio-economic cross-functional management technology, which forms the information space supporting operational, tactical and strategic management by using the mechanism of internal management actions of the reflex nature aimed at sustainable development of the enterprise. There proposed a new direction of the controlling concept based on the philosophy of sustainable development of the enterprise and includes the following translational components: basic and auxiliary business processes; centers of responsibility in the system of business architecture, planning and budgeting systems, motivational tools. In view of the basic management functions the following destination controlling elements are identified: the modeling of the organizational structure of the enterprise as a system of hierarchically dependent business units; formation of a system of operational and strategic planning; development of a tool support system (control values), which allows creating a multilevel system to control achievement of strategic goals and detection of deviations. There proposed a mechanism of forming the information environment of controlling, which includes six interrelated informative components – planning, organizing, monitoring, analysis, regulation consulting, which allows to bridge gaps in information communications in the control system in a single contour of controlling. There presented a model of conceptual environment of controlling in the system of sustainable development management, which serves as the theoretical basis for building the organizational structure of the subdivision of controlling at the enterprise and a methodological basis for accounting and analytical support of management functions and the formalization of the controlling procedures. This made it possible to form the priority objectives of controlling: growth of the enterprise market value; formalization of the evaluation and management of risks; creation of conditions for further development of the controlling system in the information society.

Logistics Concepts at the Industrial Enterprise under Conditions of the Globalization of Markets (p. 228 - 238)
The aim of the article is to assess the dynamics of indicators of Ukraine’s foreign trade in goods and services; conduct a comparative analysis of logistics concepts used at industrial enterprises under conditions of the globalization of markets; determine the ways to improve the management of international production and distribution activities of industrial enterprises. The study analyzes the dynamics of volumes of exports–imports of goods and transport services in Ukraine; freight traffic by mode of transport; export, import and transit of goods; foreign direct investment from countries of the world in the Ukrainian economy. Modern information systems and logistics concepts used at industrial enterprises under conditions of the globalization of markets are considered. The ways to improve the management of international production and distribution activities of industrial enterprises are defined and systematized. Prospects for further research in this direction are the development of proposals for information support of providing services for customers of the industrial enterprise.

Equity Capital in the System of Financial Support of Enterprise Innovative Activity (p. 239 - 244)
The aim of the article is to analyze equity capital in the system of financial support of industrial enterprises’ innovative activity and determine directions of increasing the efficiency of its use. The work considers the essence of financial support of innovative activity. There studied enterprises introducing innovations in the EU and Ukraine, the share of domestic expenditure on R & D in the GDP. It has been determined that the European countries have significant gross domestic expenditure on R & D, which in most countries has positive dynamics of growth. The funding sources of domestic enterprises’ innovative activity have been analyzed. It has been found that the innovative activity of domestic enterprises is funded primarily by means of equity capital, which is caused by the high cost of bank credits, the lack of access to government funding, the low percentage of investors’ funds. The components of equity capital that can provide for financial support of innovative activities have been identified. For the successful implementation of innovative activity by means of equity capital enterprises should use not only such traditional sources as amortization charges and retained profit but also such component of equity capital as the staff. In addition enterprises should increase their equity capital through cooperation, mergers with other enterprises, formation of IFGs.

The Conceptual Preconditions of Studying Collective Professional Mobility of Management Personnel (p. 245 - 252)
The preconditions and problems of developing the concept of the study and transformation of collective professional mobility of management personnel are generalized. The necessity of specifying the content and structure of the scientific and methodological concept of “paradigm” is justified. The possibility of using philosophy and economic theory to determine the initial ideas on the development of technique for studying collective professional mobility of management personnel are analyzed; contradictions, which resolution would create a constructive theoretical basis of such a study are revealed. The need to focus on the interdisciplinary approach in the development of the conceptual preconditions of studying collective professional mobility is substantiated. The versions of the world view allowing to ensure productive discussions of representatives of various scientific disciplines at the phenomenological stage of building a new paradigm are developed.

Estimation of the Level of Competition in the Banking Sector of Georgia (p. 253 - 260)
On the basis of the latest literary sources and rich factual material the article consistently analyzes and estimates the level of competition in the banking sector of Georgia. In the course of relevant studies it was found (with further confirmation in the economic life), that the competition in the banking market has certain specific features, which make it different from the competition that is present in other markets. One of important differences is that the banking market operates with money — a commodity with absolute liquidity, which can not be replaced by other commodities. Another important feature is associated with the mobility of financial capital in the banking market. There made a conclusion that, despite the fairly low level of crediting the Georgian economy, the burden of debt service on each of the borrowers is hard enough, which is caused by the high interest rates and short-term nature. Accordingly, the lowering of interest rates is not only desirable for the overall economic development but also is a prerequisite for achieving the further growth of the banks themselves.

Application of the System Approach to Financial Services Market Research (p. 261 - 266)
The article analyzes the nature of the financial services market by using the system approach methodology. In particular, the attention is focused on the already existing conceptual approaches to defining the nature of this market, their basic aspects are analyzed. The use of the system approach allowed to identify the essence of the financial services market as a single, complex system, which is proposed to be considered as an aggregate number of consumers and providers of financial services operating within a single economic space, their relationships emerging to meet different in their nature demands for financial services, with their interrelation being associated with movement of financial resources within this space and partially accompanied by processes of transformation of temporary free funds of economic entities into credit and investment resources. In the article the system components and the relationships between them are determined, the elements of the environment are identified and their relationship with the market for financial services described.

Using Cryptocurrency in the Activities of Ukrainian Small and Medium Enterprises in order to Improve their Investment Attractiveness (p. 267 - 273)
The aim of the article is to analyze the main features of cryptocurrency with respect to the identification of main advantages and disadvantages of using cryptocurrency as a method of effecting cashless payments by small and medium enterprises in order to increase the level of their investment attractiveness. The article describes the basic characteristics of cryptocurrencies and Bitcon as the most common among them. The Bitcoin emission mechanism has been built and the dynamics of changes in the value, difficulty of its “extracting” or “mining”, the market capitalization for 2009-2016 have been analyzed. In this connection the identified main trends and the relationship between the analyzed indicators are highlighted. The attitude of the authorities of different countries to “mining” and using cryptocurrency in calculations is shown, the monitoring of leading international financial institutions in terms of the use of Bitcoinis is carried out. In addition, the leaders among the existing cryptocurrency exchanges are determined, and the level of their market capitalization is shown, a comparative analysis of the traditional currency and cryptocurrency is conducted, an assessment of financial institutions that work with Bitcoin in Ukraine is performed, the attention being focused on the main advantages and disadvantages of using cryptocurrency in small and medium business. Taking into account all the positive aspects there justified the prospects of using the presented in the article finance cryptoinstruments, in particular Bitcoin, in order to improve the investment attractiveness.

Influence of Monetary Policy Announcements on Ukraine’s Stock Market Return and Volatility (p. 274 - 280)
The aim of the article is to assess the influence of decisions on the monetary policy on return and volatility of the Ukrainian stock market (on the basis of the representative stock index PFTS) with consideration to the phase of the financial cycle. Daily opening prices for the period of 2000-2015 are used as the initial data, on the basis of which the return of the stock index in the trading day format is calculated. Using the news about the monetary policy, the “expected” component and the component of “unexpectedness” of the announcement information context are distinguished. The analysis of the reaction of the Ukrainian stock market to the macroeconomic news about the monetary policy of the Federal Reserve System and the European Central Bank with regard to the phases of upturns and downturns of the financial cycle has been carried out. The study allows to draw conclusions about the impact of announcements about the dealing rate on the return and volatility of the domestic stock market: first, in the Ukrainian stock market the return reacts much more strongly to the announcements of the Federal Reserve System than those of the European Central Bank; second, the impact of decisions of the Federal Reserve System, being in line with the logic of risk management, is more pronounced during the downturn phase of the financial cycle.

The aim of the article is to study features of the normative and legal support of accounting and tax accounting at providing operations with warranty repairs comprising the secured in legislation right of consumers to obtain from the companies-producers (sellers) products (goods and services) of proper quality and cases of occurrence of warranty obligations to customers. To achieve the goal, the following tasks have been solved: the regulatory framework for the organization of warranty service (repair) from the point of view of the company-seller and reflection of operations associated with warranty repairs in accounting and tax accounting was studied. The article describes the features of the organization of accounting and tax accounting at warranty repairs based on the legislative and normative documents regulating relations that arise in the organization and implementation of economic activity between business entities and between the entities and other participants of relations in the sphere of economic activity.

Problems and Features of Legal Regulation of Public Institutions’ Activity and their Influence on Formation and Implementation of Accounting Tasks (p. 287 - 292)
The article is devoted to an actual problem of studying the features of public institutions’ activity that influence accounting tasks. On the basis of analysis of works by domestic scientists the article identifies features of public institutions as non-profit organizations engaged in financial and economic activity and presents a scheme of the formation and implementation by such institutions of new accounting tasks adapted to modern conditions. The estimation of the current and project legislation on the organization and record-keeping of public institutions’ activity has been performed. The accounting tasks in the context of bringing them into conformity with the needs of improving budget funds management have been defined. Prospects for further research in this direction are associated with providing a less painful reform of the public sector on the basis of development and improvement of the legislation, including that relating to clarification of concepts and categories. In addition, under conditions of the deficiency of financial support of public institutions’ activity there actualized issues of developing proposals aimed at improving the mechanisms for optimization of the use of financial resources and regulation of the budget process.

Synergistic Coherence of Bifurcation Evolutionary Processes of Mergers and Acquisitions of Enterprises (p. 293 - 299)
The aim of the article is developing information tools for the economic and mathematical modeling of the dynamics of evolutionary processes concerning trophic relationships of populations of enterprises, which allowed to conduct the phase and bifurcation analysis of possible dynamic regimes of the populations’ evolution, determine the mechanisms of influence of the external environment and the internal structure of the system, identify patterns and limits of stability of M&A processes. In the work the main provisions of the evolutionary concept concerning development of the population of enterprises as an economic system are analyzed, the provisions of the evolutionary concept of population systems’ development are considered, the basis of evolutionary modeling methods allowing to analyze the functioning of populations of enterprises in terms of individual strategies of each enterprise’s behavior is studied. The basic principles of synergy of the life cycle evolution for populations of enterprises are determined. An evolutionary approach to the evaluation of a synergistic effect of M & A is proposed. The evolutionary modeling of the scenario for self-organization of populations of dairy industry enterprises through a combination of statistical and expert data is applied. There also created a model of the population of firms reflecting behavioral and resource and technological characteristics of the studied in the work real population of industrial enterprises, which form the input flows of matter, energy and information to the dairy industry, which allows to combine the reflection of main possible options in terms of the external conditions of the population functioning and its internal structure.

Statement and Solution of the Problem of Evaluating and Analyzing the Investment Component of the Region’s Development Security (p. 300 - 306)
The aim of the article is to highlight the results of the analysis of existing approaches to evaluating and analyzing the investment component of development security of the region in the context of its territorial systems. The author’s own methodological recommendations on conducting the evaluation and analysis of the investment security of the region with the identification of perspective directions in their development have been formulated. The author’s scientific and methodological approach to analyzing the investment climate and investment security of the region in the context of its territorial systems and economic activities has been developed. The factors that determine the efficiency of using the investment climate of the region’s territorial systems as well as the relationship between the indicators of investment activity and parameters of the socio-economic development of the region have been identified. The expediency of applying the multivariate statistical analysis and discriminant analysis methods in the process of solving the problem of evaluating and analyzing investment safety of the region has been justified.

Determining the Threshold Levels of Economic Security of the Region’s Territorial Systems on the Basis of Models of Discriminant Analysis and Euclidean Distance (p. 307 - 313)
The aim of the article is to highlight the results of the analysis of existing approaches to statement and solution of problems of evaluating the economic security level of the region in the context of its territorial systems, and develop the author’s own scientific and methodical approach to evaluating the economic security level of the region’s territorial systems and modeling its threshold values on the basis of discriminant analysis and Euclidean distance. In view of the available statistical information, taking into account the results of our own previous studies of the problematic of economic security management, there calculated the integral index of economic security for territorial systems of the region, as well as the index of social tension in the territorial systems of the region, which became the basis for the development of discriminant models of determining security threshold levels. The analysis of the results obtained after using the discriminant models as well as models developed on the basis of the analysis of the weighted Euclidean distance has shown that they are comparable and complementary in their nature. In other words, the proposed methodologies can be successfully used in the practice of formulating strategies and target programs of regional development.

The Modeling of Logistics and Coordination of the Rate of Commodities Production with the Rate of their Disposal (p. 314 - 320)
The economic objective of the modern high-tech enterprise is the optimal expansion of its own market niche and bringing the production capacities in accordance with the current demand for the products. An important role in this respect is played by issues of optimal organization of the enterprise logistics, marketing analysis of the current demand and effective advertising campaign aimed at maximal use of the available production capacity and creation of proper conditions for developing, in particular for increasing the production capacities. The purpose of the article is the elaboration of economic and mathematical models of enterprise production activity taking into account the logistics and market demand; the use of the elaborated model to harmonize the rate of production of everyday commodities with the rate of their disposal. Two variants of the enterprise logistics schemes are analyzed. The influence of the advertising company on expanding the enterprise market niche is studied. A model that allows conducting a detailed study of the influence of market conditions on the pace of sales has been developed. It is appropriate to apply the model for the integrated coordination of the production rate of commodities of everyday demand with the dynamics of flows of commodities and services disposal.
